RESOLUTION OF RECOGNITION
. OFFICER IRVING 07CHIP" ENGLISH ,
WHEREAS, the City �of Orono is a municipal corporation
organizec] and existing under the laws of the State of Minnesota,
and
WHER$AS, the City of Orono does take the opportunity to
recognize its outstanding employees , and
WHEREAS , the Orono Police Department in March , 1987
changed its policy toward drug enforcement to focus on the
ultimate user and the street level dealer, using only uniformed
personnel; and
WHEREAS, Officer Irving "Chip" English made a routine
traffic stop, being alert for marijuana and paraphernalia and
• made an arrest for a small amount of marijuana. He talked to the
suspect and was able to convince the suspect to make a controlled
buy from his supplier . This informant made a number of
significant purchases for the Department. Officer English
developed a great number of misdemeanor cases, becoming a model
for other officers to follow. He participated in many search
. warrants and surveillances in which informants were wearing body
microphones so that the Departinent could document the purchases.
NOW, THLREFORE BE IT RESOI,VED, Officer Irving English be
recognized for his attention to duty, his knowledge of narcotics
procedure , and service to the City.
Adopted by the Orono City Council on this 14th day of
December, 1987.
