The MCWD inspected the road again on September 30, 1997, after receipt of your September 19, 1997 letter. The general condition of the road was found to be the same before and eoard or manaqers: after the project. The pre-project condition of the road included numerous large cracks and patched areas. During the recent road inspection, a depression along the edge of the street John E.Thomas west of your driveway was observed. This depression was not observed by MCWD President , representatives on January 2, 1997 as the edge of the road was covered with snow from the C.Woodrow Love snow plow. The MCWD believes it is unlikely that the hauling activities associated with Vice Presitlent the MCWD project caused the above damage as hauling was done during an extremely Pamela G.Blixt cold stretch of weather when the road was supported by deep frost. LaBounty The road was also inspected again on October 27, 1997 by Greg Gappa, public works director for Orono. Mr. Gappa indicated, in his opinion, road damage is due to poor road Thomas Maple,�r. construction. Mr. Gappa believes that infiltration of water into the road bed and Malcolm Reid subsequent frost action caused the damage along the edge of the street west of your driveway and not project re:ated traffic. I was surprised by your letter indicating that you believe the MCWD project soiled District Office: Creekwood Trail. The MCWD believes the road was soiled by a severe erosion problem caused by construction of your private driveway last summer. Diane P. Lynch A number of MCWD representatives observed your driveway while it was under District Administrator construction. After a large rain event, it was clear that a large amount of soil and rock sized material was washed down the hill from your driveway and deposited on a flat section of road near the catch basin draining the road to Painter Creek. As I indicated to you in our October 29, 1997 phone conversation, the MCWD does not believe our project damaged or soiled Creekwood Trail and, for this reason, does not plan to repair or clean the road.
