The rights of individual on whom the data is stored or to be stored shall be as set forth in this secdon. Subd.2. Access to data by individual. Upon reques[to a responsible authority,an individual shall be informed whether he is the subject of stored data on individuals, and wherher it is classified as public, private or confidenaal. Upon his further request, an individual who is the subjecc of stored private or public data on individuals shall be shown che data wichout any charge to him and, if he desires, shall be informed of the content and meaning of that data. Afrer an individual has been shown the private data and informed of its meaning, the data need not be disclosed to hun for six months[hereafter unless a dispute or acaon pursuant to this section is pending or addiaonal data on the individual has been collected or created. The responsible au[horiry shall provide copies of the private or public data upon request by the individual subject of the data. The responsible authoriry may require the requesting person to pay the acrual cosu of making, certifying, and compiling the copies. The responsiblz authority shall comply immediacely, if possible, wi�h any request made pursuant co this subdivision, or within five days of the date of the request,excluding Saturdays,Sundays and leeal holidays,if immediate compliance is not possible. If he cannot comply with the request within that time,he shall so inform[he individual,and may have an addirional five days within which to comply with[he request,excluding Saturdays, Sundays and le¢al holidays. Subd.4. Procedure when data is not accurate or complete. An individual may contest the accuracy or completeness of public or private data conceming himself. To exercise this rieh[,an individual shall norify in wricing the responsible authority describing the nature of the disagreement. The responsible authoriry shall within 30 days either. (a)correct the data found ro be inaccurate or incomplete and attempc to norify past recipients of inaccurate or incomplete data, includin¢ recipients named by the individual; or(b) notify the individual that he believes the data ro be correct. Data in dispute shall be disclosed only if[he individual's statement of disagreement is included with the disclosed data. The decerminacion of the responsible authoriry may be appealed pursuant to the provisions of the administraave procedure act relaang to contested cases. In these instances, your assessor�vill help you determine if vour property is eligible for the ezemption. Improvements made to the site surrounding the home do not qualif��for esemption. This includes such improvements to the site as: construction of a fence, construction of a drive«�a}•, installation of a law-n sprinkler sy�stem, installation of a sti��irnnung pool or tennis couct, landscapin� of the grounds, a�ricultural buildings. If more than 50 percent of the square footage of a house is torn down or razed, the original house is deemed to no longer e�eist, and any subsequent improvements made to the remaining structure are considered to constitute the construction of a new house. There �s a limit to the dollar value of the improvement which may be exempted. The limit depends on the a�e of the proper[y. Houses that are less than 3� years of a�e do not qualif��. Houses that are at least 3�years of ape but less than 70 years are ?imited to one-half ot the value of the improvement up to a ma�imum e�emption of 52�,000. Houses that are 70 years of aDe or older are eli�ible to have the total value of any improvements e�empted up to a maYimum of 5�0,000. THE VALLE INCRE�SE T0� THE'PROPERTY' : : . ;:. . :�lthough the cost of imgrovements ma� be substantial, the actual value added can be significantly less. This can be largely attributed to three factors: • Often times, improvements made to a house, particularlv an older house, constitute routine maintenance and do not cause the valuation to increase. Reshingling a roof, painting the house, repairing a foundation, replacing a plumbing fixture are all examples of improvements that would not ordinarily result in a value increase. • Improvements made to an individual's home oft�n times reflect that particular individual's personal likes or interests and most times the cost cannot be recovered when a property is sold. Adding a sauna, a greenhouse or an indoor sw�immin� pool would all be e�camples of unprovements that typically add less value than their cost. • Improvements made to different areas of a house typically result in greater or lesser returns. It is a well established appraisal principal that remodeling or improving a house's service areas (kitc:�en, laundry and bathroom)will generally yield the greatest return to the owner. Expenditures such as finishing basements or attics �vill �eneraily produce the smallest retum. �lthough these considerations may vary from house to house and market to market, in almost no instance is it possible to receive a dollar for dollar return beR��een cost and value added to the house. ,;. , ,.: ' < ,SALE;�R TR��SFER OF OWNERSHIP OF PROPERTI� _ ;: ' ...... ... .... ......... ::::: ;>.::: linder the law, a property owner must disclose to prospective buyers whether any improvements made to a home are eaempt from the property tax. Additionallr�, sellers are also required to notify buyers that the exemption will terminate when the property is sold. If you sell your property, only improvements made b��the buyer after the closine date of:he sale are eligible for the exemption. If the property loses its homestead status the esemption ezpires as of the nc�t assessment date. If the name of one of the owners of the propertv is removed from the title to the property as a result of a separation or divorce, or if a name is added to the tit;e of the property as a result of a marriage, the improvements continue to qualifi� for the e�emption. If you transfer the title to the property to someone else, but retain a life estate in and continue to receive the homestead classification on the property, the improvements cont;nue to qualif}• for the esemption. If you transfer title to a related person or persons as a Dift or inheritance, the e�emption e�pires as ofthe neYt assessment date.
