NOTICE OF ZONING VIOLATION

Conditions exist on the indicated property which constitute a violation of the following section(s) of the
Orono Zoning Ordinance:
SECTION 9.50. JUNK CARS, FURNITURE, HOUSEHOLD FURNISHINGS AND
APPLIANCES STORED ON PUBLIC OR PRIVATE PROPERTY.
It is unlawful to park or store any unlicensed, unregistered or inoperable motor vehicle lacking
essential parts,household furnishings or appliances,or parts or components thereof,on any property,
public or private, unless housed within a lawfully erected building. Any violation of this Section
is declared to be a nuisance and upon seven days written notice to the owner, as shown by the
records in the office of the County Auditor, of private premises on which such material is found,the
City may remove the same and certify the cost of such removal as any other special assessment.
For the purpose of this Section, an inoperable motor vehicle shall be defined as lacking, including
but not limited to, parts essential to operation, such parts being wheels, tires, motor, drive train,
battery, or having two or more flat tires, or having the interior, including the driver's position, used
for storage in such a manner that no person can operate the vehicle.
SECTION 9.55. MAINTENANCE OF PRIVATE PROPERTY.
SUBD. 1. It is the duty of the owner of every vacant property and the owner and occupant of every
occupied property to maintain same in a neat, clean and presentable manner free of any junk, debris,
refuse, litter, dead trees, or noxious weeds, and to remove all other public health or safety hazards
therefrom.
✓ SUBD. 2. Grass and Weeds. The owner or occupant of every lot or parcel shall regularly cut or
otherwise maintain all grass and weeds thereon at a height of not more than six (6) inches.
Please take action to comply with the above ordinance requirement(s) by July 7, 1997. A follow-up
inspection will be made at that time to verify compliance. If you have any questions regarding this matter,

I received a call of a checic buni at the� above location. 1 a��-ived and located the fire in the bacicyard. The 3 foot n�etal
fre 1-in�was 5-8 feet from t11e residence and an outdooi-shed. I made contact witl�the owner Teich, who was in and
out of the house brining paper items to put onto tlle fire. I aslced him to put it out foi-safety reasons. I told him the fire
rint�was too close and it needs to be �0 feet away fi-om the structures. He said he had spring fever and will use his fire
pit��hich is farther back away on the property. I asl<ed if he had a water sow-ce and he looked aroui�d. and said "yes".
He pic1ced tilp a plastic bowl which appeared to have been outside the entire winter. It had some water and a big ice
c1�lu71:ii� the bowl. I mentioned a bigger su}�ply of watei-woiild be better. �Ie con�plied and put the fire out. As I
��allced bacl:to my vehicle I was ap}�roael�ed by a male who was ag�-essively wal]ci�1g towal-ds my direetion. I aslced
fl�e male to stop and talce his hand out of his pocl.et He continued to approacl� ag�-essively, and he said I had nothing
to won�y abo�it. I told him a third tiine to stop as I had pulled out tl�e tasei-and he continued to commeni. 1 aslced him
wl�at I could do to assist l�im and he said I had to wait because he had to spealc to another neighbor�.

I said I was leaving and he would need to talk i�ow. And he said all of the Orono officers and city staff know him,
and I said"I do not lrnow you",please stop and take your hands out of your pocket. He was irate Teich's junl:
vehicle was still in the yard. He finally complied and mentioned he was upset with Willie Gibbs because he is never
at work on time and doesn't answer his phone. Mr.Forester had filed a complaii7t in the past with the city and the
City has not helped lum. I asked him wl�at the problem was and he said Teich has a jui�h vehicle in the fiont yard
that is an eyesore. I said I can forward the ulformation to the city about the complaint. He wanted action taken
immediately. I said there is a process. He was not happy and I said 1 would be doing a report.I took a photo of the
sno� covered Mercedes MN plate#MW630. The velucle reeisters to Teicl�and is cui7ent with tabs. The complaint
was tl�e vehicle has flat tu�es. I could not tell due to the snow. Foi-ward to city hall.

Dear Mr. Teich:
I am writing to you in regards to the continuing complaints I receive concerning the
exterior storage of miscellaneous items/junk on the property. I realize that some of what
I request is going to seem minor but realize that the properties on Crystal Place are very
small and exterior storage of"materials" is a constant issue for some neighbors. I noticed
the last time I was out that your side entrance and steps have some items sitting on them
and a pile of brush/branches in the rear yard. Please store or remove these items as
appropriate.
There also appeared to be garbage being burned in the burn barrel. If so please
discontinue this practice. Finally, the white car parked near the property line is causing a
great deal of stress and concern. The city does not have a require setback for the vehicle
but if it could possibly be stored in the driveway proper, it would be much appreciated.
In the future I feel many of these complaint calls and subsequent letters can be avoided if
you are to keep in mind that being a rental property and in such a small neighborhood,
that anything left outside or excess or inoperable vehicles are going to cause neighbors to
complain. I appreciate your cooperation in this matter. Please feel free to call with any

Dear Mr. & Mrs. Radford:
I am writing once again concerning your rental property at 3593 Crystal Place in Orono.
This Office has received a complaint concerning two unlicensed and/or inoperable
vehicles and miscellaneous junk/debris on the property. The complainant also stated that
your renter does not have garbage service and the garbage is stored in the shed on the
property. I have not verified this part of the complaint but the complainant is willing to
take this before the City Council to resolve this matter.
I would like to see this matter resolved without the involvement of the City Council. The
vehicles must be licensed and roadworthy and the junk and household garbage removed
from the property by March 31, 2008. The renter must also provide for garbage service
or have it provided for them.
Staff from this Office will re-inspect the property after March 31, 2008. If the property is
not in compliance by that date further steps will be taken including possible abatement.

I am writing in regards to your property at 3593 Crystal Place in the City of
Orono, tax parcel numberl7-117-23-43-0032. I inspected the property on Au�ust
9, 2005 as a follow-up to a previous complaint. You were notified of a junk car
and debris on the property. You were given until September 30, 2004 to clean up
the property.
The only vehicle on the property at time of inspection was currently licensed but
the property is strewn with debris and garbage. I understand that the property
may be a rental property but as owners you are still legally responsible for what
happens on the premises. The property needs to be cleaned up by September l,
2005 or this matter will be turned over for leQal action.
I would estiinate that a 10 cubic yard dumpster should be sufficient to hold the
debris and �arba�e on the property. If you have any questions concerning this

I am writing as a follow-up to the requested cleanup of your property located at

property September 6, 2005 and noticed considerable progress has been made. I
appreciate the timely response. There are a few things yet that could be disposed
of or stored inside the house or shed.
If the remaining few items could be taken care of and the property stays clean, I

Dear Mr. Radford:
On July 1, 1998 the City notified you that you are in violation of Orono Municipal Code Section
12.05, Subd. 2, which requires exterior work of building projects to be completed in one year. As
of this date, the project remains unfinished. I understand you have had some hardships and health
issues; however, the permit was issued in 1995.
Therefore, the City must impose a deadline of June 28, 1999 for completion of the exterior of the
home. If this deadline is not met, the City will initiate legal action. If you have any questions,

Dear Mr. Radford:
On September l, 1995 this office issued building permit#7288 to you to build a 3-season porch and
remodel the home at 3593 Crystal Place. As of this date the project remains unfinished. Orono
Municipal Code Section 12.05, Subd. 2, requires exterior work to be completed within 12 months
of the start of construction. As of this date the exterior is incomplete.
Therefore the City must require you to complete the exterior, remove all building materials and
maintain a la�vn before July 30, 1998. If this deadline is not met the City will issue citations and
refer the matter to the City Attorney for further legal action. If you have any questions please feel

Report of a construction activity disturbance. RP also said he believed the occupants had no permit. No
answer from RP when I called. On arrival I spoke with Bocharnikov who said he was renting to own this
house. He was tearing out sheetrock and making other improvements along with some friends. He was
within proper construction hours.Bocharnikov did not have a permit.
