The Orono City Council met on the above - mentioned date with the following members present: Mayor
James White, Council Members Jim Murphy, Lih McMillan, Cynthia Bremer, and Doug Franchot.
Representing Staff were Finance Director Ron Olson, City Attorney Soren Mattick, Assistant City
Administrator of Long -Term Strategic Planning Mike Gaffron, City Engineer Tom Kellogg, and Recorder
Jackie Young. -
Mayor James White called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance.
CONSENT AGENDA
Item Nos. 3 and 4 were added to the Consent Agenda.
Murphy moved, Bremer seconded, to approve the Consent Agenda as amended. VOTE: Ayes 5,
Nays 0.
APPROVAL OF MINUTES

Murphy moved, Bremer seconded, to approve the minutes of the Orono City Council meeting of
March 8, 2010, as submitted. VOTE: Ayes 5, Nays 0.
PLANNING COMMISSION COMMENTS — LINDA FEUSS, REPRESENTATIVE
Feuss stated she had nothing to report but would be available for questions.
PUBLIC COMMENTS
Michael LaQuey, P.O. Box 94, Crystal Bay, asked if the Mayor would, one, apologize for threatening to
remove him from the 3 -8 -10 city council meeting; and, two, if the mayor would retract the statements he made
to him regarding whether his comments at that meeting were germane to city business.
Mayor White indicated he would take it under advisement.

MAYOR/COUNCIL REPORT
Franchot commended the City Council for their work on issues during his absence.
McMillan noted the comprehensive plan public hearing has been rescheduled. McMillan recommended the
new date be put on the City's web site.
Gaffron noted the meeting has been rescheduled from March 29th to Wednesday, April 7th.
Bremer asked why the newspaper did not include the public notice.
Gaffron indicated the newspaper informed him there was a production error that had occurred at the newspaper
and that the public notice was inadvertently omitted. Gaffron noted that newspaper did have some white gaps
contained within it and that apparently there were some last minute changes that resulted in the oversight.
Murphy commented that a representative from the Sun Sailor has not been in attendance at the city council
meetings for the past several months, and that perhaps scheduling conflicts with the reporters are to blame for
that. Murphy suggested that a representative of the City contact the newspaper to see whether it would be
possible to have a reporter personally attend some of the city council meetings.
Gaffron noted there are four newspapers that are distributed throughout the City, with the Sun Sailor being the
publisher of the City's legal notices. •

3. RE- APPOINTMENT OF PLANNING COMMISSIONERS
Murphy moved, Bremer seconded, to reappoint Commissioners Tess Rice and Linda Feuss to the
Planning Commission each for three year terms ending March 31, 2013. VOTE: Ayes 5, Nays 0.
4. APPOINTMENT OF 2010 GOLF COURSE EMPLOYEES
Murphy moved, Bremer seconded, to approve a seasonal employee pay range of $8.35 to $9.85 per hour
for the 2010 season. VOTE: Ayes 5, Nays 0.
CITY ATTORNEY'S REPORT
Mattick noted he would not be in attendance at the April 12th meeting.
