HomeMy WebLinkAbout06-09-1997 East Neighborhood Meeting Highway 12 Minutesf C MINUTES OF THE HIGHWAY 12 PRELIMINARY DESIGN EAST NEIGHBORHOOD MEETING HELD AT 6:30 P.M., ON MONDAY, JUNE 9,1997 Mayor Jabbour opened the meeting at 6:30 p.m. He indicated that the new corridor for an upgrade of Highway 12, along the Burlington Northern Rail Road tracks, was approved by the city of Orono in October of 1996. After the cities of Long Lake and Wayzata also approved the proposed corridor Mn/DOT set up a Design Review Committee to provide input regarding the design of the roadway within the proposed corridor. The Design Review Committee has representatives from the cities of Orono, Long Lake, and Wayzata as well as representatives from other agencies such as the DNR, Hennepin County, and Hennepin Parks. 'Me city of Orono's representatives are; Ed Callahan former Mayor, Diann Goetten Councilmember, Jim Murphy resident, and Ron Moorse City Administrator. The city has divided the Highway 12 corridor into two neighborhood areas to facilitate communication with affected residents regarding the design of the roadway. Ed Miller of 1188 West Wayzata Boulevard indicated he did not receive a notice regarding the neighborhood meeting. He requested that his name be added to the mailing list. He also indicated that Mn/DOT is planning to acquire a portion of his property. NOTE: It has since been determined that Mr. Miller's property is located in the city of Long Lake. Nancy Bordman asked whether there is any truth to the rumor that the Legislature has delayed the Highway 12 project by one year. Mayor Jabbour indicated the city is not aware of any delays. Mayor Jabbour indicated the plan regarding right -of -way acquisition is that Mn/DOT will acquire all property necessary for the corridor in 1998. The city does not want anyone to be held hostage during a long process of property acquisition. Lili McMillan asked whether Mn/DOT is going to begin designing the roadway in the near future. Mayor Jabbour indicated the preliminary design process has begun. Councilmember Goetten indicated that various groups of residents along the corridor are providing proposals for changes to the design to Mn/DOT. She indicated the city and the neighborhood groups need to be ready to respond to new proposals. A key purpose of the neighborhood groups is to determine how they want their neighborhood to look when the project is complete. Ed Callahan indicated it is important the residents on the east end of the project begin to meet and get up to speed regarding the preliminary design as soon as possible, because the neighborhood committees in Long Lake are actively involved and there may be issues of disagreement between the Long Lake and Orono committees. He suggested those property owners should still be able to participate at any level, including the neighborhood committees. Goetten suggested news releases be used to facilitate property owners being involved in the neighborhood committee meetings. Jabbour suggested that people directly adjacent to the corridor should have a greater voice since they are most affected by the project. Flint suggested it should be made known to the public that they can be involved at all levels. They should also be advised as to the various processes that are underway i.e. neighborhood committee meetings, Design Review Committee meetings, etc. Jabbour suggested notices of all committee and sub - committee meetings should be published. The Council determined that a decision regarding membership on both the east and west neighborhood committees will be made at the June 23 Council meeting. Each of the committees should have 5 members. Ed Miller of 1188 Wayzata Boulevard indicated he wants to be on the neighborhood committee.
