Dear Mr. Danforth:
This letter is being sent to discuss our typical engineered section for the proposed boulder retaining walls
at the 1645 Bohns Point Road in Orono, Minnesota. This design is based on a landscape plan prepared by
Yardscapes, Inc. dated October 30, 2013.
There are several retaining walls being reconstructed for this project. The walls will vary in exposed
height, with the tallest wall along the driveway near the garage having a maximum height of about 6 feet
to 1 foot. Several additional walls near the sport court,patio areas, and along stone step/walkways are
also included. A minimum wall batter/setback of 18° (�1 inches/vertical foot) should be used. Slopes as
noted below will be present at the top and bottom of the walls. No groundwater or other surcharge loads
have been designed for the walls. If site conditions vary from what is shown on the Typical Section,
please call me to discuss other options.
Refer to industry standard practice references for installation information, specifications, and details.
- Boulders shall be placed to avoid continuous joint planes in vertical or lateral directions.
- Each stone shall bear on two or more rocks below it with good flat-to-flat contact.
- Compact any structural fill place behind the drainage zone to 95°Io standard proctor.
- Install woven landscape fabric behind the stone to limit soil migration through the wall face.
- Drainage stone shall consist of clean 3/4" to 1.5" crushed stone
The attached typical section should be referenced for the appropriate wall section height. Special note
should be made of the wall embedment depth and the geosynthetic fabric (geogrid) length,if required, as
measured from the front face of the wall. Refer to retaining wall industry standard specs for installation
information and details.

- Soil conditions: Sandy Silt/Clay, friction angle= 30.0 degrees, unit weight of 120.0 lb/ft3
- Allowable soil bearing capacity=2,000 psf
- No external surcharge loading behind walls
- Slope at bottom of wa11= 10:1; Slope at top = 10:1
- Minimum embedment depth = 6"
- Boulder Type: 12"-36"
Direct concentrated surface drainage away from the walls. The wall design was performed using the
design guidelines presented in the third edition of the "Design Manual for Segmental Retaining Walls"
(DMSRW) published by NCMA in 2009. If soil conditions, proposed wall layouts, or other design

AGREEMENT made this �� day of /�.�07r�f/Y1f.�t , 20�, by and between the CITY OF ORONO,
a Minnesota municipal corporation ("City") John & Klerissa Church ("Owners").
Recitals
1. A building permit application has been filed for an addition to the principal structure located at
1645 Bohns Point Road the ("Subject Property"), legally described as Tract C, Registered Land Survey No. 565,
Hennepin County Minnesota.
2. Owners request the City to review this application.
3. The City will commence its review of the application and incur costs associated with said review
only if the Owner establishes an escrow to ensure reimbursement to the City of its costs.
NOW THEREFORE, THE PARTIES AGREE AS FOLLOWS:
1. DEPOSIT OF ESCROW FUNDS. Contemporaneously with the execution of this Escrow
Agreement, the Owners shall deposit$2,500 with the City. All accrued interest, if any, shall be paid to the City to
reimburse the City for its cost in administering the escrow account.
2. PURPOSE OF ESCROW. The purpose of the escrow is to guarantee reimbursement to the City
for all out-of-pocket costs the City has incurred (including planning, engineering, in excess of $500, or legal
consultant review) or will incur in reviewing the plan. Eligible expenses shall be consistent with expenses the
Owners would be responsible for under a building permit application. The escrow will also guarantee
reimbursement to the City for all out-of-pocket costs the City has incurred to assure that the work is completed in
accordance with the Stormwater Pollution Prevention Plan and the provisions of Orono City Code Chapter 79.
The financial security may also be used by the City to eliminate any hazardous conditions associated with the
work and to repair any damage to public property or infrastructure that is caused by the work (including planning,
engineering, or legal consultant review) associated with building permit #2013-01028 if compliance with the
approved building permit is not accomplished.
3. MONTHLY BILLING. As the City receives consultant bills for incurred costs, the City will in turn
send a bill to the Owners. Owners shall be responsible for payment to the City within 30 days of the Owners'
receipt of bill.
4. DISBURSEMENT FROM ESCROW ACCOUNT. In the event that the Owners do not make payment
to the City within the timeframe outlined in #3 above, shall issue a Stop Work Order until the Owners pay all expenses
invoiced pursuant to #3. The City may draw from the escrow account without further approval of the Owners to
reimburse the City for eligible expenses the City has incurred.
5. CLOSING ESCROW. The Balance on deposit in the escrow, if any, shall be returned to the
Owners when the review has been completed and written notification is received from the Owners requesting the
funds.
6. CERTIFY UNPAID CHARGES. If the project is abandoned by Owners, or if the eligible expenses
incurred by the City exceed the amount in escrow, the City shall have the right to certify the unpaid balance to the
subject property pursuant to Minn. Stat. §§415.01 and 366.012.
