Re: Review for Wetland Code File No.: 139-11000
We have determined that 3300 Fox Street does not have any wetland within their properry and
thus will not be subject to the City Wetland Code. The February 24, 2011 letter from our office
utilized the wetland inventory map, which provides an estimated wetland boundary. This map
indicates a wetland that exists on the properry to the west(3320 Fox Street) extends onto this
property.
The wetland that exists on 3320 Fox Street was delineated and surveyed in 2006 during the
Haugen Residence improvements to their property. The wetland delineation and survey indicate
this wetland does not extend onto 3300 Fox Street as indicated by the inventory map. This survey
is attached for your records.

Dear Melanie:
We have reviewed the plans for a proposed guest house at 3300 Fox Street. The survey is
dated 12-2-10 and the site plan is dated 2-10-11. We have the following comments with regards
to engineering matters:
• There is a Preserve wetland on the property that will receive drainage from the guest
house. Wetland buffers are required by city ordinance for this project. Section 78-1601
states that a wetland buffer will need to be established if all of the following three
conditions exist:
o The portion of the property disturbed by construction or land alteration activity
drains to the wetland; and
o The amount of grading exceeds 50 cubic yards or the construction activity
involves the disturbance of more than 5,000 square feet of area; and
o The redevelopment activiry results in a net increase in the square footage of
impervious surfaces that drain to the wetland, or results in the relocation of
impervious surfaces closer to the wetland, or results in changes to drainage
patterns (slopes, meander patterns, etc) that the city engineer determines will
increase the velocity or rate of runoff to the wetland.
The current plans show that all three of the above conditions are proposed.
• The site plan and survey pian are slightly different and should be coordinated to show
the intended work on site.
• This project will disturb more than 100 CY of material. Sediment and erosion control
information meeting the requirements of Orono's City Code 79-7(c)(2) must be
submitted. The minimum $2000 sediment and erosion control financial security should
be required of the owner for this permit.

SLABS ON GRADE
All slabs on grade, unless otherwise noted, shall be 4" thick with 6x6-W1.4xW1.4 WWF centered
in slab.
REINFORCED CONCRETE BLOCK WALLS
See plans for locations of reinforced wal�s. When one bar is in a single core place in center,
unless noted otherwise. When two bars are in a single core, place one near each face. Fill block
core at verticai steel with 3,000 p.s.i. grout, rodded or vibrated in place. Do not rod with
permanent reinforcing bars. Wall construction shall not exceed heights of 4'-0" before placement
of core grout unless cleanout holes are provided at the bottom of each grout lift, then a maximum
height of 8'-0" before placement of grout. Vertical steel shall be continuous with a 30 diameter
lap in column piers and 40 diameter lap at all other splices unless noted. Provide horizontal joint
reinforcing place every 2�d course. No. 9 gage side rods and no. 9 gage cross rods. Hollow unit
concrete masonry shall be ASTM C90 grade N.
Mortar and grout shall be per ASTM C-270: Type M or S for below grade and exterior masonry,
type N for all interior above grade masonry.
MASONRY LINTELS
All opening in brick faced or brick walls not specifically indicated to have other types of linteis
shall have the following: One L3'/2x3'/zx5/16" angle for each nominal 4" of masonry to a maximum
span of 5'-0". One L6x3'/2x3/8" angle for each nominal 4" of masonry to a maximum span of 10'-
0".
DIMENSION LUMBER
Dimension lumber shall be No. 2 hem Fir or equal for joists, beams and headers. Wail studs shall
be Stud Grade SPF or equal. Spacing of bridging for joists shall not exceed 8'-0". Wood lintels
and headers shali have a full 1'/z" length of bearing at each end unless notes otherwise. Double
all joists under parallel partitions. All beams and joists not bearing on supporting members shail
be framed with "Simpson Strong-Tie"joist hangers or equal. Interior walls to have 2x4 studs at
16" on center. Exterior walls to have 2x6 studs at 16" on center. Wood joists shall bear the fuli
width of supporting members (stud wall, beams, etc.) unless otherwise noted. Wood beams
made of 2 or more 2x's shall be bolted together with 3/8" diameter through bolts at 2'-0" on center
or equivalent spikes. Sill plates to be bolted to foundation walls with '/z" diameter anchor bolts at
4'-0" on center maximum to extend 15" minimum into grouted masonry. Each sill plate to have a
minimum of 2 bolts with one bolt located within 12" of each end of each piece. Nailing to be in
accordance with Table 2304.9.1 of the I.B.C.
LVL WOOD MEMBERS
LVL members noted on drawings are laminated veneer lumber as manufactured by the Trus-Joist
MacMillan. Equivalent at contractor's option. Sizes shown on plan are actual size.

WOOD ROOF TRUSSES
Lumber for wood roof trusses shall be in accordance with the manufacturer's recommendations.
Trusses shall be designed for a top chord superimposed load of 45 p.s.f. and a bottom chord load
of 10 p.s.f. or as listed on the drawings. Submit certified calculations with shop drawings.
Spacing of roof trusses shall not exceed 24" on center. Truss configuration, pitch, overhang, etc.
shall be indicated on the architectural drawings. Provide girder trusses, hip jacks, step-down
trusses as required and designed to support all superimposed loads. Provide metal framing
anchors at truss bearing to mechanically fasten truss to bearing wall or supporting member.
Bridging, and bracing of truss compression members, shall be installed in accordance with the
truss manufacturer's design and directions. No field modifications will be allowed without the
written approval of the truss manufacturer. Truss manufacturer shall provide metal hangers
where necessary.
WOOD FLOOR TRUSSES
Lumber for wood floor trusses shall in accordance with the manufacturer's recommendations.
Floor trusses shaii be designed to support, in addition to dead loads, the live loads listed above or
indicated on the drawings. Floor trusses shall have a minimum live load deflection criteria of
L/480. Design trusses for top chord bearing or bottom chord bearing as shown on the drawings
or details. No cutting, notching, or modification of floor trusses will be allowed without the
manufacturer's written approval. Submit certified calculations with the shop drawings. Provide
girder trusses, header beams, etc. as required to frame openings. Install bridging as required by
the truss manufacturer. Truss manufacturer shall provide metal hangers where required.

I am the General Contractor for the Guest House project recently completed at 3300 Fox Street in Long Lake,the
residence of William Trubeck. Per your May 15`h letter, the final step required in completion of our inspection process
was to drop off a copy of the as-built survey,which I did yesterday. To my knowledge, the only things remaining now
are for us to officially receive sign-off on the final inspection from the buiiding department and reimbursement of the
$2,500 escrow payment. Please let Mr. Trubeck and I know what to expect for completion of these final items.

BUILDING PERMIT ESCROW AGREEMENT

AGREEMENT made this��day of G(,1r(J'l.. 20 � , by and between the CITY OF ORONO,
a Minnesota municipal corporation ("City") and � LG�I'Yl ��'GC��Ck— ("Owners").
Recitals
1. A building permit application has been filed for construction of a guest house/detached garage
located at 3300 Fox Street, the ("Subject Property"), legaily described as Tract A, RLS No. 727, files of the
Registrar of Tities, Hennepin County Minnesota and Tract C and D, RLS No. 1358, files of Registrar of Titles,
Hennepin County, Minnesota.
2. Owners request the City to review this application.
3. The City will commence its review of the application and incur costs associated with said review
only if the Owner establishes an escrow to ensure reimbursement to the City of its costs.
NOW THEREFORE, THE PARTIES AGREE AS FOLLOWS:
1. DEPOSIT OF ESCROW FUNDS. Contemporaneously with the execution of this Escrow
Agreement, the Owners shall deposit $2,500 with the City. All accrued interest, if any, shall be paid to the City to
reimburse the City for its cost in administering the escrow account.
2. PURPOSE OF ESCROW. The purpose of the escrow is to guarantee reimbursement to the City
for ail out-of-pocket costs the City has incurred (including planning, engineering, in excess of $500, or legal
consultant review) or will incur in reviewing the plan. Eligible expenses shall be consistent with expenses the
Owners wouid be responsible for under a building permit application. The escrow will also guarantee
reimbursement to the City for all out-of-pocket costs the City has incurred to assure that the work is completed in
accordance with the Stormwater Pollution Prevention Plan and the provisions of Orono City Code Chapter 79.
The financial security may also be used by the City to eliminate any hazardous conditions associated with the
work and to repair any damage to public property or infrastructure that is caused by the work (including planning,
engineering, or legal consultant review) associated with building permit #2011-00105 if compliance with the
approved building permit is not accomplished.
3. MONTHLY BILLING. As the City receives consultant bills for incurred costs, the City will in turn
send a bill to the Owners. Owners shall be responsible for payment to the City within 30 days of the Owners'
receipt of bill.
4. DISBURSEMENT FROM ESCROW ACCOUNT. In the event that the Owners do not make payment
to the City within the timeframe outlined in #3 above, shall issue a Stop Work Order until the Owners pay all expenses
invoiced pursuant to #3. The City may draw from the escrow account without further approval of the Owners to
reimburse the City for eliaible expenses the City has incurred.
5. CLOSING ESCROW. The Balance on deposit in the escrow, if any, shall be returned to the
Owners when the review has been completed and written notification is received from the Owners requesting the
funds.
6. CERTIFY UNPAID CHARGES. If the project is abandoned by Owners, or if the eligible expenses
incurred by the City exceed the amount in escrow, the City shall have the right to certify the unpaid balance to the
subject pro erty pursuant to Minn. Stat. §§415.01 and 366.012.
