Ulteig has been retained to provide an engineering review of the structural requirements for the
above residence. Eskuche Creative Group provided Ulteig with architectural drawings for use in
our review. For the architectural permit set, Ulteig provided structural redlines of the required
beam, header, framing, and foundations to be incorporated into these drawings. Eskuche Creative
Group has incorporated these elements into their prints.
The purpose of this memorandum is to report that the siructural members provided for the
architectural permit set are adequate to support all Code required design loads.
No additional structural information is required for permit by Ulteig. Prior to construction, Ulteig
is to provide structural construction details for multiple specific conditions including foundation
detailing, steel detailing, and non-standard requirements to supplement the plan information for
ease of construction and structural intent.

Subject: Building Permit Application 2009-00862 (515 Ferndale Road N.)
Here is the version of this survey with contours from the City topo added in the
southeast corner of the property. The 1006 contour wraps around the 1004.4 area and
runs just northwest of the 200.22 property line.
Also enclosed are the soil borings and perc test forms from the septic system design.
One concern I have is the possibility they would need to another location for one or
both of the septic sites. Once they start working on the site they will eliminate possible
locations.

Subject: Review of Grading Plan for 515 Ferndale Road North

Please review the attached grading plan for a new house. The old house was
removed earlier this year or last year.
The City wetland map shows a wetland in the southeast corner of the site (where
Gronberg's contours disappear� The wetland delineation found no wetland. John
Smyth has a copy of the delineation. I haven't received the notice of acceptance from

We have reviewed the plans for the proposed new home construction at 515 Ferndale Road N.
The plans are dated 12-30-09. We have the following comments with regards to engineering
matters:
• It is our understanding that the wetland delineation review wili not be completed until
the spring growing season. If this plan is approved, it should contain conditions
prohibiting grading activities below the existing 1004 contour in the northwest corner of
the property until the wetland delineation is approved, This will ensure that a potential
wetland buffer area is not disturbed or filled.
• There is a drainage way located along the east side and possibly the north side of the
property that is not shown on the plans that may be impacted by the project. Additional
field survey work should be done to show this ditch on the plans.
• As shown, this project will increase the amount of storm water runoff to properties
bordering to the north and west. There currently is not enough information to determine
any impacts to the east.
• The additional runoff created by the increased hardcover is distributed over large areas
and does not result in concentrated flows. The additional topography may be useful in
showing drainage conveyance along lot lines instead of across them.
• Depending on the additional survey info, storm sewer system design and calculations
should be submitted showing no increase from the pre to the post construction runoff
rates to adjacent properties.
• This project will disturb more than 100 CY of material. Sediment and erosion control
information meeting the requirements of Orono's City Code 79-7(c)(2) must be
submitted. The minimum $2000 sediment and erosion control financial security should
be required of the owner for this permit.

BUILDING PERMIT ESCROW AGREEMENT

AGREEMENT made this��day of _ '.� , 2010, by and between the CITY OF ORONO, a
Minnesota municipal corporation ("City") and Robert and Ki berly Griffin ("Owners").
Recitals
1. Building permit applications have been filed for a new principal structure located at 515 Ferndale
Road North ("Subject Property"), see reverse for legal description.
2. Owners request the City to review this application.
3. The City will commence its review of the application and incur costs associated with said review
only if the Owner establishes an escrow to ensure reimbursement to the City of its costs.
NOW THEREFORE, THE PARTIES AGREE AS FOLLOWS:
1. DEPOSIT OF ESCROW FUNDS. Contemporaneously with the execution of this Escrow
Agreement, the Owner shall deposit $2,500 with the City. All accrued interest, if any, shall be paid to the City to
reimburse the City for its cost in administering the escrow account.
2. PURPOSE OF ESCROW. The purpose of the escrow is to guarantee reimbursement to the City
for all out-of-pocket costs the City has incurred (including planning, engineering in excess of $500, or legal
consultant review) or will incur in reviewing the plan. Eligible expenses shall be consistent with expenses the
Owner would be responsible for under a building permit application. The escrow will also guarantee
reimbursement to the City for all out-of-pocket costs the City has incurred to assure that the work is completed in
accordance with the Stormwater Pollution Prevention Plan and the provisions of Orono City Code Chapter 79.
The financial security may also be used by the City to eliminate any hazardous conditions associated with the
work and to repair any damage to public property or infrastructure that is caused by the work (including planning,
engineering, or legal consultant review) associated with building permit #2009-00861 if compliance with the
approved building permit is not accomplished.
3. MONTHLY BILLING. As the City receives consultant bills for incurred costs, the City will in turn
send a bill to the Owner. Owner shall be responsible for payment to the City within 30 days of the Owner's receipt
of bill.
4. DISBURSEMENT FROM ESCROW ACCOUNT. In the event that the Owner does not make
payment to the City within the timeframe outlined in #3 above, the City may draw from the escrow account without
further approval of the Owner to reimburse the City for Eligible expenses the City has incurred. The City shall
notify the Owner the Owner of such draw and the nature of the expense for which the reimbursement is being
made. If the Escrow amount falls below 75% of the original escrow amount the Owner shall deposit additional
sums as directed by the City, or the City shall discontinue rPview and post a Stop Work Order.
4. CLOSING ESCROW. The Balance or :.�eposit in the escrow, if any, shall be returned to the
Owner when the review has been completed and writ' � notification is received from the Owner requesting the
funds.
5. CERTIFY UNPAID CHARGES. If the project is abandoned by Owner, or if the eligible expenses
incurred by the City exceed the amount in escrow, the City shall have the right to certify the unpaid balance to the
subject property pursuant to Minn. Stat. §§415.01 and 366.012.

by Denali Custom Homes, Inc.
We understand that a temporary certificate of occupancy (TCO) for the new house will not be
issued until the wetland delineation process has been completed. Further, if wetland buffers are
required,the TCO will not be issued until a buffer improvement plan has been approved by the
City, we have entered into an escrow agreement to guarantee establishment of the buffer, and we
have signed the easement and covenant to protect the buffer. We will provide the legal
description for the easement and protective covenant. The City will draft the documents.
