HomeMy WebLinkAbout01-23-2012 Council MinutesMINUTES OF THE ORONO CITY COUNCIL MEETING Monday, January 23, 2012 7:00 o'clock p.m. • ROLL CALL The Orono City Council met on the above - mentioned date with the following members present: Mayor Lili Tod McMillan and Council Members Cynthia Bremer, Doug Franchot, Aaron Printup, and David Rahn. Representing Staff were City Administrator Jessica Loftus, City Clerk Lin Vee, Finance Director Ron Olson, Assistant City Administrator of Long -Term Strategic Planning Michael Gaffron, City Attorney Soren Mattick, City Engineer David Martini and Recorder Jackie Young. Mayor McMillan called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance. APPROVAL OF AGENDA Item Nos. 5a, 5b, 7, 8, 9, and 10 were added to the Consent Agenda. Bremer moved, Franchot seconded, to approve the Consent Agenda as amended. VOTE: Ayes 5, Nays 0. APPROVAL OF MINUTES *2. COUNCIL AND PLANNING COMMISSION WORK SESSION OF JANUARY 9, 2012 • Bremer moved, Franchot seconded, to approve the minutes of the City Council/Planning Commission Work Session of January 9, 2012, as submitted. VOTE: Ayes 5, Nays 0. *3. REGULAR COUNCIL MEETING OF JANUARY 9, 2012 Bremer moved, Franchot seconded, to approve the minutes of the City Council Meeting of . January 9, 2012, as submitted. VOTE: Ayes 5, Nays 0. PLANNING COMMISSION COMMENTS - KEVIN LANDGRAVER, REPRESENTATIVE Landgraver stated the Planning Commission at its January meeting reviewed six applications, with three items being approved and three that were tabled. MINUTES OF THE ORONO CITY COUNCIL MEETING Monday, January 23, 2012 . 7:00 o'clock p.m. PLANNING DEPARTMENT REPORT *4. #12 -3537 RODNEY BURWELL,1100 MILLSTON ROAD - CONDITIONAL USE PERMIT - RESOLUTION NO. 6109 Bremer moved, Franchot seconded, to adopt RESOLUTION NO. 6109, a Resolution Granting a Conditional Use Permit Pursuant to Municipal Zoning Code Section 78- 303(8), for the property located at 1100 Millston Road. VOTE: Ayes 5, Nays 0. CITY ENGINEER'S REPORT *5. CASCO POINT SEWER (IVY PLACE) - REHAB AND RESTORATION PROJECT a. Ivy Place Sewer Main Rehabilitation b:<- Carman Bay Shoreline Restoration - Approve Plans and Authorize Advertisement for s , Bids Bremer moved, Franchot seconded, to accept the quotation in the amount of $43,000 from Veit and Co., Inc., of Minneapolis, Minnesota, for rehabilitation of Ivy Place sewer main. VOTE: Ayes 5, Nays 0. • Bremer moved, Franchot seconded, to approve the plans and specifications for the Carman Bay • Shoreline Restoration and authorize advertisement for bids per the project schedule. VOTE: Ayes 5, Nays 0. 6. STUBBS BAY RAVINE STABILIZATION REPORT - CONTRACT AWARD McMillan asked why the other bidders' winter bid was higher than their summer bid, which is different from Peterson Companies. Amundsen stated in his view it is a matter of strategy and timing for the contractors. Some contractors favor winter work while others prefer summer work. There was also a concern that the winter work might not be possible given the thin ice on the area lakes. McMillan asked when the work will likely commence. Amundsen noted they have a meeting with the contractor on Wednesday to resolve access issues and that the Public Works Department is ready to proceed with the work. Amundsen indicated he expects the work will commence in approximately a week "and a half. McMillan asked whether any public input was received from the area residents. F, Amundsen indicated they have not received any public comments. STUBBS BAYRAVINE STABILIZATIONREPORT - CONTRACT AWARD, Continued) Bremer moved, Printup seconded, to award the contract in the amount of $132,790.63 from Peterson Companies, Inc., for completion of the Stubbs Bay Ravine Stabilization project. VOTE: Ayes 5, Nays 0. *7. OLD CRYSTAL BAY ROAD OVERLAY - APPROVE PLANS AND AUTHORIZE ADVERTISEMENT FOR BIDS Bremer moved, Franchot seconded, to approve the plans and specifications for the Old Crystal Bay Road Overlay Project and authorize advertisement for bids in accordance with the project schedule outlined in Staffs report dated January 23, 2012. VOTE: Ayes 5, Nays 0. *8. WAYZATA BOULEVARD SANITARY SEWER PROJECT - APPROVE PLANS AND AUTHORIZE ADVERTISEMENT FOR BIDS Bremer moved, Franchot seconded, to approve the plans and specifications for the Wayzata Boulevard Sanitary Sewer Improvements Project and authorize advertisement for bids according to the schedule outlined in the January 18, 2012, Staff memorandum. VOTE: Ayes 5, Nays 0. *9. CONTRACT ASSIGNMENT LETTER • Bremer moved, Franchot seconded, to authorize the Mayor to sign the acknowledgement letter on behalf of the City. VOTE: Ayes 5, Nays 0. MAYOR/COUNCIL REPORT Printup noted the Lions will be holding their 25th Snowball Open in Long Lake this coming Saturday. The proceeds benefit the local Lions and their projects. McMillan indicated she e- mailed Melanie Curtis and Ben Gozola following the hardcover taskforce joint work session regarding the hardcover calculations. McMillan stated she requested they run hardcover calculations based on the three different methods discussed during the meeting. Those include the zone system, the tiered system, and then a calculation on the hardcover divided by the lot area, which is similar to the method utilized by the DNR. McMillan commented that would give the group a good idea of which method would work the best. McMillan stated she would like the taskforce to finish their work by the end of June. McMillan reported that she received an e-mail from Ralph Kempf on the group's activities regarding possible Navarre improvements. McMillan commented the group has been very active and that she appreciates their efforts. CITY ADMINISTRATOR'S REPORT • Loftus noted there will be a county meeting regarding the bridge replacement on Thursday from 6:00 p.m. to 7:30 p.m. at City Hall. The neighbors have received notice of that meeting. Rahn asked whether County Road 151 will be the alternate route during construction. Gaffron indicated it will be. McMillan asked whether it would be helpful to have a city council representative attend that meeting. Gaffron indicated it would be, and noted that it is a county project and not a city project. Rahn indicated he would be able to attend the meeting. Loftus reported the county is moving forward with interviews for an engineer on the turnback project and that she has been invited to attend those interviews. •, Loftus noted the interview committee has selected their top two candidates for the position of public works director /city engineer and that the second interview for those candidates has been scheduled for next week. Loftus stated the LMCD's website has been updated and now includes agenda parsing, which will allow residents to click on an item within the city's agenda and listen just to that segment of the meeting. • CITY ATTORNEY'S REPORT None *10.
