J <br /> MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Tuesday,February 19,2013 <br /> 6:30 o'clock p.m. <br /> ROLL CALL <br /> The Orono Planning Commission met on the above-mentioned date with the following members present: <br /> Chair Loren Schoenzeit, Commissioners Bruce Lemke, Denise Leskinen,Kevin Landgraver, and <br /> Alternate Janice Berg. Representing Staff were Assistant City Administrator of Long-Term Strategic <br /> Planning Michael Gaffron,Planning Coordinator Melanie Curtis,Consulting City Engineer David <br /> Martini, City Attorney Soren Mattick, and Recorder Jackie Young. City Council Member Cynthia <br /> Bremer was present. Mayor Lili McMillan arrived at 8:10 p.m. and Council Member Levang arrived at <br /> 8:27 p.m. <br /> Chair Schoenzeit called the meeting to order at 6:30 p.m., followed by the Pledge of Allegiance. <br /> CONSENT AGENDA <br /> Leskinen moved,Landgraver seconded,to approve the Consent Agenda as submitted. VOTE: <br /> Ayes 5,Nays 0. <br /> *1. APPROVAL OF PLANNING COMNIISSION MEETING MINUTES OF JANUARY 22, <br /> 2013 <br /> Leskinen moved,Landgraver seconded,to approve the minutes of the Orono Planning Commission <br /> meeting of January 22,2013,as submitted. VOTE: Ayes 4,Nays 0,Berg Abstained. <br /> OLD BUSINESS <br /> 2. #12-3582 COLSON CUSTOM HOMES ON BEHALF OF BWB HOLDINGS,4731 <br /> NORTH SHORE DRIVE,VARIANCE,6:33 P.M.—6:44 P.M. <br /> Rodney Colson, Colson Custom Homes,was present. <br /> Curtis noted the Planning Commission reviewed this application at its January meeting based on a revised <br /> survey submitted the day of the meeting. The survey depicted a similar top of bluff location as the 2006 <br /> survey. However, due to timing, Staff was unable to verify the bluff location prior to the Planning <br /> Commission meeting. <br /> The recommendations made by the Planning Commission were based on the revised survey. Following <br /> the Planning Commission meeting, Staff reviewed the bluff as shown on the revised survey and disagreed <br /> with its depicted location. The topographic information provided on the revised surveys differed quite a <br /> bit from the 2006 survey. For instance,the slope on the western portion of the lot in the 2006 survey is <br /> depicted as-25 percent while the 2013 survey reflects approximately 50 percent slopes in the same <br /> location. � <br /> The applicant revised the survey again at the direction of Staff and correctly depicted the top of bluff. <br /> That survey was dated 2/1/13. Staff has reviewed and agrees with the top of bluff as shown on the <br /> February survey. The February survey reflects a top of bluff existing along the 966' contour resulting in <br /> the proposed home being situated as close as 12 feet from the top of bluff and the 30-foot bluff setback <br /> extending halfway through the home. <br /> Page 1 of 23 <br />
