A majority of the work will be built on existing structures and will involve less than 50 cubic yards of earth material. No MCWD permit will be required for this project as proposed. Staff conducted a preliminary review based on the information provided and requests the following items be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Certificate of Survey. Please Note: The survey currently does not depict the correct principal structure setbacks for the LR-1C district. According to the City Code definitions,the "front" of a corner lot is defined as the shorter of the two frontage sides.The Carman Street frontage is 150.5'and the Shoreline Drive frontage is 140.5.' Shoreline Drive is the front for setback purposes. Principal structure setbacks for LR-1C are as follows: 30 feet from the front (Shoreline Drive); 30 feet from the rear or south side (side opposite the front); 15 feet from the side street (Carman Street); and 10 feet from the west (interior) side. While all proposed additions to the home meet the principal structure setbacks from propertv lines the survev should be revised to reflect the appropriate setback. 2. Proposed Porch/Addition. According to City Code Section 78-1438, a 10 foot separation is required between principal and accessory buildings. After review,it appears the proposed porch addition is situated±9 feet from the garage. The porch must be revised to meet the 10-foot separation/setback or a variance must be approved by the Citv Council. 3. Stoop. The plans reflect a change in the location of the front entrance/new stoop. Please provide clarification re�ardin�the potential chan�e in the sidewalk location 4. Detached Garage:OAS and Plumbing. The detached garage exists as a 1,014 square foot structure;according to City Code Section 78-1434, a structure exceeding 1,000 square feet in footprint area is defined as an Oversized Accessory Structure (or OAS). Since the garage was constructed in 1975 and pre-dates the adoption of City Code Section 78-1434, it is considered a legal, nonconforming structure. A legal, non-conforming structure may be rebuilt in-kind (same or smaller footprint, height,volume,etc.). Buildings defined as an OAS have to meet special setbacks as outlined in the enclosed code. The existin��ara�e does not meet the required 30-foot setbacks from the side and rear lot lines. It appears from the submitted building plans an expansion of the upper floor and/or roof is proposed within the 30-foot setbacks. Because the expansions proposed do not meet the repuired OAS setbacks the expansions cannot be approved administrativelv bv staff a variance is necessarv. 28 June 2016 � Page 2 PeRnit#2016-00698 Further, the plumbin�fixtures proposed to be installed cannot be approved administrativelv also due to the non-conforming location of the garage within the setbacks (for an OAS). According to City Code Section 78- 1437, plumbing may be installed in a conforming accessory building. You have the option to apply for a variance to expand the garage as proposed as well as to allow the plumbing as proposed. Variances are reviewed and granted by the City Council; please contact me to set up a meeting with a planner to discuss the variance process, if you wish to explore that option. Additionally, please advise if you'd like to separate the garage portion of the project from the current building permit application. If so, we can proceed with the garage portion independently. 5. Landscape Plan. a. Will there be any changes to the landscaping with the project? If so,the City requires a landscape plan be submitted showing all the proposed exterior/landscaping improvements, i.e. patios, grading, sidewalks, retaining walls, etc. The plan should include the name of the individual performing the work. Any proposed patios, grading, sidewalks, retaining walls shown on the landscape plan should also be reflected on the survey. b. The hardcover calculations show a credit of 100 square feet for"pavers". City Code Section 78-1684 allows for a 100 square foot credit for a pervious paver patio, sidewalk, or deck (with a minimum of 1/4" spacing between boards and pervious surface below). If pervious pavers are proposed please provide a plan with a cross-section detail illustrating how the pervious paver system is to be installed and materials to be used. 6. Hardcover Calculations. The property is located in Tier 2 of the Stormwater Quality Overlay District. Please provide updated hardcover calculations in response to the above comments. Also, the as-built survey shows a retaining wall, yet the attached picture indicates the wall is being removed or re-constructed.
