We have the following comments with regards to engineering matters: • The survey should show existing contours extending 50" beyond all lot lines. • All existing structures antl trees shoultl be shown on the survey. In addition, the City should consider the extent of tree removals as a result of the proposed construction. • In order to tletermine existing antl proposed drainage patterns, more information, such as spot elevations, shoultl be shown along Fox Street, especially at the proposetl tlriveway. It may be necessary to atld a culvert underneath the driveway to allow drainage to continue east along Fox Street. • All existing contours shoultl be labeled. • The City should be aware that the proposed septic sites overlap. • We are concerned with the proximity of the swale to the southwest corner of the house, in adtlition to the flat grade of the swale. We would recommentl that the swale have a slope of at least 2%. • The proposed house elevation and adjacent grading is significantly higher than existing grades, requiring a large amount of fill to be used. The property is zoned RR-1B Rural Residential, requiring a lot width of 200 feet and a dry buildable lot area of 2.0 acres. Per Orono Zoning Code Section 78-72(b)(3) as amended by Ordinance No. 9, Third Series on May 24, 2004, the Planning Director has the authority to grant a lot area variance if the following conditions are met: 1. The lot area and lot width each meet at least 50% of the district standards. (This standard is met) 2. Suitable primary and alternate septic sites are identified on the property and are protected from future development by execution of a covenant. (Sites are identified and approved - see attached memo by Septic Systems Inspector Willie Gibbs, attached septic system design information, and site layout survey by Gronberg & Associates dated 7-14-06; covenant document to be executed by owner and filed in chain of title is attache� 3. It is my understanding that you have been working with Lyle Oman, the Orono Building Official, and Tom Kellogg, the Orono City Engineer, regarding the drainage issues located on your property. In discussing this issue with Tom Kellogg, he has made various recommendations to you regarding the most appropriate way to deal with the drainage issues on your property to prevent water from flowing toward the house that you are constructing. It is my understanding that you have installed drain tile on your property designed to carry water off your property. It is also my understanding that because this drain tile collects water from adjacent properties, Tom Kellogg has recommended that you grant the City an easement to insure that this drain tile is maintained and cleaned out to prevent any backup that would cause flooding around the house. Mr. Oman informs me that you are reluctant to grant the City an easement for the drain tile and have inquired whether the City has any authority to require the easement at this point in time. I ain writing this letter to inform you none of the approvals that have been granted require you to grant an easement for drainage purposes to the City. However, please be advised that it is the City Engineer's opinion that the house will eventually sustain some level of water damage if the drain tile is not properly mainiair�ed. We have the following comments with regards to engineering matters: • The revised plan shows a rain garden at the east edge of the lot. It is our understanding that this will receive approximately half of the house run off and as much of the driveway as possible. This design is fully acceptable. • With our field inspection on 7-12-07, we located a drainage pipe that runs from the northwest corner of the property to and ties into the existing catch basing shown just east of the proposed driveway. This pipe must continue to function during and after the house construction. • If the proposed home foundation or associated grading damages or exposes the existing pipe, a solution to this situation must be approved by the city. This may require installing a new storm sewer and catch basins that connect to the existing pipe from the northwest, installing catch basins in the yard, and connecting the proposed driveway culvert to the existing catch basin. • At a minimum, we are requiring the bottom of the drainage swale to be at least eight feet wide and at a slope of 1.8%. Based on the city's Storm Water Management Plan, we calculate the depth of flow in the swale to be approximately six inches deep. The spot elevation at the upstream end of the proposed driveway culvert should be lowered 952.0 and the driveway emergency overflow should be lowered to 952.5. By sizing the swale to the width and grade noted and lowering the swale elevation to 952.0, the two feet of freeboard requirement will be met. • The city should obtain a drainage easement over the drainage way or pipe(s) along the western side of the property once the final means of storm water conveyance and location are finalized.
