HomeMy WebLinkAbout09-27-1989 Council Minutes Special Meeting• MINUTES OF THE SPECIAL ORONO COUNCIL MEETING HELD SEPTEMBER 27, 1989 • C ATTENDANCE 6:34 P.M. The Council met on the above date with the following members present: Acting Mayor Callahan, Councilmembers Goetten, Nettles and Peterson; Mayor Grabek was absent. The following represented the City staff: City Administrator Bernhardson, Finance Director Kuehn, Building & Zoning Administrator Mabusth, Public Works Director Gerhardson, Police Chief Kilbo and City Clerk Hallin. ASSESSMENT ROLL DELINQUENT UTILITY BILLINGS RESOLUTION #2714 It was moved by Acting Mayor Callahan, seconded by Councilmember Goetten, to adopt Resolution #2714 providing for the collection of delinquent charges for 1989 sewer and water utility services, annual septic inspection and recycling program fees. Motion, Ayes 4, Nays 0, Motion passed. ASSESSMENT ROLL DELINQUENT GENERAL SERVICES • RESOLUTION #2715 It was moved by Acting Mayor Callahan, seconded by Councilmember Nettles, to adopt Resolution #2715 providing for the collection of delinquent Developers' Fees and Alarm Users' fees in the amount of $4,866.59 and to add 10.0% interest to the amounts due. Motion, Ayes 4, Nays 0, Motion passed. PUBLIC COMMENTS There were no public comments. SET PUBLIC HEARING DATE 1990 BUDGET City Administrator Bernhardson stated that the City had received notification that because of the special session of the Legislature currently in progress the State has recommended that the date of the public hearing not be set at this time. PRESENTATION AND REVIEW OF PROPOSED 1990 BUDGET City Administrator noted for Council the new pages III - a, VII and VII -a. After discussion regarding comparison of previous budget compared to present law and anticipated changes, upcoming major expenditures and additional funds not shown in the proposed budget Acting Mayor Callahan asked if there were any questions_ on line items in the budget. Councilmember Goetten asked why there was a decrease in the LMCD budget from the previous year. Finance Director Kuehn stated that $15,000 was added to the 1989 LMCD budget for the Eurasian Milfoil problem. 1 MINUTES OF SPECIAL ORONO COUNCIL MEETING HELD SEPTEMBER 27, 1989 Councilmember Goetten asked if the proposed budget for the Assessing department was for an in -house assessor and part time clerical staff. City Administrator stated at this point that was correct but that staff was currently working to contract for assessing services which would hopefully be less. City Administrator Bernhardson stated he would have prepared for the Council a copy of the various Fund balances projected through the end of 1990. Councilmember Goetten stated that she is aware of work that Inter Faith Outreach is doing the in area and noted that they would welcome funds. City Administrator stated the City would review any funding request sent by such organizations. Public Works Director Gerhardson stated that there would be an additional $2,900 placed in the 1990 Recycling Budget. After review and discussion of each department's proposed 1990 budget Acting Mayor Callahan asked if there were any other questions. ADJOURNMENT 9:04 P.M. It was moved by Acting Mayor Callahan, seconded by Councilmember Goetten to adjourn the Special Council Meeting at 9:04 p.m. Motion, Ayes 4, Nays 0, Motion passed. L Edward J.
