Dear Evelyn:
We have reviewed the plans for City Plat file number 08-3370 prepared by Gronberg &Associates dated 1-
21-09 for the proposed house construction at 1785 Concordia Street. We have the following comments
with regards to engineering matters:
• With the flat grades along the south lot line and the city's requirement that no stormwater be
discharged to the fire lane, we recommend that grade staking and final grading be reviewed and
approved by engineering staff in the field.
• Grading is proposed along the north and south lot lines within the 75 foot lakeshore setback area.
This grading is minor and necessary to maintain drainage to the lake.
• Grading to remove an ice ridge is also proposed. Erosion and sediment control measures must be
installed, inspectetl, and approved prior to starting any construction.

provide comments as soon as possible, but before Monday, December 13, 2010.
For your information a new survey has been requested with the title changed to
As-built, but we didn't want to delay the review process because of the wording
error.

We have reviewed the as-built plans for the new home construction and grading at 1785
Concordia Street. The plan is dated 11-18-10. We have the following comments with regards to
engineering matters:
• The as-built grading plan shows no evidence of the proposed south lot line drainage
swale in the approved grading plan. Greater detail should be provided along the south
lot line to show drainage patterns or a field visit should be made to determine if
additional grading is necessary.
• Drainage patterns along the north lot line should be field-verified to ensure that the
runoff is managed within the property.

As you requested, our engineer visited the property at 1785 Concordia yesterday.
I've attached scanned copies of the building permit survey(also includes the grading for floodplain mitigation/CUP
approval) as well as the as-built recently submitted for review. During his site visit Kellogg noted that—as indicated on
the as-built—the ice ridge removal and floodplain mitigation grading has not been completed. P/ease have your
surveyorsubmir cut and fill calculations based on the as-built grading plan. Additionally it appears that grading was
done that extended into the City's fire lane which potentially creates a situation where stormwater discharges to the fire
lane. While this doesn't appear to be problematic from a stormwater perspective, it was specifically called out in the
engineer's review and comments on the building permit application as to be avoided.
Is it the homeowner's intention in the future to complete this ice ridge removal? If so we need to assure that this work
happens in a timely manner related directly to the CUP approval and building permit for the home. Otherwise, as it will
expire with the conclusion of this project, it will require City Council approval.
I cannot issue the C.O. at this time without resolution to the above issues. I've also attached our engineer's comments
on the building permit review and the recent as-built review from December. Please call me to discuss if you have
