Planning & Zoning Administrator Stephen Weckman, On-Site Systems Manager Date: May 31, 1991 Subject: 2280 French Creek Circle - Septic Problem Note: This was brought to our attention by Steve Schirmers after a request came to him from Quickway Excavating to check out a surface discharge from the mound system on this property. Symptoms: The mound system was discharging from the rock bed at the northwesterly corner. Bruce Bren had noted to Quickway that the discharge to the surface had occurred as early as February 1991. Possible Problems: 1. The pump in the pump tank was set or somehow functioning so that the volume pumped appears to exceed 400 gallons per cycle . The water level at pump shut off was at approximately the base of the pump. The evidence on the walls on the tank as to the normal pump turr%�elevation was approximately 2' higher. Steve Shirmers calculated the drainback should be no more than 30 gallons in the length of piping between the pump tank and the mound. If the 1, 000 gallon tank has approximately 19 gallons per vertical inch capacity, it appears that appr�ximately 400 gallons to 450 gallons were being pumped into the mound at each cycle. It was also clear that the single orange float that should be controlling pump turn-on/turn-off was hanging at its lowest point and was a foot above the water level, when the pump was still pumping, hence it is clear that the switch is not functioning correctly. 2. In the rockbed of the mound, eff luent discharging from the �ump station is puddling in the rockbed, and not penetrating into the sand layer below. Borings in the rockbed indicated water level at or above the top of the rockbed. Soil borings 1' outside the rockbed were not saturated and in fact were only moist to a depth at the bottom of the borings as much as 2-3' below the rockbed. Clearly, water entering the rockbed is not entering the sand f or final treatment, or is only entering the sand at a very slow rate, good for treatment but hydraulically not accepting the full load. � 2280 French Creek Circle - Septic Problem �May 31, 1991 Page 2 of 2 Also, Steve Schirmers did a quart jar sand test during our inspection today and found that the sand sample from various depths of the sand bed does meet the cleanliness requirements for mound sand. In excavating in the rockbed, there was evidence that some of the rock may have been dirty and there is the possibility that fine particals originally attached to the rock because it wasn't clean, have filtered to the top of the sand bed and caused a clogging layer. Also, another problem with the mound system is that there is no loam or loamy sand cap with normal top soil above the rockbed. The materials above the rockbed are clay loams and loams. Also, while there was some evidence that a Iayer of hay had been placed over the rockbed, in approximately 4 borings into the rockbed we found no evidence of a building paper layer. However, the heavy consistency of material overlying the rockbed suggests that there may not have been a tendency for that material to slough into the rockbed. This suggests that the rock originally used may have been dirty. 3. Regarding the sand below the rockbed, this sand during normal probing appeared to be rather compacted, as compared to what one would find in a normal sand situation. There is possibility that the sand layer itself was compacted and may have some effect on limiting its permeability. 4. At the manhole opening to the pump tank, the ground surface is at a Iow point relative to its surroundings, and during spring runoff and heavy rains, it is very possible that runof f water i s entering the pump tank through the manho 1 e or inspection riser opening. An easy solution to this problem would be to regrade the yard directly west of the pump tank so that positive drainage away from the manhole is accomplished. 5. Steve Schirmers was able to check inside the house today to determine whether there were obvious extraneous flows into the system or whether the water softener or air conditioner were discharging an inordinate amount of water into the tanks. During the time we had the pump tank open there was a continuous stream of water approximately the diameter of a pencil flowing into the pump tank from its inlet. Even when nobody appeared to be home and no water use was occurring, this flow continued into the pump tank. Co. , Mn This letter is in reguard with the existina On-Site Sewage Treatment ( Pressurized Mound System located on this property. The system is surface discharging at the west end of the rock bed . I inspected the pumping chamber first. A small flow was entering the tank with no water being used in the home in May & August of 1991 . In May tne pump was started which pumped out until the bottom of the pump was exposed . The float switch was not functioning properly. At this time two holes were exposing the rock bed at each end of the rock bed. Effluent raised to approx. 12" from the rock bed to the originai soil . The soils were found to be dry. An additional � boring was bored at an angle into the sand layer below the rock bed to the original soil finding the soil to be dry to moist. Effluent does not appear to be traveling through the sand layer. The sand belo�v tne rock bed appears to be compacted when drilling through the soil profile. A quart jar test was completed with sam�plzs from several depths in 2 locations and does not meet Standards for Mound Construction. A boring was completed into the rock bed. A 18" layer of loam & clay loam soil was found. A 6" layer of topsoil & loamy sand cap � which is required over the rock bed was not found . A layer of hay was found in several borings but paper or filter cloth was not found . With the rock bed being overloaded and saturating the clay cap over the rock bed , the clay soil may have sloughed into the rock bed. The /� rock that was pulled from the rock bed , clay soils were found on the - 11 rock (pressed to the rock) . With the sloughing & possible dirty rocks , the sand layer at the rock bed would be sealed off. Reccomendations for repairing, the system: Finding the rock bed full of septic effluent and the Iayer below the rock bed being dry (very little moisture) , it is apparent that this � system will not function properly. Long term use of the system in it ' s condition will only cause greater failure of the system. The system will need to be replaced from the original soil . Co. , MN (2 ) Recommend prior to replacing, to verify the performance of the � existing mound to excavate a x-section through the system. A water meter should be installed to monitor daily flow from the house. The tanks should be checked for ground water seepage. Please note memo's from Michael Gaffron and myself dated May 31, 1991, and S-P Testing dated August 16 ,1991 for back ground information regarding this problem. In order to better determine what is causing the septic system failure, a water meter has been installed for the house and a pump counter and a check valve have been installed in the pumping chamber. The water meter was installed in the house to determine the amount of actual sewage entering the system, while the pump cycle counter was installed to determine whether surface or ground waters are entering the septic tanks, vahich would increase the amount of of liquid entering the mound for treatment. A check valve was installed after the pump in order to prevent effluent from draining back to the septic tanks after being pumped into the mound. The initial intent of installing a water meter was to establish the total water usage inside the residence. The plumber has notified us that the water meter does not include the laundry facilities and kitchen sink as well as the exterior faucets. The interior plumbing was not included due to the constraints of the interior plumbing, while the exterior faucets were excluded as they would not add to sewage entering the septic system. As several interior plumbing fixtures are not metered, the actual water usage in the house may be more accurately reflected by the pump counter readings, assuming there is minimal infiltration into the house underground waste piping. (The pump counter readings were intended to determine any surface or ground water infiltration into the septic system, but this evaluation is not possible since some fixtures were omitted.) The pump cycle counter has been monitored by Doug Todd of Bruce Bren Homes for approximately one month. The pumping chamber was measured to be 42 inches deep at the outlet and the pump observed lowering the liquid level in the tank by approximately 6 1/2 inches. Using these measurements and knowing the tank volume is 1000 gallons, the tank will hold approximately 23.8 gallons per inch and as drain back is prevented the entire volume of 155 gallons must enter the mound after each pumping. The pump counter readings, indicate that the amount of effluent being pumped into the mound is between 357 and 620 gallons per day. Some error is likely due to the fact that the pump may not turn on at the exact same point every time, however the dosage per pumping should be accurate assuming no significant sewage flow to the tanks during the time the pump is running. If the amount of liquid being pumped in to the mound system averages 385 gallons per day as calculated from the the pump counter readings, the usage is still well below the 600 gallon per day designed capacity of the system. For the past month this system appears to have received usage below its design capacity and the system was still observed to be surfacing on June 29. From this I would conclude that the mound drainfield is not operating to its full design capacity. Inspection of the mound in 1991 revealed that although effluent was ponding in the rock bed, the sand below was very dry indicating that the majority of the sewage was not passing through the sand to the soil surface for treatment. This condition would be most likely attributed to a problem with the materia 1 s or the way the mound was constructed rather than the design of the system as effluent is not reaching the soil treatment area but perching above the sand layer. The mound drainf ie ld must be reconstructed to remedy the problem. Repairs should include the removal of the existing mound, (including as much of the sand as possible without compacting the native soil below) and replacement of the mound. The septic tanks should also be inspected to verify that all joints are sealed to prevent leakage from surface and/or ground waters. Repairs should commence only after the mound is allowed to dry adequately by temporarily disconnecting the pump, and having a sewage hauler pump the tanks as often as neccessary to prevent overflow or backup into the house. At the site were a!I person� inv�!�!ec! including the designer, the contractor and the builder. At the inspection we excavated a section of the mound rock bed. In reviewing the section of rock bed that was open, it became apparent that the rock bed was filled with water and the rock itself was covered with black material. As excavation continued, into the rock bed there was a barrier layer of soil particles in the rock. This layer of particles appears to be the cause of failure with the mound system. As was discussed at the site, the problem is not a new problem but had been on-going for approximately 4 years. The critical situation is to identify what caused this layer. There appears to be two potential sources. One is the use of dirty rock and the second is the washing in of soil particles. The use of dirty rock typically would not cause a layer this thick, but dirty rock could facilitate clogging and that clogging would create a washing effect carrying more soil. The other potential problem is the cover material was hay, straw and building paper. At the inspection there was no building paper found, but some hay and stray. Because of lawn watering and other water sources running through the soil above the mound system, the potential to wash clay particles into the rock is quite high. Currently, the use of hay, straw and building paper does meet the requirements of Chapter 7080, but it looked like the hay, straw and building paper did not keep the soil particles out of the mound system. The other qu2stion ruised at t"e site was did tl�e afternati;r2 d2sign of ,he system lea� to the failure. Because of the brown color of the sand that was used to replace the removed damagec� material, it did not appear to be saturated, highlighting it is not a cause to the type of failure that was noted on the site. The design itself, even though it did not meet the standard system requirements of Chapter 7080, would fall under an alternative system design and would be considered engineered to meet the intent of the rule. His letter suggests the likely reason for hydraulic failure of the system is clogging of the rock bed with soil particles, which either were attached to the rock at the time of its placement or were washed in after construction. He does not reach a conclusion as to whether this occurrence is due to faulty materials, faulty workmanship, unusual usage of the system, lawn watering, or other factors. He does indicate that the nature of the failure does not appear to be a function of the design of the system. Monitoring of the water use and volume being discharged to the mound was completed during the month of June 1992 by the general contractor. Because the water meter as installed did not monitor all house fixtures, the pump cycle counter was relied on as the primary source of data for determining the effluent load to the mound. The monitoring indicated an average discharge to the mound bf just under 400 gallons per day, two-thirds of the 600 gallon per day design capacity of the system. It was concluded that neither the volume of water use nor unknown leaks into the underground plumbing/septic tank system are significant contributing factors to the hydraulic failure of the mound. Because the system is experiencing intermittent failure, the City has been carrying it as a failed system which must be repaired. The letter from S-P Testing, Inc. dated August 16 , 1991 ( copy attached) , outlines recommendations for repairing the system. The City is in general agreement with this recommendation, and we would outline the following specific repairs which were conceptually agreed to by all parties at the August 18 inspection: 1. Site evaluator will perform percolation tests in the remaining sand layer prior to reconstruction of the system. If the resulting percolation rate is slower than 5 minutes per inch, then further analysis of the sand layer will be required prior to system reconstruction. 3 . Installer will replace the 6" layer of sand and the rock bed, using new materials conforming to minimum requirements of Chapter 7080. 4. Drainfield rock must be covered with either a permeable synthetic fabric (preferred) or a 4" layer of hay or straw covered with untreated building paper. 5. Installer shall place sandy loam soil on the drainfield rock to a depth of 1' in the center of the rock bed and 6" at the boundaries of the rock bed. 6 . Installer shall place approximately 6" of topsoil over the mound to bring the system back to grade. 7 . All repair work and materials must meet the minimum standards of Chapter 7080. In order for the installer to work on this system, the mound should not be dosed with effluent for a 2 to 3 week period of time to allow the system and surrounding area to dry sufficiently. This will require that the septic tanks be monitored and pumped on a regular basis during that time. I understand this dry-up period is underway. The installer must obtain a repair permit for this system prior to commencing repairs. The permit is $50.50. The installer shall coordinate with the City Inspector and the Site Evaluator to ensure timely inspection and testing as required. Nothing in this letter should be construed as an opinion or determination as to which parties, if any, are responsible for the failure of the system.
