HomeMy WebLinkAbout05-27-1986 Board of Review Minutes1986 BOARD OF REVIEW, MAY 27, 1986 The 1986 Board of Review met on Tuesday, May 27, 1986. Mayor Butler called the meeting to order at 6:12 p.m. Councilmembers Frahm and Grabek were in attendance. Councilmember Adams arrived at 6:13 p.m. and Councilmember Hammerel arrived at 6:22 p.m. Representing the City were Mark Bernhardson, City Administrator; Dorothy Hallin, City Clerk; Rolf Erickson, City Assessor; Dave Wilde and Rita Guderian Assistant City Assessors. Glenn Busitzky represented Hennepin County Assessor's staff. Mayor Butler introduced the Assessor and his staff to the audience. Mr. Erickson addressed the audience regarding valuation in general and stated that the valuation of golf courses was a complicated issue and asked that information regarding golf courses be presented to the Board. Erickson stated that the Hennepin County Attorney's opinion regarding Recreational Value is, that it is the value'as a golf course, not the the market value of the property if sold. Mayor Butler called the following persons before the Board in the order of their arrival at the meeting: 1. John M. Hollander representing Hildur Hollander estate. Property I.D.'s 25- 118 -23 44 0005, 25- 118 -23 43 0009, 25- 118 -23 43 -0011 and 25- 118 -23 43 0019. Erickson stated he and Mr. Hollander had made arrangements before the start of tonight's meeting to have the property inspected. ' 2. Jane Slaughter - Property I.D. 30- 118 -23 31 0002. Erickson stated he was familiar with the property and there had.been an encroachment on the lot. He noted that portion has since been divided off the original 16.45 acres and when the division has been recorded the property will then reflect 14.45 acres and at that time there will be an adjustment in the land value. 3. Jim Rivers, 1440 Shoreline Drive - Property. I.D.'s 11- 117 -23 22 0004, 11- 117 -23 22 0005, 11- 117 -23 22 0006, 11- 117 -23 22 0007 and 11- 117 -23 22 0010. Mr. Rivers stated he ownes 5 parcels of land on Shoreline Drive which are classified homestead, non - homestead and commercial. Erickson stated he would review the dock rental information •on the marina parcel with Mr. Rivers and report that information to' the Council for their decision. 4. Alan McDowell, 905 Ferndale Road West - Property I.D. 02 -117- 23 44 0010. Mr. McDowell stated that he has talked with Mr. Erickson regarding the valuation of his property. He stated that the taxes have tripled in the last four land values are not equalized with th the new construction on the property increased, whereas his neighbor's land significantly. 1 years. Mr. Schoen stated this is a new house and the 1986 market value has been placed at $111,700. He stated that the house cost $82,500 to build. Erickson stated he would review the property. 6. Grant Wenkstern owner of Lakeview Golf Of Minnetonka, Inc., 710 North Shore Drive - Property I.D.'s 06- 117 -23 32 0002, 07- 117-23 12 0001, 06- 117 -23 33 0005, 06- 117 -23 33 0007 and 06 -117- 23 34 0002. Mr. Wenkstern wanted to know how the golf courses were valued. He stated that Hennepin County Assessor's office had set standards to revalue all the golf courses in the County. He stated that his property.had received an increase of 132 %. Mayor Butler requested the definition of Recreational Value from the Assessor. Erickson stated he felt the issue of Recreational Value should be settled in the Courts. 7. Karen Ziminski, 1095 Brown Road North - Property I.D. 27 -118- 23 31 0006. Mrs. Ziminski stated the property was purchased in April of 1985 for $275,000, the 1986 market value is now $291,100. Dave Wilde stated he had reviewed the property in 1985 after an abatement had been filed and he would review the 1986 valuation. 8. Patrick Wolfe, 2871 Casco Point Road - Property I.D. 20 -117- 23 31 0056. Mr. Wolfe stated he had removed an old house and constructed a new house. He stated that there is a public easement to the lake adjoining his property which is a detriment to his property. He noted that there should be some adjustment in the value because of this problem. Dave Wilde stated that up to a 5% depreciation would be allowable on the total value in this situation. Council stated they would adopt a 5% depreciation on the total value of the property and will consider other comparable property's valuation. 9. Bill Wyatt, 4235 Sixth Avenue North - Property I.D. 31- 118 -23 12 0013. -Dave Wilde stated this property is located in the 1/4 of the City that was physically inspected this year and that construction on this property has been incomplete for a number of years and now that it is completed explains bringing it up to full value. 10. Marion Gray, 2065 Webber Hills Road - Property I.D. 03 -117- 23 34 0026. Requested a revalualtion of her property. 11. Scott Goldsmith, 265 Old Crystal Bay North - Property I.D.. 33- 118 -23 31 0011. Mr. Goldsmith stated his property consisted of 8 acres with partial construction on the property. He stated that he felt the partial construction was valued too high. 12. Al Hi lde, Jr., 220 Northgate Road - Property I.D. 36- 118 -23 41 0051. The Board noted that they had received a letter from Mr. Hi lde regarding his valuation. The Council instructed the Assessor to contact Mr. Hilde and report back to the Council. 2 It was moved by Councilmember Frahm, seconded by Mayor Butler to instruct the Assessor to review all of the properties that were presented before the Board tonight and to report his findings to the Baord on Wednesday, June 11, 1986, at 7:00 P.M. Ayes 5, Nays 0 It was moved by Councilmember Frahm, seconded by Mayor Butler to close the 1986 Board of Review at 8:15 P.M. and reconvene Wednesday, June 11, 1986, at 7:00 P.M.
