Y r <br />/MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD APRIL 27, 1987 <br />ATTENDANCE 7:00 P.M. <br />The Orono Council met on the above date with the <br />following members present: Mayor Grabek, Councilmembers <br />Callahan, Goetten, Peterson, and Sime. The following <br />represented the City staff: City Administrator <br />Bernhardson, Building & Zoning Administrator Mabusth, <br />and City Recorder-Peterson. City Attorney Blatz was <br />also present. <br />ANNOUNCEMENT <br />Mayor -Grabek announced that Retired Assistant Chief <br />Winton Burmaster suffered a heart attack and died on <br />Sunday, April 26, 1987. Winton Burmaster retired April <br />30, 1986 after serving 28 years on the Orono Police <br />Department. <br />Mayor Grabek expressed the City's sincere sympathy to <br />the family. <br />CONSENT AGENDA* <br />It was moved by Councilmember Goetten, seconded by <br />Councilmember Sime, to approve the Consent Agenda* <br />subject to removal of the following items: <br />#18- Resignation - Officer Peter Bydzovsky - requested <br />by Peterson <br />#19 -Part Time Employment - Police -Peter Bydzovsky - <br />requested by Peterson. <br />Motion, Ayes 4, Nays 0, Abstention 1. Mayor Grabek <br />abstained from voting due to his involvement with Item <br />#10- Forest Arms Dock Permit on the consent agenda. <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUND <br />PUBLIC HEARING 7:04 -7:10 <br />RESOLUTION #2163 <br />The Affidavit of Publication was noted. <br />City Administrator Bernhardson explained that for 1987 <br />the City has been allocated $23,775 of Community <br />Development Block Grant Funds. During discussion of the <br />March 30th Council meeting, staff recommended that all <br />the money be put into housing rehab, however there were <br />issues raised as to making further money available to <br />the Crystal Bay assessment program. At that time there <br />were 7* crystal Bay assessment program applications <br />submitted to the County for discretionary funds. <br />Subsequent to that meeting, the County approved funding <br />3 of the 7 applications *. -In reviewing the 4 remaining <br />applications, it is the recommendation of staff that <br />$9,500.00 of the C.D.B.G. funds be allocated to fund the <br />four persons for the sewer grants to pay off half of <br />their remaining balance. Staff recommends that the <br />balance of C.D.B.G. funds be put into housing rehab. <br />( *Correction: 4 of 8 applications approved by County) <br />1 <br />
