Home My WebLink About01/18/2011 Planning Commission Minutes y . .� MINUTES OF THE ORONO PLANNING COMMISSION MEETING Tuesday,January 18,2011 6:30 o'clock p.m. ROLL The Orono Planning Commission met on the above-mentioned date with the following members present: � Chair Kim Kang, Commissioners Loren Schoenzeit,Denise Leslcinen,John Thiesse, and Hue Alexander. � Representing Staff were Zoning Coordinator Melanie Curtis, and Recorder Jackie Young. City Council member poug Franchot was present. Chair Kang called the meeting to order at 6:32 p.m., followed by the Pledge of Allegiance. Chair Kang welcomed new Planning Commissioners John Thiesse and Hue Alexander. CONSENT AGENDA Item Nos. 2 and 3 were added to the Consent Agenda. Chair Kang opened the public hearing at 6:33 p.m. There were no public comments regarding these items. Chair Kang closed the public hearing at 6:33 p.m. Kang moved,Leskinen seconded,to approve the Consent Agenda as amended. VOTE: Ayes 5, Nays 0, *1. APPROVAL OF PLANIVING COMMISSION MEETING MINUTES OF OCTOBER 18, 2010 Kang moved,Leskinen seconded,to approve the minutes of the Orono Planning Commission meeting of November 15,2010, as submitted. VOTE: Ayes 5,Nays 0. NEW BUSINESS *2. 11-3495 CITY OF ORONO,AMEND CODE SECTION 78-43,VOTING REQUIREMENTS Kang moved,Leskinen seconded,to recommend approval of Ordinance No. ,Third Series, an Ordinance Changing Voting Requirements for the Amendment of Zoning Ordinances. VOTE: Ayes 5,Nays 0. *3. 11-3496 CITY OF ORONO,AMEND CODE SECTION 78-1,NONCONFORMING STRUCTURES AND USES Kang moved,Leskinen seconded,to recommend approval of Ordinance No. ,Third Series, an Ordinance Amending the Orono City Code Regarding Nonconformities. PAGE 1 . - o MINUTES OF TAE 1 ORONO PLANNING COMMISSION MEETING Tuesday,January 18,2011 6:30 o'clock p.m. 4. 11-3497 CHOICE WOOD COMPANIES ON BEHALF OF WILLIAM TRUBECK,3300 FOX STREET, CUP FOR GUEST HOUSE Jim Scott, Choice Wood Companies,was present. Thiesse asked whether a second septic site is required. Thiesse noted a proposed site is shown on the survey. Curtis indicated a separate septic site is not required for the guest house. Curtis noted the septic inspector ' has reviewed the application. Thiesse noted a majority of the proposed septic site is located on approximately a 20 percent slope and asked whether that would be a problem. Curtis indicated she is unaware of whether that is the exact location of the septic site. Jim Scott, Choice Wood Companies, stated their engineer has reviewed the proposed septic location and has submitted the required material to the City. The secondary septic site is being proposed since the primary septic site is located too far from the guest house. Chair Kang opened the public hearing at 6:37 p.m. There were no public comments regarding this application. Chair Kang closed the public hearing at 6:37 p.m. . Thiesse moved, Schoenzeit seconded,to recommend approval of Application #11-3497, Choice Wood Companies on behalf of William Trubeck,3300 Fox Street, granting of a conditional use ' permit for the guest house. VOTE: Ayes 5,Nays 0. PLANIVING COMMISSION COMMENTS 5. REPORT OF PLANIVING COMMISSION REPRESENTATIVES ATTENDING CITY COUNCIL MEETINGS ON NOVEMBER 22,DECEMBER 13, 2010,AND JANUARY 10,2011 Kang stated she attended the December 13`�'City Council meeting and that there was a fairly lengthy discussion regarding the application by Xcel. A number of residents voiced concern over the application. The City Council determined that it would be best if the Public Utilities Commission would have oversight of the project since Orono does not have any experience in this type of project. The neighbors . would have an opportunity at the PUC level to provide comments. Kang noted the Good Shepherd Lutheran Church application was also approved. Curtis noted Good Shepherd Church agreed to provide a six-foot privacy fence at the request of the neighbors. The Klinglehutz application was given conditional use permit and the Dennis Bariy application for the property located in Navarre was withdrawn to avoid it being denied by the City Council. The City Council was given an update on the Old Crystal Bay Road project by the City Engineer. 6. OTI�ER ISSUES FOR DISCUSSION Curtis stated since the City Council will not be appointing a new council member until the end of February, the joint work session will be delayed until sometime in March. 7.
