Gappa Engineer's Report Title Director of Public Services Item Description: Assessment Hearing for East Long Lake Sanitary Sewer Project Assessment Hearing The assessment hearing is the next step in the approval process. A pressure sewer system will be installed which means all of the property owners will be responsible for the purchase, installation and maintenance of their own residential grinder pump station. The proposed project assessment is $12,700 for installation of sewer to the property line for each parcel in the project. This is the maximum amount that can be assessed. The property owners may also choose to add a $5,000 allowance to their assessment for the purchase and installation of their grinder pump station. For this option, the City will issue a $5,000 chcck to the property owner then include this amount in their assessment. The total assessment, with the grinder pump allowance, would be $17,700. Assessment Appeals In order to be eligible to file an assesscnent appeal, the property owner must subrnit a written objection to the assessment either before, or at, the assessment hearing. Submission of a written objection to the assessment allows the property owner to file a formal assessment appeal within 30 days of the assessment hearing. Exclusion from Project City policy allows for property owners with conforming septic systems to request "exclusion" from the project assessment. Continued use of the septic system is allowed as long as the system remains conforming to the septic regulations. In the event the system becomes nonconforming to any future septic regulations, connection to the sewer will be required at that time. Major repairs or enlargement of the septic system are not allowed and will require connection to sewer. Payment of a connection fee is required before connection to the sewer can be completed. This connection fee will be the $12,700 project assessment plus annual cost of living increases. This connection fee is adjusted annually in the City's fee schedule. � � . The proposed assessment is based on the project cost divided by eleven units. Only seven units will be included in the project assessment. Tfiree properties have new conforming septic systems, and the owners have requested exclusion. The remaining unit, not assessed, is the Summit Beach Park property. The following property owners have requested, and qualify, for exclusion from the project. These parcels were not included in the assessment ro(l. Bruce Dayton, 965 and 990 Old Long Lake Road Maury Taylor, 550 East Long Lake Road Award of Contract The bid opening for this project was held on June 6th. Four bids were received for this project. The Fox Ridge and East Long Lake projects were bid together. The lowest responsible bidder was MinnComm Utility Construction Company, Mora Minnesota with a bid of$90,760 for the east Long Lake portion of the project. A bid tabulation and letter of recommendation, from the City Engineer, for a contract award to MinnComm Utility Construction Company is attached. After construction is complete, and final costs are known the actual assessment can still be adjusted downward, in a revised assessment c-oll, before submission to Hennepin County in December. This assessment roll lists an 8°lo interest rate, past practice has been to lower the interest rate dependant on the interest ratc received on the project bonds. Eight percent is the maximum interest rate that can be charged. Ttle actual interest rate on recently completed projects has been 6.25%. Unless a large number of assessment appeal notices are received, we are recommending Council approval of the attached resolutions to adopt the assessment roll and award the contract for this project to MinnComm Utility Construction Company in the amount of$90,760 for the East Long Lake portion of the project. This MUSA expansion area included ten existing neighborhoods with smaller lot sizes in which the continued use of septic systems could be problematic. Sanitary sewer has already been installed in seven of these neighborhoods with two additional proj ects planned for next summer. We would like to begin the process for a possible sanitary sewer proj ect to serve the East Long Lake neighborhood. This would be an assessment project with the benefitting property owners being assessed the project costs. A preliminary cost estimate has been completed for this project. The study lists two possible options for the provision of sanitary sewer. One option is for gravity sewer with a City owned lift station. This is the more expensive option because of the need for deeper 8" gravity lines and the need for complete reconstruction ofthe street. The estimated cost for the gravity sewer option is$31,000 per unit for ten residential units and one unit for the city park. A service stub would be provided out to the property line and the property owners are then responsible for their own connection to the stub at the property line. The other option is for a pressure sewer system in which a small diameter forcemain would be installed in the street. The property owners are then responsible for the purchase, installation, operation,and maintenance of their own residential grinder pump station to pump into the forcemain. A City owned lift station is not required for this option. This option is less expensive because a smaller diameter forcemain can be installed at a shallower depth and complete street reconstruction is not required. The estimated cost for this option is $13,700 per unit. The property owners would then be provided a check for $4,500 for the purchase and installation of their grinder pump station. This would allo��for payment of the grinder station cost over time. The total assessment with this option would be $18,200. The next step in the planning process is to determining the level of neighborhood interest in this project. We would like to schedule a neighborhood informational meetina at 7:00 p.m. Wednesday, December 1 1999 at the Orono Citv Council Chambers for this project. If there is sufficient interest in the project, the next step after the neighborhood informational meeting is to schedule a public hearing at a City Council meeting.
