The Orono City Council met on the above-mentioned date with the following members present: Mayor
James White, Council Members Jim Murphy, Lili McMillan, Cynthia Bremer, and Doug Franchot.
Representing Staff were City Administrator Jessica Loftus, City Clerk Lin Vee, Assistant City
Administrator of Long-Term Strategic Planning Mike Gaffron, Planning and Zoning Coordinator Melanie
Curtis, Planner Evelyn Turner, City Engineer Tom Kellogg, and Recorder Jackie Young.
Mayor James White called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance.
CONSENT AGENDA
Item No. 6 was removed from the Regular Agenda and Item No. 16 was added to the Regular Agenda.
Item Nos. 5, 7 through 15, and 17 were added to the Consent Agenda.
Murphy moved, Bremer seconded, to approve the changes to the Regular Council Agenda and to

PRESENTATION
4. INFRASEEK SOFTWARE DEMONSTRATION – BONESTROO
Hart Gilchrist, Bonestroo, addressed the City Council on the development of the Infraseek program,
which is an online, GIS-based web mapping application. Gilchrist gave a live demonstration of the
application development.
Gilchrist indicated the application is a map based information retrieval system and is somewhat similar to
Google Maps. Infraseek is different from Google Maps in the sense that you have different layers that
can be turned on to highlight different sections of the City. One module of the application contains parcel
information, which is intended to show specific parcels, information regarding the owner of the property,

tax payer information, and general information about the property. Gilchrist noted they obtain the
information from Hennepin County.
White asked whether bordering parcels in adjacent cities can be highlighted.
Gilchrist stated that they are able to highlight some of the bordering parcels based on the information
obtained from Hennepin County, but that a data agreement needs to be entered into between the
neighboring cities in order to obtain additional information on specific parcels in another community.
Gilchrist indicated there are databases behind the maps. The databases allow Staff to store information
and search for information. Staff will be able to type in a name and it will list all of the individuals with
that name throughout the city. Another feature in the parcel module is that it links directly into Google
Maps. Since it is a web-based operation, other information can be added.
Another module of the application focuses on infrastructure information and depicts all the various
utilities maintained by the City. A third module contains the as-built plans for the City as well as maps
for the infrastructure of the City. Gilchrist noted this information can be updated on a periodic basis.
Kellogg noted this information can be accessed on a laptop out in the field by the Public Works
Department.
Gilchrist commented a potential future addition to the application would be the various easements
throughout the City. Information on the storm sewer system is also a future potential add on. A module
will also be added in the near future to allow access to information contained on permits issued by the
City.
Murphy asked who would update the information and how often that would occur.
Gilchrist stated the parcels would be updated quarterly and that the other modules will likely be updated
monthly. City Staff will be updating the property information. The utility information will be updated on
a yearly basis.
Murphy asked if, once construction season starts, when a permit is granted, whether that information will
be added.
Curtis stated Staff will have access to that with this system.
The City Council took no formal action on this item.

PUBLIC COMMENTS
Sean Foy, 3345 Crystal Bay Road, stated he has resided on this property for approximately one year and
that he has noticed there is a problem with through traffic utilizing Crystal Bay Road to access the
Lafayette Club and people traveling to County Road 19. As a result of that, there is an immense amount
of traffic on a very narrow road that also has some on-street parking. The houses are close to the road.
Foy stated he would like the City to do something about the speed and the traffic and that he would ask
the City Council to vacate the right-of-way on that road and allow it to be turned into a private road,
which would allow the residents to create an association and maintain it.
Foy indicated he has spoken to the majority of the residents who live on the street and there is
overwhelming support to do something to address the problem. Another option would be to construct
speed bumps. Foy commented that the traffic is basically in their front yards given the close proximity of
the houses to the streets and that one of the residents recently has sold their residence due to the traffic
issues.
White recommended Staff take this issue under advisement and create a list of options to address this
situation.
Theresa Hofer, 3339 Crystal Bay Road, indicated she has resided in this area for 14 years and that the
street was designed back in the early 1900s and the homes were cabins. The street currently is not
designed for the amount of traffic that it is presently experiencing. In addition, the street divides the lots
somewhat in half and that the street is included in their hardcover calculations. Some of the houses are
located 15 feet from the street. The amount of traffic poses a safety risk for the young children and
animals in the neighborhood.
McMillan asked if the street is busier at different times of the year than others.
Foy stated summertime is the busiest, with a large number of people traveling to the LaFayette Club.
Hofer indicated the majority of the traffic on the street is from people who do not reside in the area.
Foy commented it would also be nice to have a traffic count study conducted.
Gaffron stated it technically is a prescriptive right-of-way that the City has maintained for a number of
decades even though it does not show up on the plat maps. Gaffron noted it has been the City’s practice
to discount the area of the pavement from the hardcover calculations and lot area.
Franchot noted that Google does not show it as a connector street between Northview and Crystal Bay
and that perhaps the answer would be to eliminate that connector street.
Foy indicated that Hennepin County shows it as an old county road.
Gaffron stated a cul-de-sac would have to be constructed is it were no longer a connector street.

Variances to the Orono, Minnesota, City Code Sections 78-330 and 78-1288, for the Property
Located at 3200 North Shore Drive. VOTE: Ayes 5, Nays 0.

Murphy moved, Bremer seconded, to remove this item from tonight’s agenda. VOTE: Aye 5, Nays

MAYOR/COUNCIL REPORT
Franchot stated to his knowledge the LMCC had a fairly successful work session on Saturday. The
preliminary conclusion was that funding a large scale study is not realistic given the fact that the cities
would need to fund it and that a more logical approach would be to do a limited market analysis to
determine the demand and need for an upgraded system.
Franchot noted he has been elected vice chair of the LMCC.
McMillan noted she attended the Native Lakeshore Workshop organized by the City where there were
approximately ten people in attendance. A meeting was also held with Lin Vee, Rachel Dodge, herself,
and two hauler representatives regarding the organic survey results. Out of the 200 responses that were
received, approximately 50 percent were currently participating in the organics recycling program or
indicated a desire to do so. McMillan noted the City did receive some grant money for this program that
will go through the end of next year.
Murphy noted Friday and Saturday, June 19th and 20th, have been designated Big Island weekend. Tour
guides will be available to show the island to the visitors. New maps have been printed and this year’s
schedule is on the website. Murphy commented that this is a great partnership between the Minnetonka
Watershed District, the Minnehaha, and the City.
CITY ENGINEER’S REPORT
Kellogg noted the City of Orono is an MS-4 community, which means that the City is obligated to obtain
an MS-4 permit that is regulated through the MPCA. The permit is redone every five years and in 2011
the City will need to go through the repermitting process. One rule that will be implemented in the near
future will be to require mapping of all storm sewers and other storm drainage infrastructure. June 1,
2011, is the deadline for the mapping to be completed.
Kellogg noted the City’s street CIP will be ready for review at the next city council meeting. Weather has
hindered work on Casco Point and there are approximately three days of paving remaining on the project.

Murphy moved, Bremer seconded, to accept the quotation in the amount of $25,882.50 from
Quality Flow Systems, Inc., of New Prague, Minnesota, and to accept the quotation in the amount
of $5,385.00 from Electric Resource Contractors of Minneapolis, Minnesota, for upgrade to
Grinder Station 31 (994 North Arm Drive). VOTE: Ayes 5, Nays 0.
CITY ADMINISTRATOR’S REPORT
*8. DISPOSAL OF POLICE DEPARTMENT SQUAD CAR
Murphy moved, Bremer seconded, to authorize the sale of a 2007 Ford Crown Victoria VIN
#2FAHP71W27X133984, and a 2001 Ford Expedition VIN#1FMRU16W81LA98896 with a
minimum bid of $4000.00 each through a sealed bid process. If minimum bid is not reached,
vehicles will be auctioned through Minneapolis Auto Auction or other similar public auction.

*9. RQUEST AUTHORIZATION TO IMPLEMENT SAFE & SOBER PROGRAM –
RESOLUTION NO. 5939

Murphy moved, Bremer seconded, to adopt RESOLUTION NO. 5939, a Resolution Authorizing

*10. AUTHORIZATION FOR DISPOSAL OF WEAPON
Murphy moved, Bremer seconded, to authorize Striecher’s to purchase weapons from the Orono
Police Department and to authorize Orono Public Works to destroy handgun/long guns. VOTE:

*11. APPOINT ELCTION JUDGES – RESOLUTION NO. 5940
Murphy moved, Bremer seconded, to adopt RESOLUTION NO. 5940, a Resolution Appointing
Election Judges for the Primary election to be held August 10, 2010. The appointed election judges
shall be paid $8.50 per hour, and head election judges shall be paid $9.00 per hour, plus shall be
compensated for mileage to pick up election supplies or to deliver election returns at a rate allowed
by the IRS (currently $.50 per mile). VOTE: Ayes 5, Nays 0.
*12. APPOINT ABSENTEE BALLOT BOARD – RESOLUTION NO. 5941

1. Photo Contest Judging
Council selected winning entries for the 4th annual Essence of Orono photography contest.
2. Response to Long Lake RFP for Police Service
Council reviewed the “Police Services Proposal for the City of Long Lake” prepared by Chief Farniok. The
proposal will be submitted to the City of Long Lake by Friday, June 18. Long Lake’s review process includes an
interview which will provide an opportunity for Orono to elaborate on details of the proposal.
3. Geothermal Feasibility Study Report
Hollis Linehan, MEP Associates, and Jim Cusak, UMR Geothermal, presented the findings of the feasibility
study for replacing the current HVAC system with a more energy efficient geothermal system at City Hall, the
Council Chambers and Police Department. While the study suggests the financial payback could take up to 30
years, a full schematic design would likely reduce the costs. Understanding the city’s goals and sustainability
of the building will influence the type of replacement HVAC system. Council found the results of the study to
be very informative and will continue to discuss options for updating the HVAC system.
4. Minnetonka Beach Building Inspections
Council discussed the request from Minnetonka Beach to provide additional zoning inspections as part of the
current inspection agreement with Orono. Council directed staff to bring the amended Building Inspections
Agreement, which will include certain types of zoning inspections, to the next Council meeting for formal
approval.
5. Big Island Update
Gaffron provided a summary of management activities related to Big Island Park that will be used as a basis
for updating the MCWD Board at their June 17th meeting regarding the various decisions and choices that
Orono has made over the past 3-4 years. Discussion included management activities, maintenance
standards, permits, Big Island Institute communication and a draft ordinance. Council advised staff to bring
the draft ordinance regarding regulations applicable to Big Island Nature Park to an upcoming Council meeting
for adoption.
6. North Farm Road Sewer Request
After discussing the North Farm Road neighborhood sewer request, Council suggested staff and the city
engineer hold an informational neighborhood meeting to receive property owner input and determine the
level of interest from the property owners.
