Sec.13.0A RIGHTS OF SUBJECTS OF DATA
Subd. I. Type of data. The rights of individual on wfiom the data is stored or to be stored shall be as set forth in this section.
Subd 2. Information required to be given individual. An individual asked to supply private orconhdential data conceming himself shall be
informed of: (a)the purpose and intended use of the requested data within the collecting state agency,political subdivision,or statewide system;(b)
whether he may refuse or is legally required to supply the requested data;(c)any known consequence arising tiom his supplying or refusing to supply
private or confidential data:and(d)the identiry of other persons or entities authorized by state or federal law to receive the data. This requirement shall
not apply when an individual is asked to supply investigative data,pursuant to section 13.82.subdivision 5,to a law enforcement officer.
The commissioner of revenue mav place the notice reauired under this subdivision in the individual income tax or pronertv ta�refund
instructions instead of on those fonns.
Subd.3. Access to data by individual. Upon request to a responsible authority,an individual shall be informed whether he is the subject of
stored data on individuals,and whether it is classified as public,private or confidential. Upon his further requesC an individual who is the suhject of
stored private or public data on individuals shall be shown the data without any charge to him and,if he desires,shall be informed ofthe content and
meaning ofthat data. After an individual has been shown the private data and infonned oi its meaning the data need not be disclosed to him for six
months thereafter unless a dispute or action pursuant to this section is pending or additional data on the individual has been col lected or created. "Che
responsible authority shall provide copies ot the private or public data upon request by the individual subject of the data The responsible authority
may require the requesting person to pay the actual costs of making,certifying,and compiling the copies.
l'he responsible authority shall comply immediately,if possible,with any request made pursuant to this subdivision,or within five davs of
the date of the request,excluding Saturdays,Sundays and legal holidays,if immediate compliance is not possible. If he cannot comply with the request

Subd-4. Procedure when data is not accurate or complete. An individual may contest the accuracy or completeness of public or private data
conceming himself. To exercise this right,an individual shall notify in writing the responsible authority describing the nature ofthe disagreement '1'he
responsible authority shall within 30 days either (a)correct the data found to be inaccurate or incomplete and attempt to notify past recipien[s of
inaccura[e or incomplete data,including recipients named by the individual;or(b)notify the individual that he bel ieves the data to be correct Data in
dispute shall be discloscd only ifthe individual's statement ofdisagreement is included with the disclosed data.
The detennination of the responsible authority may be appealed pursuant to the provisions of the administrative procedure act relating to
contested cases.

AGREEMENT made this GGn day of �G��c:rrEa�r✓ , 2007, by and between the CITY OF
ORONO, a Minnesota municipal corporation ("City")and ROBERT CRAIG HOMES,a
("Contractor").
Recitals
A. Contractor is constructing a new residence at l 595 Bohns Point Road.
B. The City is requiring a security agreement to guarantee that the required improvement of the buffer on
this property is successful. The work to be done can be found on the"Buffer Improvement Plan"that is
included with the building permit plans. �
C. Contractor has agreed complete this work before the final certificate of occupancy is issued. Contractor has
agreed to provide financial security for the completion of the items cited above by entering into this Escrow
Agreement.
D. The City has determined that this Escrow Agreement constitutes adequate assurances from Contractor,
sufficient to protect the City from potential damages and noncompliance with the City Code.
NOW,THEREFORE,THE PARTIES AGREE AS FOLLOWS:
1. DEPOSIT OF ESCROW FUNDS. Contemporaneously with the execution of this Escrow Agreement,
the Contractor shall deposit$2,000 with the City. All accrued interest, if any, shall be paid to the City to
reimburse the City for its cost in administering the escrow account.
2. PURPOSE OF ESCROW. The purpose of the escrow is to guarantee that the improvement of the
buffer required as part of building permit number P/�3dS"� is completed properly and that any vegetation
that does not establish successfully is replaced by the end of the growing season. The funds shall be spent by
the City if Contractor for any reason is unable or unwiiling to honor the requirements of the City Code
4. DISBURSEMENT FROM ESCROW ACCOUNT. If the City suspects or knows of any matter cited
above that is not completed correctly and in a ti�r�ely fashion, it shall first make demand of Contractor to make any
necessary repairs or to take other prudent remedial measures within a 5 day time period. If Contractor is
unwilling or unable to honor its agreement as determined by the City, the City may draw from the Escrow
Account, as necessary. The remedies afforded to the City under this agreement shall be in addition to any other
remedies which the Ciry may be entitled by law or equity or other agreement.
5. CLOSING ESCROW. The escrow, less any eligible expenses, shall be returned to the Contractor two
growing seasons after planting if the planting is successful. If substantial portions of the plantings are not
successful after one planting season the City may hold the escrow for an additional planting season. If
substantial portions of the plantings are not successful after two plai�ting seasons the City may hold the escrow
for two additional planting seasons.

ESCROW AGREEMENT

AGREEMENT made this ���° day of ��,�rl��� , 2007, by and between the CITY OF
ORONO, a Minnesota municipal corporation("City")and ROBERT CRAIG HOMES,a
("Contractor").
Recitals
A. Contractor is constructina a new residence at 1�95 Bohns Point Road.
B. The City is requiring a security agreement to guarantee that the required improvement of the buffer on
this property is successful. The work to be done can be found on the "Buffer Improvement Plan"that is
included with the building permit plans.
C. Contractor has agreed complete this work before the final certificate of occupancy is issued. Contractor has
a�reed to provide financial security for the comp(etion of the items cited above by entering into this Escrow
Agreement.
D. The Ciry has determined that this Escrow Agreement constitutes adequate assurances from Contractor,
sufficient to protect the City from potential damages and noncompliance with the City Code.
NOW,THEREFORE,THE PARTIES AGREE AS FOLLOWS:
1. DEPOSIT OF ESCROW FUNDS. Contemporaneously with the execution of this Escrow Agreement,
the Contractor shall deposit$2,000 with the City. All accrued interest, if any, shall be paid to the City to
reimburse the City for its cost in administering the escrow account.
2. PURPOSE OF ESCROW. The purpose of the escrow is to guarantee that the improvement of the
buffer required as part of buildinb permit number /�/�3oS"� is completed properly and that any vegetation
that does not establish successfully is replaced by the end of the growing season. The funds shall be spent by
the City if Contractar for any reason is unable or unwilling to honor the requirements of the City Code
4. DISBURSEMENT FROM ESCROW ACCOiJl\TT. If the City suspects or knows of any matter cited
above that is not coinpleted correctly and in a timely fashion, it shall first make demand of Contractor to make any
necessary repairs or to take other prudent remedial measures within a 5 day time period. If Contractor is
unwilling or unable to honor its agreement as determined by the City, the City may draw from the Escrow
Account, as necessary. The remedies afforded to the City under this agreement shall be in addition to any other
remedies which the City may be entitled by law or equity or other agreement.
5. CLOSING ESCROW. The escrow, less any eligible expenses, shall be returned to the Contractor two
growing seasons after planting if the planting is successful. If substantial portions of the plantings are not
successful after one planting season the City may hold the escrow for an additional planting season. If
substantial portions of the plantings are not successful after two plantin;seasons the City may hold the escrow
for two additional planting seasons.
