HomeMy WebLinkAbout05-14-2001 Board of Review Reconvened Minutesq :. % • 0 40 ORONO BOARD OF REVIEW RECONVENED MONDAY, MAY 14, 2001 ROLL The Orono Board of Review met on the above - mentioned date with the following members present: Acting Mayor Bob Sansevere, Council Members Jim White and Jay Nygard. Representing staff were City Administrator Ron Moorse, City Attorney Tom Barrett, Hennepin County Appraiser Kim Jensen, Hennepin County Appraiser Kevin Wynn and Recorder Alissa Winternheimer. Flint were absent. Mayor Barbara Peterson and Council Member Richard Acting Mayor Sansevere called the meeting to order at 6:30 p.m. APPROVAL OF MINUTES 'White moved, and Nygard seconded, to approve the Minutes of the Orono Board of Review Meeting on April 25, 2001. Vote: Ayes 3, Nays 0. COUNCIL ACTION ON ASSESSOR'S RECOMMENDATION - 7. Jim Rivers, 1440 Shoreline Drive, 11- 117 -23 -22 -0004, -0005, -0006, -0007, -0010 Jensen stated that Chris Bennett, who made the assessment, had revalued the properties and made the following recommendations to change his original 2001 EMV: 11- 117 -23 -22 -0004 $214,000 reduce to $164,000 11- 117 -23 -22 -0005 $275,000 reduce to $235,000 11- 117 -23 -22 -0006 $290,000 reduce to $225,000 11- 117 -23 -22 -0007 $474,000 reduce to $375,000 11- 117 -23 -22 -0010 $1,000 no change $1,000 Bennett stated that substantial increases were made to marina assessments throughout the lake, ranging from 15% to 103 %, mainly because of the sale of the Lakeside Marina, which sold for just under $30,000 per slip. Most marinas were assessed at about $10,000 per slip. He recommended reducing the assessment because he had slightly overestimated the slip size and value of one house on the property. Bennett stated he reduced the assessment in an effort to be conservative because he only had the one recent marina sale on which to base marina value. Rivers argued that the land is being maximized by its current usage, because of the zoning, which is different on either side of Shoreline Drive, he stated that Hennepin County does not understand the zoning of the property and the resulting restrictions on its use. He had spoken to John Schmidt of Sheenahan Company and Mr. Baker, a business valuation consultant, and was informed that the Hennepin County appraisal was too high; they recommended a value of $580,000. He did not, however, have an official independent appraisal for the Council to review. Rivers also argued that a price per slip was unfair because different size slips rent for different amounts. Bennett stated that just because the houses were not rentable, does not make them worthless. He stated that he assessed the property based on its current use and not on potential future uses. He also stated that Windward's income did support a value of $1.25 million. Moorse stated that even if the sale of Lakeside Marina was an aberration, Lakeside was appraised at $2.5 million and Windward at $1 million. Jensen stated that Mr. Rivers could appeal at the Hennepin County Board of Equalization and could present a new appraisal then. Acting Mayor Sansevere stated that in the absence of contrary information, Council was • forced to act on the Assessor's appraisal. Sansevere moved, and White seconded that the Windward Marina (#11- 117- 23 -22- 0004, -0005, -0006, -0007, -0010) assessment should be reduced from the original 2001 EMV of $1,254,000 to the recommended 2001 EMV of $1,000,000. Vote: Ayes 3, Nays 0. 16. David and Sherokee Ilse, 3630 Eileen Street, 05- 117 -23 -21 -0013 Jensen stated that Kevin Wynn appraised the property and found that no changes are recommended. Mr. Ilse stated they were shocked that a 23- year -old home increased in value 25% in one year. The Ilse's felt that the other homes listed as similar to theirs were not actually similar. Mrs. Ilse stated that they have not remodeled their home. The average increase in the City was 16 %. She stated that they have not yet had realtors appraise the property, but intend to do so. Wynn stated that the value of the house increased from $186,500 to $205,000, which was a fair increase. The main increase in the property value was in the land. White stated that he did not feel the increase was fair. Mr. Isle stated $325,000 • 2 • - A 0 ORONO BOARD OF REVIEW RECONVENED MONDAY, MAY 14, 2001 16. David and Sherokee Ilse, 3630 Eileen Street, 05- 117 -23 -21 -0013— Continued would be a fair market value. Jensen stated that half of the properties in the City have increased 20 — 30 %. She stated that the Ilse's average market value increase per year since 1989 was only 4% over the sale price. Nygard moved, and Sansevere seconded, that the David and Sherokee Ilse property (05- 117 -23 -21 -0013) assessment should remain at $381,000. Vote: Ayes 2, Nays 1 (White). Nygard moved, and Sansevere seconded, to accept the Assessor's recommendations regarding the 2001 Estimated Market Values on the remainder of properties that were before the Board.
