He is concerned about the current condition of the ditch and the safety of vehicles and the public traveling along Elm Street. Access to the property is from Elm Street and he will have to construct a driveway entrance over ditch. He has submitted a letter requesting the City address an erosion issue in the ditch located on the north side of his property (see attached for location). The ditch in question appears to be located within the City's right of way and appears to handle storm sewer from Elm Street and potentially Tonkawa Rd. The ditch is experiencing erosion which has created steep slopes and unstable embankinents (see attached photos). This system drains to a City owned property and eventually reaches Lake Minnetonka. There have been minor attempts to address the stabilization of the bank next to the road and erosion issues by placing riprap along the ditch (see attached photos). The rip rap may have helped to stabilize the bank by the road, but it did not address the erosion issues along the bottom of the ditch or the stabilization of the south bank. It would be my recommendation to evaluate how to stabilize this system, come up with feasibility cost estimates, and explore outside funding sources (grants from Minnehaha Creek Watershed District) to correct the issue. Staff can then bring this information back to the Council at a later date to determine if a project is warranted. Through my conversations with the applicant, he is aware this step is only to authorize staff to evaluate the system and potential costs associated with a project. He is also aware there is no guarantee any project will result from this evaluation. We are excited to move to Orono! � In order to develop driveway access to the property off of Elm St. we would like to work with ? the city of Orono to develop a plan to assess and remediate the drainage and ditch situation ; that runs along the northern edge of the property along Elm St. There is currently a short i culvert that runs under a makeshift dirt driveway leading into a 3-4 foot deep ditch. The ditch has obviously eroded over time causing the ditch to become wider and deeper. _ � , i s Additional reasons to remediate the current ditch include, but may not be limited to: s � • Safety o The ditch is large enough, deep enough, and steep enough to engulf a vehicle i causing harm and injury to anyone in the vehicle. � o During winter months when the road is slippery it would be easy to lose control � � of a vehicle and slide into the ditch. This nearly happened to me this past winter. � o The ditch and the open culvert are not safe for children. A child could be injured ! � in the ditch or become entrapped in the culvert. � • Erosion � o As stated above, a significant amount of erosion has occurred over time causing � the ditch to become larger. A solution should be developed to prevent further erosion. • Drainage o As we move forward with development of the property a proper drainage plan needs to be developed and implemented to ensure effective and efficient drainage of rain water, runoff, and snow melt.
