Sec. 86-37. - Unlawful acts.
It is unlawful for any person to:
(1) Do any work without first obtaining a required permit from the city authorizing such work.
(2) Do any work beyond or outside the scope of a permit issued by the city.
(3) Do any work prior to obtaining a required inspection and approval from the city, including
failure to request any required inspection.
(4) Fail to comply with the terms or conditions of a permit issued by the city, including failure to
comply with all building or zoning requirements.
(5) Fail to comply with any correction orders lawfully issued by the city when any work done is
found to be in violation of or noncompliance with permit requirements.
(6) Fail to stop or suspend work on any project or portion of a project in accordance with a
lawfully issued stop work order.
(7) Fail to pay any permit fee, inspection fee or reinspection fee.
(8) Fail to comply with the terms and conditions of any building or zoning occupancy certificate.

The City of Orono has received a complaint regarding the work being done to your property at 3424 East Lake
Street. In response, a City of Orono official inspected your property at 6/26/2015 at 10:OOam, which revealed
violations of Orono City Code. A permit is required for any construction or reconstruction of Driveways.
The activity noted above of reconstruction of your driveway is in violation of Article III—Construction,Repair
and Improvements of Public Roadway Surfacing,Sidewalks,Curb&Gutter, Driveway aprons or Curb Cuts,
Code sections 18-77, 18-80 and 18-107.A permit application is required; plans are to be submitted for approval
and inspection. In order to cor�ect the violations please submit a permit application with the necessary plan by
July 17, 2015 so the plan can be reviewed, approved and inspected.
Please be advised,that failure to take action upon this violation is a misdemeanor per Code Sec. 18-106.

What is code enforcement?
The Orono City Council has established goals and expectations for the general health, safety, welfare, and
aesthetic standard of the community.
These expectations are adopted as law in the City Code. Planning, zoning, building staff and police ofFicers
provide enforcement services for violations of the City Code that impact the safety and quality of life of the
community. While code enforcement primarily maintains quality of life standards, it also plays an important
role in the early identification and mitigation of unsafe exterior hazards, public health hazards, and compliance
with humane pet standards.
How is the complaint process initiated?
The code enforcement process is typically initiated in one of several ways: 1) in response to a complaint by an
individual, 2) as a consequence of an action (i.e. an application for a building permit or a zoning variance); or 3)
observation of a code violation by the staff.
Minnesota state law prohibits the release of the identity of individuals who make a complaint. Minn. Stat.§
13.44 states: The identiry of individuols who register complaints with government entities concerning violations
of state or loca/ ordinances concerning the use of rea!property are classified as confidenfia! data, pursuant to
section 13.02,subdivision 3.
Why am I receiving a formal letter and not a courtesy phone calf?

ARTICLE III.-CONSTRUCTION, REPAIR AND IMPROVEMENTS OF PUBLIC ROADWAY SURFACING, SIDEWALKS,
CURB AND GUTTER, DRIVEWAY APRONS OR CURB CUTS
DIVISION 1.-GENERALLY
Sec. 18-107. -Application.
Application for a permit required in this division shall be made on forms approved and provided by the city
and shall sufficiently describe the contemplated improvements, the contemplated date of beginning of work,
and the length of time required to complete the improvement, provided that no permit shall be required for any
such improvement ordered installed by the council. Such application shall also contain information showing the
type of construction, the width and the location of an improvement on the parcel of land, and the lot and block
number or the parcel number and the street and house number and a profile of the proposed improvement, if
necessary, and other such information as may be required by the public services director. The application shall
be filed by the property owners desiring to construct such a driveway approach, driveway turnaround, sidewalk,
curb and gutter, driveway, curb cut, roadway surfacing or private improvements in any road or any property in
the city, or by his duly authorized agent. All such applications shall contain an agreement by the applicant to be
bound by this article.

Sec. 18-80. -Submission of plans to public services director.
All plans submitted to the building inspector for his approval which include or involve a sidewalk, curb and
gutter, driveway, driveway turnaround, driveway approach, curb cuts, roadway surfacing or private
improvement in any road or public property in the city shall be referred by the building inspector to the public
services director for his approval before a building permit shall be issued.

Sec. 18-77. -Inspection.
The city shall inspect such improvements as deemed necessary or advisable. Any work not done according
to the applicable specifications and standards shall be removed and corrected at the expense of the permit
holder. Any work done under this article may be stopped by the city if found to be unsatisfactory or not in
accordance with the speci�cations and standards, but this shall not place a continuing burden upon the city to
inspect or supervise such work.

Sec. 18-106.-Required.
It is a misdemeanor to construct or reconstruct a sidewalk, curb and gutter, driveway, driveway approach,
driveway turnaround, curb cut, roadway surfacing or any other private improvement in any road or other
property in the city without a permit in writing from the city.
