I spoke with Lyle today about your permit. A certificate of occupancy (CO) is required prior to legal occupation of the new residence. After reviewing your file I have determined that no CO has been issued for the new residence at 1105 Ferndale Rd W. An inspection was conducted on your home in May (slip attached) which indicated the construction project was��99% complete"a follow up was done in August for the inspection on the exterior of the home which was passed, this slip is also attached. Successfully passing all the final inspections is one of the last steps toward the issuance of a CO. However, as the building permit language indicates (attached), an as-built survey is required to be submitted which reflects conformance with the approved grading plans and establishment of vegetation p�ior to the issuance of a CO. In winter or poor weather conditions the City has the ability to issue a temporary CO if all of the building code life safety inspections have been successfully passed and a $10,000 landscaping escrow is provided; no temporary CO has been issued. Obviously the fastest way to resolve this is to complete the landscaping and provide an as-built survey to the City for review. Please restore the silt fence and all erosion control mechanisms on site until the vegetation is completely established. I think Jeff was surprised by this response, given that we received CO on the inside in May, and moved in on May 31. With the rains and the flooding, there was no way we could finish the landscaping. My recollection is that we talked about this, that no one could finish their landscaping, etc. until the lake went down. I also spoke with MCWD about this, and they acknowledged that the flooding had to go down before any landscaping could be done and that there was no reason not to move in if the house was otherwise done. Anyhow, I can't undo the past. The water is down, the grading is done and we have put the sprinkler in. The sod should be in within the next week as well as the trees and bushes. 1 I have held off on the final survey until the landscaping was done, as the survey fellow told me there was not much point to doing a survey and then having to redo it. I am sorry about this...as you know...l have tried to call or email you and/or Chris about every step along the way to ensure I did not trip up anywhere. I think I have been pretty responsible about that all along and am disappointed in myself for somehow dropping the ball, if I did. I am out of town, flying home on Sunday afternoon and I hope we can talk Monday or Tuesday. In the meantime, Jeff is trying to reach Lyle to go over all of this once again, as this is pretty much what Jeff told Lyle the other day. I think Lyle was concerned about the silt fence which is pretty much gone, as a result of the flooding.
