Sec.13.04 RIGHTS OF SUBJECTS OF DATA
Subd. 1. Type of data. The righLs of individual on whom the data is stored or to be stored shall be as set forth in this section.
Subd.2. Information required to be given individuaL An individual asked to supply private or confidential data conceming himselfshall be
informed of. (a)the purpose and intended use ofthe requested data within the collecting state agency,political subdivision,or statewide system;(b)
whether he may refuse or is legally required to supply the requested da[a;(c)any known consequence arising from his supplying or refusing to supply
private or confidential data;and(d)the identity of other persons or entities authorized by state or federal law to receive the data. This requirement shal I

Dear Mr. Moschet:
Tiiis letter serves as a report of our obseivations and testing done at the Line residence over the past
sununer and fall. We will also outline the scope of work and repairs required based on our observations.
Background
The Line residence was originally constructed in 1996. It is approximately 8,OOd square feet on three
levels. It is constructed with a clay tite roof, flat roofs, and stucco exterior. Based on the background and
experience with other neighbors regarding stucco, the Lines decided to have the home checked by Private
Eye. An infrared scan of the home was done Jauuaiy 30,2006,with the follow-up of a moisture analysis
via Delmhorst probes on January 31,2006. The home uses a combination of double hung, fixed and
some casement windows manufactured by Marvin Windows. The house was originally constructed with
a rounded rotunda area facing the lake. The lowest level of this rotunda,towards the basement,originally
had a colonnade around it with approximately 7 to 8 archways to a covered patio area. Several years ago,
this was modified and windows were placed in these archways and some renovation was done to the
stucco surrounding these areas to provide a heated and enclosed space. �
Shortly after the home was constructed, there were some issues with water entry. These were identified
near the backdoor in the area to the rear of the garage and the connection to the rotunda area, as well as
the flat roof on flie patio area outside the master bedroom on the third fIoor. The issue in these locations
was the termination of the flat roof material,which was replaced. This was a EPDM rubber membrane.
In the areas of the clay tile roofing there is an Ice and Water Shield barrier applied to the top of the roof
sheathing,beneath the clay tile panels.
The chimney is solid masonry unit running the three-floor height of the building. It is clad in a three-coat
stucco process. This as well as the balance of the home has a finish coat made of an acrylic stucco
compound.
There are a number of compound sheet metal cornices with high level detailing around the perimeter of
the clay tile roofs. These also incorporate an internal gutter system, which hides the gutters and drains
them to downspouts in various locations around the home.

Private Eye reports provided a good indication of areas of potential hot spots from the infrared that were then
probed with a Delmhorst inoisture meter. Most of the areas they identified as hot spots were also found to be

moist in those locations. We also probed sinular locations and were able to verify that the majority of diose
Iocations were very similar in moisture content to what the Private Eye report had reported.
The areas of significant moisture indicated in their report seemed to foilow son�e of joist band areas above
the garage and around the front entry of the home,where it stopped. In addition,there was a significant
amount of moisture indicated at the areas where the downspouts were located. These also seemed to be
interior corners where the changes in the sheet metal coping also existed. Tlie �u-ched areas on the rotunda
at the lower level also indicate high temperature locations centered in the space between the arches. This
appears to follow the rectangular forni of the underIying wood stud structure, which will be denser and hold
the heat longer than the adjacent simple stucca areas. There are a number of indications below windows
such as the radius around the kitchen and the floor below where potential moisture may be present.
Observations
On August 29, 2006,Doug Lawson and Steve Flaten visited the site to review in more detail die
installations and take test cuts in the exterior stucco. These test cuts were going to be to verify actual
conditions presumed to be wet based upon some of tI�e testing from the infrared and moisture probes and
validated by our moisture probe. Six cuts were made on the home to determine the assemblies and the
moisture contents underlying. The following is an outline of the tests that were rnade:
Test Cut Number 1
Located under the kitchen window, between the first and second units in the radius wall area. In this
location we found no rust on the underlying reinforcing mesh. There were two layers of nun�ber 15
building paper installed and the moisture content read through the building paper was between 9 and 10
1/2 percent. There was a building paper membrane tucked underneath the window flange and a casing
bead was used adjacent to the windowsill as this�vas on a radius and the windowsill was squared into a
tangential line.
Test Cut Number 2
This cut was located in the column area of the porch,between two archways facing the lake side. When
this area was cut open we found two layers of number 15 building paper and moisture content of the
underling plywood was 14 percent. The wood was solid and undamabed.
Test Cut Number 3
This cut was Iocated at the joist band on the porch area above test cut number 2. This was selected as it
was directly below the intersection of the paving area and the column intersection to see if there was any
potential for water entry. At this location we identified moisture content between 20 and 24 percent.
There were two layers of number 15 building paper installed in this location. It does not appear there was
any damage to the wood at this point.
Test Cut Number 4
This test was located at the east side of the family room area at the tower level. This was located at the
center mullion between rivo of the casement windows and over the flange where the windows met. At
this location,we identified that water was present on top and behind the building paper. There was no
sealant provided between the bottom of the window and the top layer of building paper ran over the top of
the flange for the window. The building paper was cut in the center of the opening and pulled up to
reveal 2 layers of building paper. The paper was then split vertically underneath the mullion. At this
point,we identified the building paper was aver the top of the flange. There was no sealant below the
window flange and without sealant around the window perimeter there was potential for water to run
behind the paper at this point as well and water to get into the parting line between the two fixed

windows. At this location tl�e moisture meter indicated 40 percent moisture content and we had visible
water staining on top of the plywood. Plywood was still sound,but wet.
Test Cut Number 5
This was located at the angled wall between the east side of die rotunda and the backdoor area. There is a
heating duct exiting tlie wall at this location. A test cut was made through the wall, which exposed two
layers of number 1 S building paper. The plywood was slightly dainp to the touch and the lnoisture content
meter indicated 27 to 28 percent inoisture content. The plywood, however,was sound and undamaged.
Test Cut Number 6
This was located at the joist band along the east side of the garage at the joist band space,just above the
mudroom. This location was indicated as a hot spot on the infrared tests as well as an area that we were
concerned'with due to previous leaks. Early in`tlie history of this home,there were some issues with the
parapet flashing and roof area,which were corrected. We found two layers of nu�nber 15 paper were well
rotted and deteriorated. The plywood was rotted, curled and broken,but was dry to the touch. The
blown-in bat insulation appeared dry and the vapor batrier visible, as this was a joist space. We found
there were some conduit and cabies iunning through this joist space from top to bottom,which probably
fed some of the light fixtures on the wall above.
AdditionaI Observations
Walking arouud the perimeter of the home,we noted that there were a nunlber of areas that need to be
caulked including all the window perimeters, door openings and penetrations. In addition, at the areas
where the gutters intersected with sidewall,we found exposed holes where water could enter into the wall
cavity. In sorr►e areas,the gutters were fuli of debris and some rest�-iction of the downspout areas,which
reduced the abiIity to drain and could flow water over the top of these gutters and into the wall cavity. Tn
some areas the cornices and frieze boards dive into the stucco,which overlapped the top of the frieze
board. In these locations there was a small gap where water could be entering the system. Part of the
difficulty with this, as in the prior comment, is that these are also areas where the downspouts exit the
bottom of the gutter. They also show as hot spotis on the infrared, giving some indication tliat there is
probable damage within these areas at the interior corner areas.
Sorne of the small handrails around tlie roof and patio area are anchored down to the curb or parapet caps
with lag bolts through the flashing. We did not observe that most of these had a sealant in place. These
should have the bolts backed out and set in a pad of sealant to seal water from going into the interior.
Many of flashings around the perimeter of the master bedroom deck area up on the third floor,had the
sealants dry out and open up. It was possible for water resting on the top of the parapet to enter behind
the front fascia or at the lap joints or at the miter}oints betweerz the flashes where the parapets change
directions. Simple pressing on the top of the flashing cupped the metal down and exposed these areas to
dump water into the wall cavity. These areas are issues that require maintenance. It is not known what
the underlying waterproofing mechanism znay be for the tops of the wa11s and Ed Murphy with Water
Associates was not able to give us any fur�her indication of what was probably in these locations. The
majority of these observations were limited to the area surrounding the inaster bedroonl and walking
across part of the tile roof area toward the center octagonal room over the center of the house. At the far
end of this tile roof, I was able to observe that there was an additional gap and deterioration of some of
the fill materials,which foimed the gntter from the corner of the tile roof to the wall and directed water
down to the gutters.

Conclusions
Due to the variety of details and direction in some of the limited ability to get to the roof areas wilhoul
damaging roof tiles, we feel it wiIl be necessary to do repair wark based upon a starting point where we
fecl it is highly probable therc is damage and continue radiating out fi-om that location until the areas are
known to be solid and c�y. We marked on a set of elevations witt� a yellow highlighter,those areas
believed to be the tnast likely to have daulage. These are the initial areas where repair work needs to take
place. In addition,we have highlighted i1i red, areas that are potential questions and shoutd require
additional probing while the crews are on site, to detei-niine if indecd damage is taking place.
The scope of work that we see taking place includes the following: �
■ Removal and repair of stucco in the yellow highlighted areas on the attached elevations.
■ Investigation continues at areas indicated by the red highlighter on the elevations.
• Repair damage to the cracked and broken clay tiles _
• Sea1 any penetrations, including windows and doors,pipes,conduits and the intersection between
frieze boards and the stucco areas.
• Develop corrective activity for the top of the sheet metal flashings and the attachments of the
handrails. We recommend a�vaterproof inembrane be placed over the top of this metal aud
possible covered with another section to protect it for long-ternl duration. Additional weeps
should be provided to drain water that falls out of the splash joints on the�vp of the metal.
Additional areas need to be investigated where previous leakage l�as occurred to determine whether it is
the same mechanism of damages noted outside tlle mudroom and joist space for the garage noted in test
cut number 6. "I'hese areas are dry indicating not much moisture,if any,is getting into these areas,
leading us to believe that this is a possibitity of previous damage that occurred when there was problems
with the roof originally. Following that logic,we would recommend we investigate further areas where
the same situatzon could occur, and correct thosc areas even though it may be reading as a dry conditioii
on the infrareds and other moisture probes today.
There are windows at the boys bedroom and batl�room a�ld the girls room indicating significant damage to
the��indows. In thesc cascs, wc recommend the removal of the windows and replacement and
investigation of the underlying sill conditions as those windows also are indicating potential damage to
the wall. In particular,the east wall family room windows which are doubte casement units as noted in
the areas of test cut number 4, it is possible water is entering between the mullions of the Marvin
windows and tracing down behind the building paper. In these areas tl�e building paper is also reverse
lapped over the flange and not sealed providing a path for water to enter. We assume these same details
are occurring on many of the other windows around the perimeter of the home where there are flat wall
areas. Therefore,we recotnmend cutting the sills and doing a surgical repair in these areas to get proper
lap of the building paper and scalant, as well as repair any of the expected damage.
It is my feeling that there will be some areas of sheathing damage, however,the indications that the ,
majority of this project plywood sheathing,there will be damp areas which can be either dried out or
replaced,but that the structural damage will uot probably extend into the home other than areas that have
had long-term leakage. �

In addition, we recoiiunend sealant be placed at the base of all the coIuinns on tl�e second floor of�ile
rotunda area wherc the area is still exposed to moisture. In these areas, the acrylic finish�uus up against �
these pre-finished columns and in some cases thc handrails extend down tlu-ough the finish coat and
should be sealed as we1L
It may be necessary for us to be on-sitc frcquently during the process to inspect the work as weIl and
provide additionat investigations that is going forward to determine the full scope.
Identified in this report are issues with the original installation of the various assemblies. This includes
the following:
■ Roo�ng. The damage caused on the walls occurred due to leaks in the roof and parapet that were
corrected by replacement of the roof.
■ Fiashings. There are unstable seams in the curved metal flashings that have allowed seams to
open and water to enter the wall.
■ Stucca Improper lap�ing of the felts over the bottom flange of windows created a reverse lap
that allowed water to enler the walls. There are also incomplete application of the stucco at „
areas where it butts to the gutters,freize, copings and similar details.
■ Caulking. There are no sealants at the areas where materials meet. This includes the window
perimeter,penetrations and areas where stucco butts to gutters, freize, copings and roof areas.
• Clay Tile Roof. There are sheet metal gutters ai the sides of the roof that run to the perimeter
gutter. This was packed with n�ortar used for setting tile,but was not sealed and is a point for
possible water intrusion.
■ Windows. There are indications that the windows are failing, causing rot and leakage.
• Gutter Discharge. There are areas where the gutters discharge to the downspouts. This leaves
an open gap into the wall,as seen on the photographs.
• I�andrails. Handrails are bolted to top of copings and are not sealed.
■ Waterproofing. The main level deck at the rotunda is showing signs of leaks near the coliurms
and will need to be pulled open to check far proper termination a�id to find source of water
causing water�o appear at the arches below.
There will probabIy be other items identified as further test cuts are made. ,
