RESOLUTION OF RECOGNITION
- CHIEF MELVIN RILBO
WHEREAS, Melvin Kilbo is Chief of the Orono Police Department; and
WHEREAS, Chief Kilbo concerned with the drug problem in Orono,
Spring Park, Long Lake and Minnetonka Beach felt the most appropriate role
for the local police department to deal with drugs was development of a
, program focused on users anc3 street level dealers; and
WHEREAS, Chief Kilbo worked to develop in conjunction with the
four City Attorneys a revised ordinance which dec lared trace amounts to be
a misdemeanor making it easier to prosecute; and
WHEREAS, Chief Kilbo appropriately trained and motivated Patrol
Officers in the enforcement of these ordinances; and
WHEREAS, information developed by Patrol Officers on the street
was beneficial in the execution of search warrants and arrests ; and
�`• WHEREAS, Chief Kilbo actively promoted his department's efforts
with the School Districts to improve the information exchange between the
Police Department and Schools as it• relates to alcohol and drug usage; and
WHEREAS, this recognition has been done at the request of the
Officers of his department, many of whom he has recognized for their
efforts in this program.
NOW, THEREFOI2E BE IT RESOLVED, that the City Council of the City
of Orono together with the members of Chief Kilbo's department would like
to have this resolution for outstanding service presented to Chief Kilbo
for recognition of his excellent work, not only in development and
execution of this program but also for his many years as Police Chief. "
Adopted by the City Council of the City of Orono, Minne"sota at a
regular meeting held April 25, 1988. , �
