INTRODUCTION ' Wetland Replacement monitoring is re uired for u to five 5 ears followin the com letion q P � �Y g P of a wetland replacement project to determine if the replacement wetland achieves the goal of ' mitigating functions and values lost due to project impacts. The replacement wetland should meet both the general and specific requirements as outlined in Section 8420.0550 Subpart l. of the 2002 Wetland Conservation Act Rules(Appendig A). This report presents observation , for the 2007-monitoring year for the Cullum site in Orono,Minnesota. ' The Cullum Property was in the N 1/2 of the NE %4 of Section 36, Township 118 North, Range 23 West, City of Orono,Hennepin County Minnesota. The site address is 785 Ferndale Road(Figure 1). The Minnehaha Creek Watershed Distnct(Wetland Conservation ' Act administrator)granted appmval for a Minnehaha Creek Watershed District(MCWD) Rule D: Wetland Protection permit on December 18,2003 and construction of the replacement wetlands was completed the following year. � The 2007 monitoring site visit took place on August 14,2007 and at that time vegetation was actively growing,temperatures were in the 80's,and hydrology was assumed to be dryer than ' normal due to below average precipitation in the manths prior to the site visit(Appendiz B), however a large precipitation event occurred the day before the site visit. I II. PROJECT SUMMARY ' A total of 2,135 square feet(s�of created wetland and the establishment of a 20-foot wide native buffer was created on site to replace impacts associated with the placement of fill to ' create a low berm within existing wetland along the west side of the property(Figure 2). At the time a WCA No Loss application was submitted because the project partially restored the excavated wetland. Even though the proposed work was considered a no loss ' situation, the placement of 2,135 sf of fill material for the construction of the berm was mitigated through the creation of 2,153 sf of new wetland adjacent to the existing wetland. Buffer areas and the constructed berm were to be seeded with a native upland and wetland ' seed mix, respectively. The annual wetland monitoring report is to satisfy the MCWD monitoring requirement since the created/restored wetland was not replacement to satisfy the Wetland Conservation Act(WCA). � ' 1 1 III. PROJECT BACKGROUND ' At the time of the 2006 site visit the wetland ed e was lo g cated usmg a Le�ka GPS urut and , was 29,104 sf in size. By subtracting the original wetland size from that number the wetland was determined to be 8,279 sf larger after the expansion. Originally the wetland and buffer areas were seeded by L&K Contractors usmg a native seed mix provided by Specialty Seed. ' The seed mix was consistent with the mix specified in the original plan.At the time of the 2006 site visit it did not appear that the new wetland and buffer vegetation had been mauitauled after seeding. Recommendanons in the 2006 report were to hire an experienced ' restoration company to manage invasive and weedy species in the buffer and establish the native plant community. ' Since 2006,the applicant hired Prairie Restorations,Inc. (PRn to manage the vegetation of the replacement wetland and buffer. PRI completed the following treatments since 2006. ' Oct 2046: sprayed for cool season grasses Apri12007: performed controlled burn. May 2007: spot sprayed for black nightshade, Canada goldenrod, Canada thistle , June 2007: spot sprayed for Canada goldenrod, Canada thistle, creeping Chazlie June 2007: spot mowed cool season grasses, reed canary Ju1y 2007: continued monitoring for future work, integrated plant maintenance ' In September 2006 Minnehaha Creek Watershed District asked that an as-built survey be completed on the wetland to verify the berm was constructed as proposed. According to � the applicant an as-built survey was completed and submitted to MCWD as requested. � IV. METHODS ' Vegetation and hydrology were documented at fixed photo reference points as shown on Figure 3. Plant species dominance was estimated based on a meander survey throughout the new wetland area. The location, composition, and extent of plant communities were , described for the replacement area.. Hydrology characterizations consisted of aerial coverage estimates during the site visit. Photographs were taken at one to three fixed photo pomts at each replacement wetland and were referenced to fixed points identified on the , wetland replacement plan and labeled accordingly. All field observations took place during the growing season. I V. RESULTS ' Replacement Area 1 (Figures 3 and 4) was to consist of three sma11 areas excavated adjacent to the existing wetland on the north and south sides. A low wetland berm was to be constructed within the existing wetland to create an azea that would support woody ' � ' ' vegetation where the wetland was otherwise too deep to establish the desired plantings. The berm was not to exceed 1 foot above the normal water level of the existing wetland. , The center of the berm was left open to allow for hydrology to be shared with existing wetland on the adjacent property to the west. Hydrology was to be supplied from surface runoff and from shared hydrology from the existing wetland. ' Based on the as-built survey(Append�B)the new wetland was excavated as proposed and the wetland berm constructed as planned. The berm was approximately 1 foot above � the standing water in the rest of the basin and had an understory dominated by a hydrophytic plant community. The trees planted on the berm included tamarack, silver maple,river birch and white pine. Overall the wetland consisted of a Type 5 open water ' basin with a narrow saturated and emergent fiinge.New wetland areas were contiguous with the original wetland and consisted of pa open water area with the narrow emergent fringe. At the time of the site visit open water made up approximately 85 percent of the ' total wetland. The original wetland on the adjacent property to the west consisted of a shallow basin ' domina.ted by giant manna grass and sedge and had less than six inches of standing water at the time of the site visit. , Buffer Description A total of 11,787 square feet of buffer established adjacent to the wetland was to be seeded ' with a native mix. At the time of the site vlsit rt appeazed that areas of reed canary grass,Canada tlustle and ' common mullein had been sprayed. Reed canary grass still made up part of the plant community but cover levels were reduced from the previous year. T'he observed plant community is as follows: ■ Elymus canadensis 15 Polygonum sp. 5 ' Verbena hastata 15 Aster sp. 5 Phalaris arundinacea 10 Corryza canadensis 2 Andropogon gerardii 10 Sorgastrum nutans 2 , Poa sp. 5 Solidago sp. 2 Echinacea sp. 5 Mentha arvensis 2 Rudbeckia hirta 5 Eupatorium perfoliatum 2 ' Glyceria grandis 5 Lythrum salicaria trace Agropyron repens 5 , V.
