Remarks:
Gronberg and Assoicates, Inc has demonstrated that the water from the new proposed structure will drain to the
southeast. This will require an upland buffer of 25 feet adjacent to the portion of the wetland that receives the
drainage. A ezisting driveway crosses the buifer so a portion of the buf(er will exist on both sides of the
driveway. Gronberg and Assoicates, Inc. has provided a drawing that accurately depicts the extent of the required
buffer.
Buffer Yegetation Requirements
Most of the buffer is in a natural state and the ordinance only requires that it is preserved (see attached exhibit�.
Only a small portion of the buffer contains turf. The portion of the buffer that is turf will need to have the turf
removed and be restored to native vegetation. A written description of the proposed native seed mix to be seeded
and method of site preparation and seeding should be provided to the firy for review and approval. According to
the ordinance Div. 3 Sec. 18-1605 �3) the seed mix must contain at least 12 pounds (PLS) per acre oi native
prairie grass seed and 5 pounds (PLS) per acre o( native wildFlower seed. The grass mixture must contain a
minimum of four species while the wildflower mixture must contain a minimum of (ive species. Once the native
vegetation is established the bufier area will not 6e allowed ro be mowed unless it is for maintenance after
October I5.
Recommendations
It is recommended that if the application is approved it includes the condition that the applicant needs to meet
the bu(fer vegetation requirement as discussed ia this memo. An escrow amount for $i,900 is recommended to
cover the cost of buffer development if not completed by the applicant and compliance checks.

Dear Melanie,
As requested, we have examined the proposed seeding mixes for the wetland buffer at 2550 Fox Street. We
offer the following observations, comments and recommendations for your consideration.
1. The proposed seed mixes are mainly for sandy and gravelly soils (as indicated on the
recommendation). According to Hennepin County Soil Survey this area consists primarily of clayey
soils, not sandy.
2. It is our recommendation that The City request clarification as to the reasoning for proposing these
seed mixes and should continue to hold the permit escrow until the buffer area is p(anted and can be
verified as established.

Relating to permit # 2011-00222 for 2550 Fox Street: Mark please review the submitted seed/planting list and let
me know if you feel it is appropriate and I will direct the owner&PRI to proceed. We are apparently holding $1900 in
escrow to secure this planting is established.
This buffer was triggered when an addition was constructed on the existing home. Please let me know if you need
additional background on this.

Street. Since this is a dry area that was formerly lawn, a dry mix was recommended as the best for growth.
