I reviewed the as-built survey for the new house at 3443 Crystal Place. The As-built is reflective of what is out there.
The survey does show some additional hardcover by the front door and they should include an updated hardcover
calculation sheet to reflect this.

Good Morning Christine:
I was wondering if I could please speak with you this morning regarding what we must do to satisfy all city
requirements for 3443 Crystal Place.
Unfortunately your last email did not include a grading plan for the property although did include useful
information. I do however have a copy of what I believe to be a Building Permit Survey with revisions last
updated 7/23/12. It is the attached JPEG.
I was hoping I could speak with you so that I fully understand what is necessary to obtain a permanent
Certificate of Occupancy. We in no way want to add to the permit as it currently stands, only verify what it
currently states.
Not being a contractor or builder, the Building Permit Survey seems to indicate the following:
- Driveway
- Retaining wall on west side of house (perhaps 3 feet in height?)
- Retaining wall on east side of the house (perhaps a foot or 2?)
- Retaining wall at south end of the lot (unsure of why or if this is necessary?)
- Perhaps there is a patio or deck at rear of house?
This is all I can make of the survey I have. I'm wondering if it's necessary to do all these items to obtain the
permanent Certificate of Occupancy. Also, I assume if the rest of the yard is covered in sod this will satisfy the
permit requirements, but need to confirm both these questions with you.
I do have 2 other questions regarding the escrow to obtain a TCO when we can speak:
- Must we submit my escrow check prior to closing on the house?
- Is there time limit the work must be completed before potentially losing the escrow?
I would be very gracious if there is any possibility to speak with you as soon as possible. I promise I will not
take much of your time.

The property addressed 3443 Crystal Place is located in the LR-1 C zoning district and is in Tier 3 of the
Stormwater Quality Overlay District which permits up to 35% hardcover. Attached is a copy of the survey
dated July 26, 2012 showing the approved grading plan. The proposed home was constructed at 33.8%
hardcover, see attached hardcover calculation sheet.
A certificate of occupancy will not be issued until all exterior work, grading, landscaping, driveway, etc. are
complete and approved. A temporary certificate of occupancy (TCO) can be issued; a TCO requires a $10,000
escrow which the City holds until all exterior work on the property is complete, an as-built survey and
hardcover calculations have been submitted and approved by the City Engineer.
Any landscaping changes or additions you propose must be approved by the City prior to commencement of
the work via a Zoning Permit. Changes would also require an updated survey and hardcover calculations.

Good Morning Ms Mattson:
My fiancee and I are finalizing the purchase of our first home in Orono.
Part of the purchase agreement is that we will have to finish landscaping and I was told that perhaps you mights
be able to point us in the right direction in order to be up to code.
Our address is 3443 Crystal Place. We are on a hill in-between the bays and was told we have to be cautious of
drainage. We have a couple questions and would be very appreciative of any help you could provide us (or
point us in the direction to where we might find answers):
- What tier do we live in? Pve looked at the site but am unsure what color is in the map. Either Tier 2 or 3.
- Do we have to have our plans approved by the city? All we are looking to do is is have a small bricked patio,
fire pit and put stonework curbside because we virtually have no front yard(our lot is only .16 acre).
- If we want a fire pit in our back yard is there a certain amount of feet it must be from a structure?
I apologize for any ignorance asking these questions. I appreciate your time.

Re: Utility Account at 3443 Crystal Pl, Orono (Acct. # 1-13443-00-3) Bert Rodewald
Dear Mr. Chameli:
Your letter dated April 14, 1997 indicated that Mr. Rodewald is seeking compensation for past
sewer service charges on his property at 3443 Crystal Pl, in Orono.
Our records indicate that Mr. Rodewald first contacted us in July, 1996 inquiring about the sewer
charges. After Mr. Rodewald's inquiry, City staff began an investigation. An inspection was
conducted at Mr. Rodewald's property that verified no connections to the sewer system were
present in the lower (shop) level of the building.
After inspecting the property, an adjustment was made to Mr. Rodewald's account. The
adjustment, made retroactive to January 1, 1996, was for the additional sewer unit of $65.15 per
quarter (1996 rates). At the time the adjustment was made, no other adjustments were
discussed. There was no further contact regarding this matter following the letter dated
November 6, 1996. Mr. Rodewald's payment for the corrected balance, after the adjustment had
been made, was received by our office on January 29, 1997. The City understood this issue to be
finally resolved.
