A summary of the inspection is below. Septic Tank Condition 1. Pumpout not needed at this dme. The septic system is non-compliant due to a lack of a three foot separation distance beriveen the bottom of the drainfield to the seasonally high watertable. The three foot requirement is a State Code, not a City Code. A soil boring was conducted to determine the depth of the seasonally watertable. The septic system must be replaced no later than December 31,2010. Enclosed is a list of state licensed septic contractors who work in Orono on a regular basis. Also enclosed is a fact sheet explainin� how a septic system functions properly. Finally, an as-built drawing is enclosed that shows the approximate location of the septic system. POTENTIAL FOR SYSTEM FAILURE: (system age and condition, soils, etc. ) : medium COMMENTS: In order to confirm that the septic system serving the main residence meets Minnesota standards, soil borings were performed to verify a 3 foot separation between the drainfield and the seasonal water table. The separation is 0 feet and the system is non- compliant. Repair or replacement of the septic system for the main house is required by 12/31/2001. Hanser � 1685 Fox Street Wayzata, Minnesota 55391 Dear Mr. Hanser: This letter is to confirm the results of the on-site septic system inspection on October 12, 1992 as required for the conditional use permit application #1757. Soil borings performed by Ed Sullivan of Sullivan's Services and Stephen Weckman of the City of Orono reveal that the trench bottom is at the same level at which mottling was discovered leaving no vertical separation between the zone of seasonal saturation (mottling) and the trench bottom. The system is therefore defined as non-conforming and must be replaced by October 14, 1993 as indicated in the resolution granting the conditional use permit. Staff was contacted by Mr. Sullivan regarding the possibility of installing a holding tank for the occasional use anticipated for the guest house. The Orono On-site Sewage Treatment code does not consider holding tanks a conforming system and they cannot be allowed without Council approval. Holding tank systems have only been allowed by the Council in situations where an existing system has failed and no other options are available. In this instance, however, a conforming and more permanent alternative is available and staff would not recommend a variance under these conditions. Again, the existing non-conforming septic system must be replaced by October 14, 1993 as required by the conditional use permit #1757.
