February 12, 1968 The Village Council met on the above date • with the following members present: Mayor Ross, Councilmen Butterfield, Franzel, and Stubbs. Searles late. n • Stubbs moved, Franzel seconded, that the MINUTES amended Minutes of the Regular Meeting JANUARY 8, 1968 • of January 8, 1968, be approved. Motion, Ayes (4) - Nays (0). • Stubbs moved, Butterfield seconded that MINUTES the Minutes of the Regular Meeting of JANUARY 22, 1968 ! January 22, 1968, be approved. Motion, Ayes (4) - Nays (0). ! The following appeared: W. Odell, J. Myer, and R. Palmer presented a petition for the detachment of Allo -Rae Terrace and • Hill -0 -Way Manor. H. Riglehof and P. Wahlberg appeared concerning street vacation. • G. Coffin appeared for the Pirates Cove 1st Addition Plat. C. Peahl and sister appeared for a Building Permit at 1400 • Cherry Place. J. Hawks appeared for the E. Peterson Rezoning. ! Searles moved, Franzel seconded, that the Final Plat of Pirates Cove 1st Addition for John Gullickson at West Branch Road and North Arm Drive, subject to the combination of Lots 4 F S. Block 1 until connected to public sewer, and the combination of Lots 1 & 99 Block 2, be approved. Motion, Ayes (S) - Nays (0) . Stubbs moved, Searles seconded, that the request of Floyd Arnold for a Building ?ermit at 2930 Casco Point Road, be approved. Motion, Ayes (5) - Nays (0). Searles moved, Franzel seconded, that the request of Charles Peahl for a Building Permit at 1400 Cherry Place be referred to the Planning Commission for review and recommendation. Peterson for David Hill be referred to the Planning Commission for review and recommendation. Motion, Ayes (4) - Nays (1). Stubbs voting Nay. • • Butterfield moved, Searles seconded, that CONTRACTOR=S ESTIMATE • the G. L. Contractor's Estimate #21 67LS -1 & 67LW -11 be paid. Motion, Ayes (5) - • Nays (0). • Franzel moved, Searles seconded, that RESOLUTION #221 • Resolution #221, A Resolution Amending #220 Approving Issuance Of Cigarette • Licenses For 19689 be adopted. Motion, Ayes (5) - Nays (0). • Searles moved, Butterfield seconded, that RESOLUTION #222 • Resolution #222, A Resolution Amending Assessments For Sanitary Sewer Improvement • 1965LS -1, be adopted. Motion, Ayes (5) - • Nays (0). • Franzel moved, Searles seconded, that RESOLUTION #223 • Resolution #223, A Resolution Providing For The Collection Of Dilapidated Building Removal, be adopted. Motion, Ayes (5) - Nays (0). Butterfield moved, Franzel seconded, that PROGRAM • a personal property management program be approved. Motion, Ayes (5) - Nays (0). • • Searles moved, Stubbs seconded, that the TRADE LICENSE following Trade Licenses, be approved, and • that all Plumbing License fees be waived or refunded for 1968: Motion, Ayes (5) - • Nays (0). • Boedeker Plumbing Co. - Plumber • Key Plumbing Co. - Plumber • Stubbs moved, Searles seconded, that the LEASE • lease for the Orono Golf Course House, • be approved. Motion, Ayes (5) - Nays (0). • Butterfield moved, Searles seconded, that FINANCIAL STATEMENT • the Financial Statement of 1967, be accepted and published. Motion, Ayes (5) - Nays (0). • • Council agreed that: • 1) In order to combat the rising crime rate, malicious mischief should be a separate item • on police activity report, a review of crime activity be made to assist in the • assignment and determination of manpower needs, • and qualified outside sources such as the Sheriff's Office, and Crime Bureau be • contacted for assistance. 2) Burt Corwin should be advised of Council agreement in principal with his request in • platting Mooney Lake Road property and that final action will depend on receipt of a • specific platting proposal. 3) At Butterfield's request, it was agreed the Park Commission should review snow - mobile control, promotion of golf leagues, •, school golf, and lake access. Regarding the proposed Butterfield sub- division, Searles asked that the Council apply its standards for dedicated property for private roads in a uniform manner. We • should be especially careful not to grant exceptions to Councilmen or other members of Orono municipal government that we would not and have not granted to others. • • Searles moved, Stubbs seconded, that the ADJOURNMENT Meeting be adjourned at 12:30 A.M. • Motion, Ayes (5) - Nays (0). • • • H.
