rb <br />1989 RECONVENED BOARD OF REVIEW <br />• MAY 24, 1989 <br />The 1989 Reconvened Board of Review was called to order at <br />7:00 P.M., Wednesday, May 24, 1989. Present were Mayor Grabek, <br />Councilmembers Goetten, Peterson, Callahan and Nettles. <br />Representing the City staff were Mark Bernhardson, City <br />Administrator; Dorothy Hallin, City Clerk; Rolf Erickson, City <br />Assessor; David Wilde and Rita Guderian Assistant City Assessors. <br />Mr. Erickson stated that persons would be heard in the <br />order of their arrival at the Council Chambers. <br />Appearing before the Board were: <br />1. Robert Lapinski, 2948 Casco Point Road <br />P.I.D. 20- 117 -23 31 0036 <br />Mr. Lapinski stated he had received a 26% market value increase <br />in 1988 and has received notice of a $31,000 increase for 1989. <br />He stated the Minneapolis Board of Realtors have indicated that <br />the Lake Minnetonka area has a 10% increase in selling prices <br />and therefore was asking the Board to limit his 1989 increase to <br />no more than 10 %. Mayor Grabek stated that the Board could not <br />limit everyone on Lake Minnetonka to a 10% increase. Mr. <br />• Erickson stated he felt the valuation was correct and Mr. <br />Lapinski should appeal to the County Board stating that by <br />appearing before the County Board Mr. Lapinski will receive <br />another appraisal of his property. Mayor Grabek stated he could <br />see no justification to lower the valuation. <br />It was moved by Mayor Grabek, seconded by Councilmember <br />Callahan, that the Board accept the 1989 valuation as set by the <br />Assessor. Motion, Ayes 5, Nays 0. <br />2. Neil Castagna, 1890 Shadywood Road <br />P.I.D. 17- 117 -23 24 0019 <br />Mr. Castagna stated a $321,300 market value is too high. Mr. <br />Erickson stated the Crystal Bay area had three sales in the past <br />year which indicated smaller houses are selling in the $200,000 <br />range. Mr. Erickson stated the 1989 market value is $7,000 over <br />Mr. Castagna's purchase price three years ago. <br />It was moved by Mayor Grabek, seconded by Councilmember Nettles, <br />to accept the 1989 valuation as set by the Assessor. Motion, <br />Ayes 5, Nays 0. <br />3. Thomas Bernier, 3535 Ivy Place <br />P.I.D. 20- 117 -23 42 0035 <br />Mr. Bernier asked if the increases in market value are a product <br />of the State or the City. It was his opinion that the Council <br />• should be working for the residents. Stating that investing in <br />Lakeshore property was an individual's choice. Mayor Grabek <br />stated we are not in a no win situation. Persons should contact <br />their Legislators regarding Minnesota tax laws. Mr. Erickson <br />stated because of a lot line rearrangement Mr. Bernier now has <br />1 <br />
