Floyd Property-Wetland Investigation#13593 September 13, 2013 Executive Summarv Anderson Engineering of Minnesota, LLC was retained to provide professional wetland services to identify those areas meeting wetland criteria utilizing the 1987 United States Army Corps of Engineers Wetland Delineation Manual (Technical Report Y-87-1; January 1987) and all supplemental guidance documents within a residential property located at 960 Ferndale Road West, Orono, MN. One Type 5, PUBG, open water wetland totaling approximately 0.22 acres and one Type 4, PEMF, deep marsh wetland totaling approximately 2.07 acres was identified within the parcel. 3 A E Anderson Engineenng of MN, LLC. Floyd Property-Wetland Investigation#13593 September 13,2013 Backqround As requested by Jack Shepers on behalf of Welis Fargo Premiere Asset Services, Anderson Engineering of MN, LLC completed a wetland delineation on the residential property located at 960 Ferndale Road West, Wayzata, Minnesota. Geographically the site is located in Section 2, Township 117 North, Range 23 West. The wetland delineation was completed in accordance with the 1987 United States Army Corps of Engineers Wetland Delineation manual and the published regional supplement to the Army Corps Wetland Delineation manual, Midwest Region. The purpose of this study was to investigate the project area, identify areas meeting the technical criteria for wetlands, delineate the jurisdictional extent of the wetland basins and classify the wetland habitat. Fieldwork for this site investigation was completed by Environmental Scientist Marc Cottingham and Environmental Associate Mohamed Elabbady on September 6"', 2013. Weather conditions were partly sunny and 84 degrees Fahrenheit. Methodoloqv United States Geologic Service 7.5" Topographic Quadrangle maps, United States Fish and Wildlife Service National Wetland Inventory maps, United States Department of Agriculture Natural Resources Conservation Service Soil Survey of Hennepin County, Minnesota. Department of Natural Resources Public Water Inventory and available aerial photographs were consulted to initially locate potential wetland habitats. The hydric soil assessment procedure of the Routine On-site Determination Method was used during this investigation. In this method, the following procedures were used: 1) The vegetative community was sampled in all present strata to determine whether it met hydrophytic vegetation criteria based on the indicators identified in the Midwest Regional Supplement. 2) Soil pits were dug using a Dutch auger to depths of 16"-36", noting soil profile and any hydric soil characteristics. 3) Signs of wetland hydrology were noted and were compared to field criteria such as depth to shallow water table and depth of soil saturation found in the soil pits. At least one sample point transect crosses the delineated wetland edge. This transect consist of an upland sample point and a wetland sample point. Other sample points may be located in areas which have one or more of the wetland vegetation, soils, or hydrologic characteristics present, where questionable conditions exist, or to verify the absence of wetland criteria. Sample points were marked in the field with orange pin flags. The identified wetland boundary was marked with sequentially numbered pink flags. All sample points and the delineated wetland boundary were located utilizing a Trimble Geo XH sub-meter GPS unit. 4 q E Anderson Engineering of MN, LLC. Floyd Property-Wetland Investigation#13593 September 13,2013 Resource Review The following resources were reviewed to supplement the wetland field delineation: National Wetlands Inventory: The National Wetlands Inventory (Appendix A. Figure 2) identifies two wetlands within the project area. The NWI identifies the wetlands as: • One Type 5, L1 UBGH, Open water wetland • One Type 4, PEMF, Deep Marsh Natural Resources Conservation Service Soil Survey: The Soil Survey of Hennepin County, MN (Appendix A. Figure 3) does identify one hydric soil, Muskego muck, within the project area. Minnesota Department of Natural Resources Public Water Inventory: The MN DNR PWI for Hennepin County, MN (Appendix A. Figure 4), identifies Ferndale Marsh (27-852 P)within the north and east portions of the project area. Antecedent Precipitation Data: A review of the antecedent precipitation data collected from the University of Minnesota Climatology Working Group (Appendix D) indicate that precipitation totals for the previous weeks were slightly below average in Hennepin County and hydrologic conditions were suitable for completing an accurate wetland determination and boundary delineation. Field Review Two wetland basins were field delineated within and adjacent to the project area: Wetland 1: Wetland 1 consists of a Type 5, PUBG, open water wetland totaling approximately 0.22 acres. The wetland was dominated by common spike-rush (Eleocharis palustris), reed canary grass (Phalaris arundinacea) and common duckweed (Lemna minor). The underlying soils are mapped as Muskego muck. The investigated soil profile met the Depleted Below Dark Surface (A11) indicator. Indicators of wetland hydrology included saturation at the surface (A3), the FAC-Neutral Test (D5) and geomorphic position (D2). Wetland 1 is an excavated pond that receives hydrology from the surrounding upland areas. Wetland 1 appears isolated. The Minnehaha Creek Watershed District classifies this wetland as a Preserve. Wetland 2: Wetland 2 consists of a Type 4, PEMF, deep marsh, totaling approximately 2.07 acres on-site. The wetland continues off-site to the north and east. The wetland was dominated by green ash (Fraxinus pennsylvanica), common buckthorn (Rhamnus cathartica), reed canary grass (Phalaris arundinacea) and narrow-leaf cat-tail (Typha angustifolia). The underlying soils are mapped as Muskego muck. The investigated soil profile met the Histosol indicator (A1). Indicators of wetland hydrology included saturation at the surface (A3), the FAC-Neutral Test(D5)and geomorphic position (D2). s q E Anderson Engineering of MN, LLG Floyd Property-Wetland Investigation#13593 September 13,2013 Wetland 2 is identified as Ferndale Marsh on the MN DNR PWI. This wetland will likely be considered a Waters of the U.S. by the U.S. Army Corps of Engineers and subject to Federal Clean Water Act regulations. The Minnehaha Creek Watershed District classifies this wetland as a Preserve. 6 q E Anderson Engineenng of MN, LLG Floyd Property-Wetland Investigation#13593 September 13,2013 Conclusion One Type 5, PUBG, open water wetland totaling approximately 0.22 acres and one Type 4, PEMF, deep marsh wetland totaling approximately 2.07 acres were identified and delineated in accordance with the 1987 United States Army Corps of Engineers Wetland Delineation Manual within the proposed project area. Wetlands in the project area are regulated by several agencies at the local, State, and/or federal level. Activities which may potentially impact those wetlands identified within this report should be discussed in advance with the appropriate regulating agency in regards to potential permit requirements. The Local Government Unit (LGU) responsible for implementing the Minnesota Wetland Conservation Act at this project location is the Minnehaha Creek Watershed District. The Minnehaha Creek Watershed District requires vegetated buffers around all preserved wetland areas. Wetland buffers must meet the standards specified by the District for any project that is regulated under WCA. The wetland buffer requirements are based on the management classification of the wetlands. The Minnehaha Creek Watershed District classifies both wetlands as Preserve, The District rules for residential parcels require a 25 foot buffer or 25 percent of the distance from the principal structure to the wetland, whichever distance is greater. This wetland investigation meets the standards and criteria described in the 1987 U.S. Army Corps of Engineers Wetland Delineation Manual all applicable subsequent guidance for an on-site determination and the results reflect the conditions present at the time of the delineation. The delineation was performed by Anderson Engineei•ing on Septembec 6,2013. One Type 5 open water basin and one Type 4 deep marsh were delineated within the subject property boundaiy. Wenck Associates staff conducted a site visit to review the wetland boundaries on October 10,2013. Wenck staff was in agreement with the delineated boundaiy and types of the wetlands on the property. MCWD approves the wetland bounda�y&type as delineated in the field and documented in the September 13,2013 delineation report. This decision is valid for five years.
