According to the City of Orono's Ordinance:
Sec. 78-1119 Standards for Flood Fringe Permitted Uses
(a)All structures, including accessory structures, must be elevated on fill so that the lowest floor including basement floor
is at or above the regulatory flood protection elevation. The finished fill elevation for structures shall be no lower than
one(I)foot below the regulatory flood protection elevation and the fill shall extend at such elevation at least fifteen(15)
feet beyond the outside limits of the structure erected thereon.
Our engineer would estimate the BFE at 936.4. So the lowest opening or finished floor should be now lower than 937.4.
He recommends adding a few tenths to make sure...

"There is no doubt the structure is out of the floodplain. I would need a finished floor for
final confirmation, but they appear to be ok. I would also ensure that they do not intend
to fill anything in the floodplain. They are allowed to with permits, but is unnecessary to
get FEMA involved.
The other thing I would make sure the owner does is contact their insurance people and
lending agent to make sure they are aware that the parcel cross the FEMA boundary,
but not the structure. I would them ask if any other documentation is required before
they find out the hard way that they will be charged for flood insurance or their loan is
held up. I would guess they already have the loan secured, but the bank should still be
aware."

We have about 74' of width. That should be fine. Issue is that a 4 car garage
pushes us pretty far down the hill.
I think it is warkable, but would need to get into it to confirm that you can get
what you want.
