MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, May 23, 2016 <br />7:00 o'clock p.m. <br />ROLL CALL <br />The Orono City Council met on the above-mentioned date with the following members present: Mayor <br />Lili Tod McMillan, Council Members James Cornick, Jr., Lizz Levang, Aaron Printup, and Dennis <br />Walsh. Representing Staff were City Administrator Jessica Loftus, Finance Director Ron Olson, <br />Community Development Director Jeremy Barnhart, Senior Planner Michael Gaffron, Public Works <br />Director/City Engineer Adam Edwards, City Attorney Soren Mattick, Consulting City Engineer David <br />Martini, and Recorder Jackie Young. <br />Mayor McMillan called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance. <br />APPROVAL OF AGENDA <br />Item Nos. 8, 10, 11, 13, 14, 15, 16, 17, and 20 were added to the Consent Agenda. Item 9 was removed <br />from the Agenda at the request of the applicant. Item No. 3 was removed from the Consent Agenda. <br />Printup moved, Levang seconded, to approve the Consent Agenda as amended. VOTE: Ayes 5, <br />Nays 0. <br />APPROVAL OF MINUTES <br />*2. ORONO CITY COUNCIL MINUTES OF MAY 9, 2016 <br />Printup moved, Levang seconded, to approve the minutes of the Orono City Council meeting of <br />May 9, 2016, as submitted. VOTE: Ayes 5, Nays 0. <br />3. ORONO CITY COUNCIL WORK SESSION OF APRIL 25, 2016 <br />Council Member Walsh requested the minutes under Item No. 3 reflect Council Member Levang's <br />statement that she was against having a school subcommittee. <br />City Administrator Loftus stated that was addressed by adding the sentence in the second paragraph, <br />"Council Member Levang agrees that the City should maintain a balance with all the schools in the <br />community." <br />Council Member Levang stated she has an objection with having work session minutes as detailed as they <br />currently are and that she does not approve of that change since the purpose of a work session is for open <br />discussion between Council Members and it is not to be politicizing what happens during those meetings. <br />Levang indicated she would like to go back to the former process of having minutes that are generic so an <br />open dialogue and open discussion can occur. Levang stated she objects to the changes and to the tone of <br />how the work sessions have been conducted. <br />Walsh stated he disagrees with that and that the reason to have detailed minutes is for transparency. <br />Walsh stated if Council Member Levang is afraid to talk about something, she is probably in the wrong <br />job and that she should not be afraid to say what she believes and what she wants. <br />Levang stated there are many different interpretations of transparency and that the work sessions are <br />published in the paper, notice is provided online and meeting minutes are prepared. <br />Page 1 of 23 <br />
