Re: Demolition of House at 4475 Forest Lake Landing
Dear Mr. Blackstone:
The recent demolition of your holise at 4475 Forest Lake Landing was coinpleted without first obtaining
the necessary City pernlits and approvals. We understand tllat priar to the btu7i,discussions occurred
Uetween the Excelsior Fire Department and City representatives;however,the need for City pern�its was
somehow overloolced. Please take carefill note of the following infonnation,some ofwl�ich requires your
action now, and some of wlZich will iinpact fiihire use of the site for residential purposes:
1. Yoti must apply to the City of Orono for an after-the-fact demolition pennit-the appropriate
fornls are attached.
2. Cleanup of the site inust include the following actions:
a) Removal from the site of all reinaining building materials, foundation,concrete, and
other debris. The remains of the building cannot Ue buried on site.
b) The sewer line must be cut off at the street lot line and capped. You must call the
I�lspections Department for an iilspection of tlus work while it is occurring(24-hour
notice required)
3. The attached Zoning Disclosure and Declaration must be read Uy you, si�ied and returned
when you apply for the demolition permit. We would call your attention to a nuinber of specific
items:
a) You indicated the intent is to construct a new residence on the two lots. This would
require that the two lots be le�ally combined at Hennepin County. The appropriate fonn
for accomplishing this coinbination is attached-return it to the Citywith a copy of your
deed(s)for the two properties.The City Clerk will then forward this to Hennepin County
for processing. The result of the combination is that you will henceforth receive one tax

statement instead of two,and the two properties will henceforth be considered as one
parcel for zoning putposes. Future separation of the parcels would require a subdivision
approval.The combination process must be completed before a building pernlit for a
new hoine can be issued.
b) Additionally,because the coinbined lot width will not ineet the 140'minimum standard
for the LR-1B Zoning District, and will not meet 80% of 140' in order to meet the
exception for existing lots,you will have to apply for and obtain a lot width variance.
This is typically a 2-month process. The appropriate application package is attached
for your use.
c) Whenever the principal stnicture on a property is removed, all non-conforming
accessory stnictures on the property must also be removed. The sinall shed near the
street will have to removed from the site; if you plan to corrunence construction oFa
new residence within the next 30 days,an alternative to complete removal would be to
relocate the shed to a conforming location on the property. A pennit is required for
such relocation.
