Draft#5-S/?o/o4 A RESOLUTION ESTABLISHING POLICIES REGARDING MINII'IUNI HARDCOVER STANDARDS FOR GARAGES, DRIVEWAYS, SIDE��'ALKS, Al\TD SIMILAR PROPERTY FEATURES WHEREAS, the City of Orono since 1975 has regulated the use and placem,ent of hardcover on land witllin 1000 feet of lake shorelines; and VVHEFEAS, City Ordinances define hardcover as "Any structure, blacktop, or other material which iilterferes to any degree witll the direct absorption of rainfall into tl�e ground"; and WHEREAS, the City Ordinances placin� limitations on the use of hardcover divide the 1000-foot re�ulatory zone into four tiered "Ilardcover zones" which are commonly referred to as "the 0-75' zone", "the 75-250' zone", "the 250-500' zone", and "the 500-1000' zone"; and said zones are respectively allowed 0% hardcover, 25% hardcover, 30% hardcover, and 3�% hardcover; and �'HER.EAS, due to the hardcover limitations it has become common practice for applicants for buildin� pennits to minimize llardcover associated with driveways and sidewalks in order to maximize the hardcover available for their structural footpnnt while meetin� the established hardcover limits; and WHEREAS, due to the hardcover limitations, applicants for buildin� permits migl7t choose to not include a garage in their initial permit request, only to later request hardcover or setback variances for construction of garage stalls; and WHEREAS, the City has heretofore not established minimum standards for gara�e, driveway and sidewalk dimensions, and consequently has been faced�vith proposals for ;arage.s, driveways and sidewalks that are minimally functional or non-functional and which do not provide for safe, efficient access and off-street parkiilg needs; and VVHEREAS, the City wishes to avoid situations in which poor garaQe, driveway and sidewalk plannino results in later requests for excessive hardcover; and WHEREAS, the City seeks to establish a balance that avoids excessive hardcover while providing adequate fiznctioaality with regards to private garaQes, driveways and sidewalks, and therefore it is in the best interest of the City and its residents to establish a policy providing minimum standards for such features ior property subj ect to hardcove:regulations. � o � a ����� . � CITY �f ���N(� ���, - � �� � � � ,... � A;�'� ti RESOLUTION OF THE CITY COUNCIL ��' �� � �G N O. � � `�` �, L`��EsK�� Np�V,THEREFORE BE IT RES OLVED,that the City Council of the City of Orono does hereby establish the followin� Policies: l. Drivewaysforredevelopin�propertieswithintheShorelandOverlayDistrictshallbesubjecttothe followinj rninirnuin dunensional standa��ds to allow for saiety,fitnction�lity,maneuverability a.nd off= street parking: a. All garages used or likely to be used for the storaje of rnotor vehicles slzall b e provided with an aproiz, taper and drive�vay. b. Minimum apron tividth: Equivalent to outer width of garage door openin�s (see clia�ram) Typical: One-stall - 9' rninimum T�vo-stall - 16' minimum Three-stall - 28' minimuin c, Minimum a�ron depth: End-load: 15' from jarage door face Side-load: 20' from jara�e door face d. Minimum len�th�vise taper ratio: 2:1 e. Minimum drive�vay width: 8' f, Minimum back-up apron dimensions (if required due to hi�h-traffic road); 8' x 8' The above standards are illustrated in the drawin� attached to this Resolution as Exhibit A. �. Driveways usin� pave:s shall be considered as 100% hardcover. 3. "Wheel-strip" driveways will be allowed,but for hardcover calculation purposes tne entire width of the driveway (from outside-to-outside of stnps) will be considered as hardcover. 4. A sidewalk extending from the driveway to the front or main entrance of a structure shall be provided at a width of no less than 24". PaQe 2 of 3
