RE: Septic System Replacement
The intent of this memo is to document the replacement of the failing
septic system at the above address.
This residence has an existing failing system which discharges to the
surface. A site evaluation has been completed with soil borings
indicating a seasonally high water table between 12" and 46" deep. To
adequately treat septic effluent, a pressurized mound system would
need to be installed. This site has slopes between 6$ and 20� which
would require a variance to the City codes .
No system is available that would meet the septic code which treat the
anticipated waste from the existing residence. State code will allow
the mound system to be designed on slopes greater than 6$ , however
this will require area greater than what is available on this site.
Another option would be to install holding tanks with the eff luent
hauled off site which would cost approximately $3, 600 to $4, 000 per
year with low water use facilities installed throughout the house.
City sewer is not available in this area and is not likely to become
so in the near future. Both an undersized mound system and a holding
tank system are undesirable options as the existing residence would
always be restricted by the system intended to serve it.
An alternative system has been accepted by the City of Orono. A Class
I aerobics treatment system, multif low waste water treatment system
will be used with shallow trenches 18" deep. The residence is a 3
bedroom home which will require 660 s.f. of drainfield with 12" of
rock below the pipe. The bottom of the treatment area will therefore
be approximately 1' above the seasonally high water table. A variance
for the system will be required as the trenches will not maintain the
required 3' verticle separation between the bottom of the distribution
area and eliminating soil characteristic identified by soil mottling.
A variance will also be required as the proposed drainfield site is
approximately 55' from the existing well. The well does need the
State setback requirement to a drainfield area which is 50'.
This septic system is an experimental alternative system and therefore
will have the following conditions apply. An alternate area east of
the house is to be protected for future use if the proposed system
fails. This would be a mound system designed for approximately 200
gal. per day which is approximately a 50� reduction in water use. If
this site is used, the well will need to be relocated. A water meter
must be installed prior to the septic system installation to gauge the
amount of effluent entering the septic system which must be monitored

on a regular basis. For soil borings will be made to a depth of 10'
in order to measure the depth of the actual ground water table. The
drop boxes wi 1 1 be set up to dose 1 drainf ie ld trench at a time in
order that the amount of drainfield area in use may be identified.
Several horizontal soil borings will be made at depths of 1' and 2'
below the trench bottom so that sampling may be performed to determine
whether adequate treatment is occurring. The septic system will need
to be monitored by either Steven Schirmers or the City with some
assistance from the homeowner.
As no conforming septic system is possible for this residence, this
alternative system has been approved which we feel is the most
logical solution given the conditions available on the site. Routine
monitoring of the system will be required so that the operation of the
system can be monitored.

This is a reminder that a recent inspection revealed that your
septic system is failing and must be repaired.
Please contact me as soon as possible to discuss your options.
You have until August 4 , 1992 in which to make repairs to the
system. Enclosed is a copy of your most recent septic report.
The procedure for initiating septic system repairs is as follows:
l. Hire a Soil/Site Evaluator to do the necessary testing
and design.
2. Submit the design to the City for approval.
3. Once the design is approved , have one or more
contractors bid on the approved design.
4. The contractor you choose should then obtain a permit
f rom the City bef ore starting work, and he wi 1 1 ca 1 1
for the required inspections.

RE: Septic System Repairs
Dear Mr. Peterson:
A recent inspection revealed that your septic system is failing
to treat waste properly and must be repaired.
On at least two separate occasions you have been sent
notifications of the required septic system repair and a August 4
deadline has been established. We stil 1 have not received any
indication that repairs have begun. Unless a repair permit is
issued or a repair schedule approved by August 4 , 1992, we will
turn this matter over to the City Attorney.
Please contact the City offices as soon as possible to discuss
your repair options. Thank you for your prompt attention to this
matter.
