HomeMy WebLinkAbout11-30-1989 Budget Public Hearing MinutesAowlft MINUTES OF 1990 BUDGET PUBLIC HEARING HELD NOVEMBER 30, 1989 ATTENDANCE 7:10 P.M. The Council met on the above date with the following members present: Acting Mayor Callahan, Councilmembers Nettles, Goetten, and Peterson. Mayor Grabek arrived at 7:17 P.M. The following represented the City staff: City Administrator Bernhardson, Building & Zoning Administrator Mabusth, Public Works Director Gerhardson, Finance Director Kuehn, Police Chief Kilbo and City Clerk Hallin. PUBLIC HEARING Acting Mayor Callahan opened the public hearing at 7:10 P.M. and the Clerk noted the affidavit of publication. City Administrator Bernhardson reviewed the publication, the municipal tax levy, an illustration of levy shares, a comparison of tax rates for surrounding municipalities, a diagram of the Minnesota Tax System, a summary of proposed budget, a summary of proposed reverjues and expenditures by fund type for 1990. Sandra Rauschendorfer asked if this budget is for one year .ui a definition of the deficit in the bond fund. Councilmember Callahan stated there is not a deficit to pay off the special assessments in the bond fund, but that the money has been collected through tax collections and pre - payments on the assessments. Mayor Grabek ask if there were any other questions. Councilmember Goetten asked about monies set aside for the Highway 12 corridor study. Administrator Bernhardson stated this money had been set aside and would be available. Councilmember Goetten asked if there should be City participation in the Stubbs Bay sewer area, from where would this money come. Bernhardson stated it would come out as a loan from the sewer operation fund or from a general levy on the bonds to be paid back. Administrator Bernhardson stated he had contacted Interfaith Outreach and they stated their organization was not prepared to make a request for funding at this time but stated they would be making a request later in 1990 for funding in 1991. APPROVING THE 1989 TAX LEVY 0LLECTIBLE IN 1990 - f.O LUTION 12736 It was moved by Councilmember Callahan, seconded by Councilmember Nettles to adopt Resolution #2736 approving the 1989 tax levy collectible in 1990. Motion, Ayes =5, Nays =O, 1 MINUTES OF 1990 BUDGET PUBLIC HEARING HELD NOVEMBER 30, 1989 Motion passed. 1990 BUDGET It was moved by Councilmember Callahan, seconded by Councilmember Goetten to table adoption of the 1990 budget until the December 11, 1989 Council meeting. Motion, Ayes= 5,-Nays =O, Motion passed. ADJOURNMENT 7:42 P.M. It was moved by Councilmember Nettles, seconded by Councilmember Goetten, to adjourn the 1990 Budget Public Hearing at 7:42 P.M.
