**NOTE CHANGE** Before scheduling an exterior insulation and/or drain tile inspection, a
foundation as-built survey must be submitted and approved by the City or a Stop Work order will be �
issued.
Schedule a minimum of one hour for the framing inspection. �
Erosion control mechanisms must be installed and inspected by the City prior to any land disturbing �
activities. The contractor must provide a minimum of a 24 hour notice prior to inspection.
Erosion control shall be installed and maintained throughout the entire project and must remain �
until vegetation has been established.
A haul route shall be submitted to the City Engineer for approval and inspection prior to
commencement of hauling from the site.The property owner shall be responsible for cleaning and ��
repair of roadways for any adverse impacts.
Separate utility permits will be required for sewer and water disconnection &sewer and water �

Special care must be exercised to ensure additional runoff is not directed to the neighboring
property to the south. Landscaping may need to be altered to the south of the proposed additional �_I �
driveway to capture runoff and allow it to infiltrate rather than go into the neighboring property. ���>
Builder is aware that any proposed changes to the approved exterior/landscaping requires a Zoning 0
Permit application to be submitted and approved prior to construction.
Prior to the issuance of a Certificate of Occupancy an as-built survey and hardcover calculations must ,^�

In the event of winter or other extended unfavorable weather conditions(which prevent the ,''����
completion of the exterior improvements and/or as-built survey) a Temporary Certificate of �,
Occupancy(TCO) may be necessary. A TCO requires a $10,000 escrow.
Advisory Comments
Any changes to the exterior/landscaping improvements, i.e. patios, grading, sidewalks, retaining ��
walls, etc. not currently shown on the approved survey and landscaping plan will require a separate
Zoning Permit application to be submitted and approved prior to the work commencing.
Any retaining walls that are over 4-feet in height or tiered walls not separated by twice of the height ��
of the lower wall require engineered plans and a building permit to be submitted and approved prior
to construction.

Hi David,
Thank you for the follow up. Please note for future projects in the City of Orono it is now the City's policy to receive a
landscape pian with the building permit application. The landscape plan must match what is shown on the survey.
We will issue the building permit with the understanding that the approved exterior/landscaping shown on the survey
dated 6-27-2016 is what is to be constructed. Any proposed changes to the approved exterior/landscaping will require a
Zoning Permit application to be submitted and approved prior to construction. An updated landscape plan, survey and
hardcover calculations must be submitted with the Zoning Permit application. I've talked to Melanie about this and she
said to be sure to check in so we don't have a situation like we do on 517 Ferndale Road North.
You should receive a call tomorrow stating the permit is ready for pickup.

Christine,
Landscaping will not be done until spring of next year so it is premature to say who will be awarded the
project at this time. However, it will likely be Yardscapes or Sams Landscaping, possibly a combination of both
since I do business with them both and this is my personal home. I will be sure to submit any changes that
deviate from the building permit survey prior to any installation of walls or hard surfaces.
The pool will also be installed next spring and the pool contractor will be Performance Pool and spas. A pool
permit will be applied for prior to construction in the spring and a updated survey will accompany the
application if anything has changed in the design. I do not see this install happening until May of 2017.
If you have any further questions please let me know, sorry I was a little tardy responding to this. I was out of
town for a couple days last week.

Hi David,
We are nearly complete with the review of your building permit application for the addition to 1729 Fagerness Point
Road. Just a couple of things:
• Landscape Plan. The survey submitted shows proposed patios,grading,sidewalks, retaining walls,etc. If any
changes are made to the proposed exterior/landscaping improvements a new survey must be submitted and
approved before any changes or additions are made. For our records, please provide us with the name of the
company who is performing the exterior/landscaping improvements.
Also, regarding the in-ground pool-there was no swimming pool permit submitted with the building permit plans. The in-
ground pool is being red-line on the survey. Please have a pool contractor submit a pool permit for review and approval prior
to construction.

Comments:

This Storm Water Pollution Protection Plan is for disturbance of Land for an
addition to a single family dwelling. The disturbance will result from the
excavation of a full depth basement, crawlspace, and garage footings. Garages
will be unexcavated and disturbed material will be used on site as backfill and to
create drainage grades as shown on the survey. (Full size scale survey with
existing and proposed elevations and contours attached to building permit) Any
remaining excess fill will be trucked off site.
Drainage patterns are noted on the attached site survey enhancement with red
a rrows.
The limits of grading or disruption will be within the silt fenced areas shown on
the survey and highlighted in yellow. Any dirt that is stock piled for a short
amount of time prior to backfill of the foundation will remain within the silt
fenced areas.
An existing asphalt driveway will remain and serve as protection for
vehicular/truck travel in and out of the site.
The property is served by existing public sewer and water.
The only wetland or lake is south of the site through another parcel of land and
across Fagerness Point Rd. This is also noted on the attached exhibits.

This permit is not transferable without District approval, and is valid to the date of expiration. No
activity is authorized beyond the expiration date. If the permittee requires more time to complete
the project, an application for renewal of the permit must be received by the District at least 30
days before expiration.
The applicant is responsible for compliance with all District Rules and for the action of their
representatives, contractors, and employees.
Conditions: Project to be completed as described in plans submitted to the
MCWD office on September 27t", 2016 according to the provisions of this permit
• Properly install and maintain all required erosion control measures until the
disturbed areas are re-stabilized
• Notify MCWD in writing upon completing installation of perimeter and
sedimentation controls '
� When the site is re-stabilized and the MCWD staff has performed a final
inspection, all perimeter control must be removed

Inspection/Analvsis/Monitoring Fees
A site inspection and monitoring by District staff will be performed where the activity involves:
• a commerciallindustrial/multi-family residential development
� a single family residential development greater than 5 acres or of any size if within the
Minnehaha Creek subwatershed
• any alteration of a floodplain or wetland
� dredging within the beds, banks or shores of any protected water or wetland
• a violation
• any project which in the judgment of the District staff should be inspected due to project
location, scope, or construction techniques �
In these cases, the applicant shall pay to the District a fee equal to the actual costs of field
inspection of the work, including investigatian of the area affected by the work, analysis of the
work, and any subsequent monitoring of the work, which in the case of a violation shall be at
least $35.
