A RSSOLUTION APPROVING
COMPREHL�NSIVE PLAN AMENDMLNT NO. 4
' WHEREAS, in June 1980, the City Council of the City of
Orono (hereinafter the "City") adopted a Community Management
Plan (hereinafter "CMP") to provide for the orderly development
of the City. An integral part of that plan provided that sewered
areas of the City be included within the Metropolitan Urban
Service Area (hereinafter "MUSA"); and .
. WHSREAS, the CMP identified five specific areas within
the rural zones of the City as requiring Alternative Waste
Management Studies to review existing sewage disposal problems
�' and investigate alternatives. One of these five areas is the
long-established Stubbs Bay neighborhood, an area of existing
residential development; and
• WHER$AS , in 1988 the study entitled Stubbs Bay
Alternative Waste Management Study found that extending municipal
sewers to the Stubbs Bay area was the only acceptable and/or •
feasible alternative for long-term waste treatment and disposal
in consideration of the options set forth in CMP 6-44; and
WHEREAS, as a result of further review in 1991 and
1992, the Orono City Council expanded the Stubbs Bay Sewer
Project Area to include the "Cygnet" rural one acre development
located immediately northeast of the Stubbs Bay area (Map 12, CMP
6-42) and the Oxford Road development immediately southeast of
the originally defined Stubbs Bay area, which abutts the
lakeshore of Stubbs Bay; and
WSBREAS, in July 1992, the City filed an amendment with
the Metropolitan Council providing for the inclusion of the
Stubbs Bay Sewer Project Area within the MUSA; and
WHEREAS, written notice was sent to surrounding local
units of government and other affected jurisdictions requesting
written comments by August 10, 1992 but no oral or written
comments have been received by the City; and
'" WHEREAS, on July 23, 1992 at a regularly scheduled
meeting, the Metropolitan Council approved the Comprehensive Plan
• • Amendment to include the Stubbs Bay Sewer Project Area within the
MUSA boundary as proposed by the City; and

WH$R$AS, pursuant to legal notice the Orono Planning
Commission held a public hearing on August 3, 1992 to receive
public comments regarding the proposed MUSA amendment, at which
time .no public comments were forthcoming; and
WH$R$AS, the Orono Planning Commission on August 3,
1992 recommended approval of the proposed amendment on a vote of
5-0.
NOW, THERLFORE, BE IT RESOLVED that the City Council of
the City of Orono hereby amends its Community Management Plan by
designating the Stubbs Bay Sewer Project Area (legally described
and mapped per the attached Exhibit A) to be within the
.
Metropolitan Urban Service Area, finding that:
1. The Amendment meets the intent of the basic goals,
objectives and policies set forth in the 1980
• Comprehensive Management Plan.
2. The Amendment is consistent with the goals, objectives,
needs and desires of Orono residents.
3. The Amendment is consistent with the planning goals and
objectives of Orono' s municipal neighbors.
Adopted by the City Council of Orono, Minnesota this
lOth day of August, 1992.
