I met with you in June of 1996 at which time your system was found to be non- compliant and a new system would be required by the August 1, 1996 deadline. When we last discussed options in July of 1996, you were deciding whether to have a new design completed or install the system previously designed for you. Since then the home remodel has been completed, but the septic system has not been upgraded. Your bank,Norwest Bank Minnesota, has been notified that the septic system upgrade has not been completed. Therefore, the funds in the escrow account will not be released. If the septic system upgrade is not made by July 15, 1997, the City will be forced to draw on the escrow account to upgrade the septic system.
