Legal description: Section 4, Township 117N, Range 23W. The boundary&type approval was requested April 18th, 2016. A wetland delineation was conducted by Midwest Natural Resources, Inc. on April 6t", 2016. A complete delineation report and WCA application were submitted to MCWD on May 9'n 2016. Two wetlands were identified on the property. Wetland A was identified as a mixed Type 2/Type 3 Fresh Wet Meadow/Shallow Marsh wetland. Wetland B was classified as a Type 2, Fresh Wet Meadow wetland. MCWD reviewed the boundaries in the field on May 20th, 2016. MCWD was in agreement with the wetland boundaries and types identified on site. MCWD approves the wetland boundaries and types as delineated in the field and documented in the delineation report. This decision is valid for five years. A future project located on this property may require a permit from the MCWD. In addition to any conditions specified by the LGU, the approval of a Wetland Replacement Plan is conditional upon the following: ❑ Financial Assurance: For project-specific replacement that is not in-advance,a financial assurance specified by the LGU must be submitted to the LGU in accordance with MN Rule 8420.0522, Subp. 9 (List amount and type in LGU Findings). ❑ Deed Recording: For project-specific replacement,evidence must be provided to the LGU that the BWSR "Declaration of Restrictions and Covenants" and "Consent to Replacement Wetland" forms have been filed with the county recorder's office in which the replacement wetland is located. ❑ Credit Withdrawal: For replacement consisting of wetland bank credits,confirmation that BWSR has withdrawn the credits from the state wetland bank as specified in the approved replacement plan. Wetlands may not be impacted until all applicable conditions have been met! LGU Authorized Si nature: Signing and mailing of this completed form to the appropriate recipients in accordance with 8420.0255, Subp. 5 provides notice that a decision was made by the LGU under the Wetland Conservation Act as specified above. INTRODUCTION Midwest Natural Resources, Inc. (MNR) was contracted by Natalie Williams to provide wetland delineation services for a property located at 2815 Deer Run Trail in Orono, Hennepin County. Minnesota (Figure 1). On April 6t�, 2016, MNR conducted a routine wetland delineation within the subject property to determine current wetland boundaries. In all,MNR delineated two wetlands within the property boundary. IL OBJECTIVE To determine and delineate the current wetland boundaries located within the 3.1 acre property boundary. This information will be used in planning for a proposed swimming pool project. III. METHODS Prior to conducting the fieldwork, existing data were reviewed. These data include the U.S. Fish and Wildlife Service National Wetlands Inventory and the MN DNR National Wetlands Inventory Update June,2013 (Figure 2),the U.S.Department of Agriculture digital Soil Survey of Hennepin County (Figure 3), and the Minnesota Department of Natural Resources Public Waters Inventory (PWI) (Figure 4). Delineation efforts were based on the Routine "Onsite" Determination Method contained in the U.S. Army Corps of Engineers Midwest Regional Supplement to the 1987 Wetlands Delineation Manual Technical Report Y-87 1. According to this methodology, wetland boundaries are determined based on the evaluation of the three parameters (hydric soil, hydrophytic vegetation, and wetland hydrology) required for an area to be defined as a wetland. The wetland boundary for each wetland on-site was identified as the upper-most extent of each area that met the criteria required to be defined as a wetland: hydric soils, hydrophytic vegetation, and wetland hydrology. Wetlands A and B's delineated boundaries were marked with pink pin flags with representative letters and numbers A 1 to A27 and B 1 to B 12 (Figure 5). One transect was established for each Wetland A and B where the wetland/upland transition occurs. At the wetland transects the vegetation, soils, and hydrology was investigated at two positions in the landscape, one within the wetland and one in the upland. Vegetation, soils, and hydrology was then documented along the transect following the aforementioned delineation protocols. Soils were characterized based on soil matrix/mottle colors and texture, as well as the presence/absence of hydric soil indicators. The dominant vascular plant species were identified and the cover was estimated visually. The indicator status of tl�e dominant plant species was taken from the State of Minr�esota 2014 Wetla�d Planl List (U.S. Army Corps of Engineers, Cold Regions Research and Engineering Laboratory, 2014). Hydrologic indicators (i.e. presence/absence of inundated and/or saturated soils, drift lines, drainage patterns, water marks, etc.)were evaluated to determine wetland hydrology. Finally,the wetlands at both transect sample points were classified based on the Circular 39 and Cowardin wetland descriptions. May 2,2016 N. RESULTS The land located within the subject property is comprised of a single-family home with yard, altered/non-native grassland,box elder woodland and two wetlands. In all,two wetland boundaries were delineated and located within the 3.1 acre property. Of the delineated wetland areas located within the property. Wetland A would be classified as part palustrine emergent wetland with a saturated water regime (PEMB; Circular 39 Type 2; Fresh Wet Meadow) and part palustrine emergent wetland with a seasonally flooded water regime (PEMC; Circular Type 3; Shallow Marsh). Wetland B would be classified as a palustrine emergent wetland with a saturated water regime (PEMB; Circular 39 Type 2; Fresh Wet Meadow). Both wetlands were delineated using methods and criteria that follow the U.S. Arnly Corps of Engineers Wetlands Delineation Manual (1987)and the Regional Supplement to the COE Wetland Delineation Manual: Midwest Region. The boundaries of Wetland A and B were flagged and located by MNR and also located by Acre Land Surveying. Recent Climatic Conditions for the Williams Property 1) Precipitation Data from Gridded Database Sou�•ce: Minnesola Clirr�alology Working Group Precipitation data for the target wetland location: Hennepin County, Orono, Sec. 4, Twp. 1 17 N., Range 23 W. Since the delineation of the Williams property was conducted on April 6r" of 2016 daily precipitation data from the months of January, February and March were reviewed from the Long Lake 0.2 WSW (MNHN0006-station identifier) weather station. Annual precipitation data for the three months prior to April was obtained from the Minnesota Climatology Working Group from 1996-2015/6 for the area of Hennepin County (Orono) where the nearest precipitation data was collected for the past 20 years. Last 20 Years: 1996-2015/6 the average precipitation for Hennepin County, Orono for the month of January= 0.84", February= 0.87" and March = l.57". Last Five Years-January: From 2012-2016 the average precipitation was 0.61" and was within the 30`�' and 70`� percentile. Last Five Years-February: From 2011-2015 the average precipitation was 120"and was within the 30r� and 70��percentile. Last Five Years-March: From 20l 1-2015 the average precipitation was 1.10"and was within the lowest 30`"percentile. Recent 2016: During January of 2016. 0.35" (4.8" of snow) of precipitation was recorded at the Long Lake 0.2 WSW weather station in Hennepin County which is located approximately 5 miles north and east from the Williams property. In February 0.57" (11.3'' of snow) of precipitation was recorded and in March 0.0" (0.0" of snow)was recorded. In the first six days of April 2016 0.88" (1.0" of snow) of precipitation was recorded at this weather station. From 2011-2015, two of five years were in the highest 30t� percentile and three years in the 30t� to 70`� percentile. Average calendar year (ANN) precipitation (30.32") was within the 30`� to 70`" percentile over from 1996-2015. From 2011-2015,three of five years have experienced calendar year precipitation amounts that are in the highest 30t� percentile. Average water year (WAT) precipitation (30.30")was within the 30`�to 70`"percentile over from 1996-2015. From 2011-2015 four of five years of water year precipitation was within the 30`h to 70`�' percentile and one year was within the highest 30t" percentile with 2014 having the highest water year precipitation recorded from ]996-2015. The following table lists the recorded precipitation data for the months of January, February and March(the three months prior to when site visit took place),warm season,calendar year and water year amounts from the last 20 years of available recorded data (1996 to 2015/6). Wetland A Wetland A is located in the north and central part of the property where it is borders a maintained yard to the west and an altered/non-native grassland to the east. This wetland is within a low sloping depressional area starting from just south of a culvert at Deer Run Trail where the wetland flows downhill in elevation to a storm water pond that is dominated by cattail with open water. This stor�n water pond has a control structure along its southern side where it overflows to the south into Wetland B. There is a constructed upland berm located between the southern end of Wetland A and the northern side of Wetland B. The majority of this wetland is dominated by reed canarygrass with little else except for cattail where open water persists in the storm water basin. The DNR updated National Wetlands Inventory (June, 2013) Map indicates a palustrine emergent wetland complex with a temporarily flooded to seasonally flooded water regime (PEMA/C; Circular 39 Type 1/3; Seasonally Flooded Basin and Shallow Marsh) as being located where Wetland A was delineated. Results from the delineation would classify Wetland A as part palustrine emergent wetland with a saturated water regime(PEMB; Circular 39 Type 2; Fresh Wet Meadow) and part palustrine emergent wetland with a seasonally flooded water regime (PEMC; Circular 39 Type 3; Shallow Marsh). Wetland plant species documented at the wetland sample point for Wetland A include just reed canarygrass (Phalaris arundinacea). Soils data collected at the wetland sample plot for Wetland A consisted of lOYR 2/l silty clay loam from 0-18" and lOYR 4/2 silty clay loam with 2.SYR 4/6 redox concentrations in the matrix from 19-24". Soils encountered in the upland sample plot for of Wetland A consists of 1 OYR 2/1 silt loam from 0-32"and 1 OYR 4/3 clay loam with some gravel from 33-36". Wetland hydrology indicators that were determined for Wetland A include one primary and two secondary indicators: saturation (A3), geomorphic position (D2) and FAC-neutral test(DS). Soils were saturated at a depth of 12" and water in the pit was at a depth of 17' from the soil surface. Wetland B Wetland B is located in the southern part of the property where it continues off-site to the east and west. This wetland is within a low depressional area with a culvert at its southern end where water flows off-site to the south under the Luce Line trail into another wetland. SUMMARY On April 6`�', 2016, MNR conducted a routine wetland delineation within the Williams property, a 3.1 acre property that is located at 2815 Deer Run Trail in Orono, Hennepin County, Minnesota. During the on-site survey for wetlands, MNR delineated the boundary of two wetlands (Wetland A and Wetland B). Wetland A is located entirely on the subject property and Wetland B continues off-site to both the east and west but the majority of Wetland B is located within the property boundary. There is a culvert at the head of Wetland A that contributes to the wetland's hydrology. Wetland B has a culvert along its south side where water flows off-site to the south. The DNR updated National Wetlands Inventory (June, 2013) indicates a wetland complex that includes part Type 1 freshwater emergent wetland and part Type 3 freshwater emergent wetland where Wetlands A and B were delineated. Results from the delineation would classify Wetland A as being a part palustrine emergent wetland with a saturated water regime (PEMB; Circular 39 Type 2;Fresh Wet Meadow)and part palustrine emergent wetland with a seasonally flooded water regime(PEMC; Circular Type 3; Shallow Marsh).The area of Wetland A that is Type 3 is a created storm water pond with control structures. Wetland B would be classified as a palustrine emergent wetland with a saturated water regime (PEMB; Circular 39 Type 2; Fresh Wet Meadow). The MnDNR PWI Map indicates there are no public waters located within the subject property but several located to the west, south and east approximately 0.5 miles away and include: Lake Minnetonka (27-133 P), unnamed (27-863 W), French Marsh (27-140 P) and unnamed (27-862 W). Two delineated wetland boundaries were located within the subject property and were delineated using methods and criteria that follow the U.S. Army Corps of Engineers (COE) Wetlands Delineation Manual (1987) and the Regional Supplement to the COE Wetland Delineation Manual: Midwest Region.
