The DNR is requiring that all existing septic systems meet recently updated �iinnesota Pollution Control Agency (�IPC.�) scandards. The City will be comprehensively inspectin� all �eor.c svstems within the Shoreland Distric[ to identify those which do no[ conform to u`:e new minimum standards. Most approvals for improvemen[or use (such as building permits, variances, conditional use permits or subdivisions) of any property within the Shoreland District will require that an ir�spcc�ior� �e pc:fe..u�: �� dP'��'�P rhe c�nformiry of the seotic system. All systems found to be non-conrorming must be repaired within one year of the inspection date regardless or whether you have applied for a permit, variance, CUP or subdivision. CITY SEWERS - WHAT DOES THE FUTURE HOLD? The State mandated upgrade of septic systems located less than 3' above the seasonal water table will again be a topic of discussion among Orono's rural residents this spring and summer as tbe construction season gets underway. Ciry staff estiznated last fall that as many as 600 of Orono's 1100 existing septic systems don't meet the 3' separation requirement, and will eventually have to be up�aded or replaced. The process of identifyin� those "non-conforming" systems began last summer, and is expected to continue over the next five years. STUDY UNDERWAY In September 1993, the City Council ordered that a study be commenced to consider the ir�plicat�ons ef requiring non-confornlinQ systems to be upgraded when any type of building permit is requested; to consider the implications of requiring such upgrades in areas tiiat rnigiii be served with municipal sewers in the future; and to review the possibility of amendments to the Cit�� code and Comprehen.�ive Plan to implement the results of the study. The study is nearing completion, and questions which will be addressed include: • Identification of neighborhoods where future sewers might be needed due to small lot sizes or other factors. o Analysis oi whether individual lots in those neighborhoods have the space for system replacement. • Estimation of the cost of septic system replacement vs. costs of municipal sewers. • Consideration of the planning impacts caused by ertending sewers. • Rzview of what financial aid is available to residents to upgrade septic systems. • Examination of the limited number of alternatives to sewers or septic systems. • Analysis of whether the deadline dates for required upgrades or system replacement are feasible or practical. The intended result of the study is to determine which areas of the City, if any, will be provided with municipal sewers, and establish an expected time frame for that to occur. Co. , MN This On-Site Sewage Treatment System is Designed for a Type l, five bedroom home Designed in accordance with the Minnesota Pollution Control Agency Chapter 7080 and local ordinances . The soils on this site are a clay loam to loam. A seasonally high water table was located at 50" to 70" , (mottled soil ) . The bottom of the system must be located at least 3 ' above the mottled soil . A Standard Trench System may be installed, pressurized typical of a mound system. The soils at a depth of 14" to 30" have a percolation rate averaging 8 . 8 min/inch . A pumping chamber will need to be installed to lift the effluent to the treatment area . The manifold and supply line pipe must have back drainage to the pumping chamber . The distribution pipes shall have their ends capped. Be sure the rock and sand fill material are clean. The sod layer below the entire mounded area must be turned over, just break up the sod , be sure not to over work. The power supply and switches must be located outside the manhole and pumping chamber in a weather proof enclosure. A warning device must be installed with a light and sound device, this is in case of a pump failure . All neighboring wells are located greater than 100 ' away from the proposed treatment area. Keep all heavy equipment off of the proposed treatment area before and after construction. The treatment area should be marked off before construction.
