Please see the attached comments from our City engineer. From my reading it appears that the walls meet industry
standards, are designed by an engineer, the design is OK, but the designing engineer should verify soil assumptions with
a site visit during construction.
Please have your engineer submit a statement verifying actual soil conditions during construction.

We have reviewed the plans for grading activities and retaining walls at 550 East Long Lake
Road. The plans are dated 8-23-10. We have the following comments with regards to
engineering matters:
• The grading plans appear acceptable from an engineering standpoint.
• Please see the attached memo regarding the retaining wall design from Gary Morien
dated 9-7-10.
. This project will disturb more than 100 CY of material. Sediment and erosion control
information meeting the requirements of Orono's City Code 79-7(c)(2) must be
submitted. The minimum $2000 sediment and erosion control financial security should
be required of the owner for this permit.

Review Summary:
Calculations for the wall have not been provided. A global/slope stability review has
not been provided. The Engineer of Record shall review actual site conditions and
judge whether or not global stability analysis is required. Owner/Contractor shall be
aware of and follow the suggested quality assurance provisions noted on the
Engineers plan.
Site drawings showing the wall layout relative to boundaries, buildings and other site
features were provided. Wall layout, notes and details of construction were submitted.
Letterhead that appears on the plans indicates the design was prepared by a
professional engineering company and content is judged to meet industry standards
for this type of work. Review plans provided were signed by licensed professional
engineer.
Detailed Review:
At your request, we reviewed of the retaining wall submittal for the above referenced

These are privately owned retaining walls that will be installed at the Netjes
Residence. Review notes include:
• Plans were prepared by an Engineering Consultant and plan content appears
appropriate to direct retaining wall construction.
• Plans contain"Suggested Quality Assurance Provisions". We recommend the
Owner and Contractor abides by these provisions to confirm actual site
conditions and assure satisfactory wall performance.
• A geotechnical report and recommendations were not provided. The retaining
wall engineer assumes soil properties for the retained/foundation soil and

• This review also includes a check for conformance to the Minnesota State
Building Code requirements for minimum factors of safety for structure
overturning and sliding. Plans do not specifically indicate safety factors and
code compliance and calculations were not provided. Plans are sealed by PE.
