Dear Jeanne,
We have reviewed the proposal to install a 6-inch draintile line north from the existing pond within Old Crystal
Bay Road Addition; across Lots 1,2 and 3,Block 3; under Countryside Drive West; and across Lots 1, 2 and
3,Block 2 to improve the subsurface drainage in this area. Silt fence should be installed at the downstream
limits prior to commencing with the work. The draintile line must be installed at a minimum grade of 0.6
percent to prevent siltation within the pipe. Cleanouts should be installed at all angle points in the line, spaced
no more than 400 feet apart. At least six cleanouts will be needed based on the submitted layout sketch.
Drainage easements will need to be provided ten feet wide centered on the draintile line across Lots 1 and 2,
Block 3 and Lots 1 and 2,Block 2. As-built plans should be submitted with the actual draintile line locations
shown within one month of completing the work.
Countryside Drive West must be repaired to its original cross-section or to a minimum of geotextile fabric,
eight inches of Class 5 aggregate base, 100%crushed quarry rock,and 3.5 inches of bituminous mixture(Type
4l)whichever is greater. The contractor must talce care to cut the existing geotextile fabric at the center of the
trench and pull the fabric aside while installing the draintile, and the lay the fabric back over the compacted
trench. A new piece of fabric shall then be installed over the cut fabric to form a suitable overlapped joint.
The bituminous must be placed in two lifts. All backfill below the Class 5 aggregate must be granular barrow
material meeting MnDOT Specification No. 3149. Access along Countryside Drive West must be maintained
at all times,keeping one lane of traffic open. Traffic control must be installed and maintained in accordance
with the MMUTCD. The City should be notified for inspechon at least 24 hours prior to removing�i�e sur�ace
of Countryside Drive West. We would recommend a$10,000 letter of credit be provided to the City to insure
that the work is done satisfactorily.

This letter summarizes a meeting held on June 10, 1996 at 2800 Countryside Drive West.,'Besides you and
I, the following people were present at the meeting: �-- -

The discussion revolved around both surface and sub-surface drainage problems encountered during the
past year at the above address,described as Lot 1,Block 2, Old Crystal Bay Road Addition.
Surface Drainage:
The homeowners explained how the low area west of their home drains very slowly and has standing water
for several hours after an average rainfall event. They were not informed that this area was a dedicated
wetland which was created as mitigation for wetland loss on the project. The selling agent or owner
should make it very clear to prospective homeowners where this and all other dedicated wetlands are
located. It was noted that the grades in this area were very flat. The drainage from this area collects in a
culvert near Old Crystal Bay Road and drains south to the sedimentation pond for the entire development.
Inspection of the drainage ditch showed that minor corrections are needed to insure posit:ve drair�ag�. .y
quick check of the road elevation showed that it was nearly two feet lower than the lowest window on the
home which is more than adequate to prevent flooding.
A drainage swale has been constructed along the east lot line as previously recommended. This swale is
very shallow and may need additional grading to insure positive drainage south to Countryside Drive. The
adjacent lot to the east of Lot 1 has been completely graded with no provisions inplace for erosion control.
Adequate erosion control measures should be installed immediately. A fair amount of sediment has
already washed from this site onto Lot 1. This erosion creates a potential for plugging culverts and filling
ditches downstream. The building contractor should be required to clean the downstream culverts and
ditches which have been impacted due to the erosion. The original developer maintained adequate erosion
control throughout the period of installation of road and drainage improvements. The new owner or
building contractor has not maintained erosion control throughout the phase of residential home
construction.
The homeowners are concerned about runoff from Watertown Road which flows across their property. We

have recently done an inspection of Watertown Road to determine the source of the problem. From Old
Crystal Bay Road to approximately 400 feet east there is an existing ditch and berm which directs the street
runoff to a culvert under the bike trail. From approximately 400 to 600 feet east of Old Crystal Bay Road
there is no ditch and/or berm to control the street runoff and the drainage flows southwesterly across Lot 1.
We would recommend that a small berm be constructed along the north property line of Lot 2. This work
would best be accomplished during the grading of Lot 2, currently underway.
We suggested that a meeting be held with the City,building contractor, homeowners, Mark Gronberg and
original developers if desired to discuss the surface drainage plan and whether any improvements are
necessary. The homeowners asked that a copy of the construction plans for Old Crystal Bay Road
Addition be provided to them.
Sub-surface Drainage:
The homeowners discussed how their sump pump runs nearly continuously year-round. The sump pump
collects sub-surface water through draintile lines installed beneath the basement floor and within the
foundation block. The basement for Lot 1 was installed approximately 4 feet lower than the adjacent
drainageway. This creates a high potential for sub-surface drainage problems which must be served by a
sump pump.
The homeowners are concerned that in the event of a power failure their basement would flood. This
concern is valid. Unless a battery powered sump pump is installed or a generator can be used for a power
source, it is likely the basement could have water damage during a power failure or sump pump
malfunction. Mr. Eiden said that he would have someone install a draintile line from behind the home on
Lot 1 all the way to the sedimentation pond at the south end of the development. He said that he would
like the City to review the plans when they have been prepared. Due to the nature of the problem we
would recommend that the tile line be a minimum of 6 inch perforated pipe installed at least one foot lower
than the basement floor, bedded in pea gravel with direct drainage to the pond. A connection should be
made to the foundation drain to effectively minimize the need for a sump pump. It may be necessary to
obtain easements over the tile line to insure its location and facilitatate future maintenance.
