MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,May 15,2006 <br /> 6:00 o'clock p.m. <br /> ROLL <br /> The Orono Planning Commission met on the above-mentioned date with the following members <br /> present: Chair David Rahn, Commissioners Ralph Kempf,Roland Jurgens,Dick Kroeger, and Cynthia <br /> Bremer. Representing Staff were Planning Director Mike Gaffron,Planners Melanie Curtis and Evelyn <br /> Turner,and Recorder Jackie Young. Council Member Bob Sansevere was present. <br /> Chair Rahn called the meeting to order at 6:00 p.m. <br /> NEW BUSINESS <br /> 1. #06-3183 PAUL THOMAS HOMES FOR GLENN SOLIE,1430 CHERRY PLACE, <br /> VARIANCE,6:01-6:15 P.M. <br /> Paul Vogstrom and Glenn Solie,Applicant,were present. ' <br /> Curtis stated the applicant is requesting lot area,lot width variances and a conditional use pemut for <br /> land alterations within the 0-75' zone in order to construct a new single-family home. The conditional <br /> use permit is to regrade the yard,reorient the steps,and remove a deck. The City Engineer has reviewed <br /> the original plans and has provided a recommendation that this application be tabled to allow for more <br /> detailed plans to be submitted. <br /> Curtis indicated there are some unresolved issues regarding the height of the structure that the Planning <br /> Commission may wish to address. Staff recommends tabling the application to allow for more detailed <br /> information to be submitted. <br /> Rahn inquired what the issue is with the height of the structure. <br /> Curtis stated it is due to the number of stories of the proposed residence as well as the way the house is <br /> placed on the lot. <br /> Vogstrom stated his understanding is as long as less than 15 percent exposed,it would not be considered <br /> an extra story. Vogstrom indicated the retaining walls could be moved closer to the building,which <br /> would lessen the exposure on the basement. Vogstrom inquired from where the height is measured. <br /> Curtis stated the highest adjacent grade of the building or ten feet above the lowest. <br /> Vogstrom indicated his plan shows 35 feet and that his understanding is it would be measured ten feet <br /> above that. <br /> Curtis sated the number of stories was more the issue than the height of the structure. <br /> Gaffron stated the applicant is allowed 30 feet of height starting at the highest existing grade touching <br /> the house,and if that is higher than ten feet above the lowest grade against the house,they go to <br /> PAGE 1 <br />
