GENERAL INSTRUCTIONS
1. Applications for septic system permits may be mailed or submitted in person at the City
Offices; however, permits will not be mailed out. The permit must be picked up in person
at the City Offices and work must not begin unless the permit card is on the job site.
2. Permits will be issued only to contractors holding a Minnesota Pollution Control
Agency(MI'CA) Septic System Installers License.
3. All work must be done in accordance with the approved septic system design. Design reports
are not considered approved unless accompanied by the "City of Orono Septic System
Approval" cover sheet signed by the City Inspector.
4. The following inspections will be required for all septic systems:
A. Pre-installation site inspection to include inspector, installer, and general contractor.
B. Tank installation prior to coverinj.
C. Drainfield trench installation prior to covering. For mounds, inspection is required after
rough up but prior to sand placement(sand will be jar tested for silt content), and again
during pressure distribution piping installation in the rock bed.
D. Final inspection to verify proper final cover depths and to verify that all pump stations
(where required) components are functional and comply with codes.
5. Individual holding MPCAInsta.11ers License shall be present during a11 inspections. A 24-hour
notice is required for all inspections.
NOTE: Applicant must initial all spaces. Fill in all appropriate blanks and check all appropriate
boxes.

' Subject: Onsite Wastewater System (OWS) Design
' Le�al Description - Located on Big Island; Lake Minnetonka; City of Orono; Hennepin County
Site Conditions - The property has an existing pit privy and private well. The privy is proposed to be
' abandoned and a new bathroom and shower facility constructed. The building and OWS site is
predominantly vegetated with mature deciduous trees on a 8-12% slope.
' Soil Conditions — The Hennepin County soil survey mapped the azea as the Lester Series. The Lester
Series is the Minnesota state soil and is very common in Des Moines Lobe glacial till deposits of central
Minnesota, specifically Wright and Hennepin Counties.

, soils in the Lester Series are very deep. well drained loamy soils formed in glacial till. Six soil borings
were completed in the area of the proposed and alternate drain field areas, see Figure 1. Our soil borings
closely matched the soil survey description of the Lester Series in the proposed drain field location,
' while the alternate drain field locations showed signs of saturation closer to the surface similaz to the
Angus Series.
' Soil borings 1, 4 and 6 in the primary drain field azea indicate the site is underlain by high chroma loam
and clay loam soils to approximately 5 feet. The parent material for the area, high chroma loam soils
with many threads of calcium carbonates (often misidentified as low chroma iron reductions), were
, found to the depth of the borings. Many gray sand coatings on ped faces, calcium carbonates, and
reddish iron concretions (referred to as ochres in rhe geologic culture) were observed. These soil
features are a result of the soil parent material not a fluctuating seasonal water table.
' Soil borings 2, 3 and 5 in the alternate drain field area found similar soil profiles; however due to
landscape position it appears the accumulation of downward water from upslope locations is causing
' perched saturation. The alternate drain field location would likely need a mound drain field.

' Two hydraulic conductivity tests were performed at the locations on Figure 1. The depth of the tests
were approximately 12 and 24 inches. The results of the tests indicate that at shallower depths the
' conductivity of the soil increases. At 12 inches the saturated hydraulic conductivity is approximately
1.65 gallons per day per square foot while at 24 inches the saturated hydraulic conductivity is
approximately 0.7 gallons per day per square foot. The results from the tests are in Appendix A.
' The results of the soil borings and saturated hydraulic conductivity tests indicate that the site can support
a standard subsurface drain field at the proposed area depicted on Figure 1. A soil sizing factor of 2.2
' square feet per gallon per day has been selected.
Sizing of Treatment System—The proposed facility will consist of inen's and women's restrooms with a
' total of 3 toilets, a urinal and two showers. Over the course of a year the average daily flow from the
facility is estimated at less than 50 gallons per day as use is very little to none during the summer week
days and no use in the winter. During the busiest day in the summer it is estimated the facility will have
' a peak flow of 400-450 gallons. Sink and toilet fixtures need to be monitored closely to ensure proper
operation. A leaking facet or toilets can more than double the daily flow to the OWS and cause
hydraulic failure. A water meter should be added to the water main inlet to the building and monitored
' for water use. The pump system in the OWS can also be equipped to monitor water use.
Description of the Treatment Process—

biological activities taking place inside of the septic tank will separate solids and suspended pazticles.
' Solids are reduced to some extent through this process.
• Secondary Treatment—Effluent from the cleaz zone of the septic tank flows to a lift chamber and is
' filtered prior to discharge. Suspended particles larger than 1/8" are filtered out by the effluent filter.
• Final Treatment— Effluent is pumped to a new 792 square foot drain field. As the effluent trickles
' down into the soil biochemical processes remove harmful viruses and bacteria.
' Description of Treatment Svstem— (See figure, design sheets and data sheets for additional detail.)
• Septic Tank — (2) 1,500 gallon two compartment fiberglass septic tanks. Install septic tank per
' manufacturer's recommendations.
• Lift Tank—Second compartment of the second septic tank = approximately 500 gallons.
' • Septic/Lift Tank Risers— 24" diameter heavy corrugated PVC pipe. A watertight seal must be
created between top of tank and the each riser.
' • Septic/Lift Tank Riser Cover — 24" diameter fiberglass cover with gasket. Tank riser covers
should include insulation. Do not bury riser cover.
' • Pump System — Screened vault effluent pump system to deliver a minimum 20 allons er

minute with a total head of 20 feet. Install a schedule 40 PVC discharge pipe to pump and extend

, discharge pipe through riser wall. Install a camlock on the discharge pipe between pump and the riser
for easy disconnect. Drill a 3/16" weep hole at the invert of the 90 degree bend in the discharge pipe to
' allow drain back. Install all high-pressure fittings.
• Drain Field — Excavate the drain field trenches as depicted on Fi�ure 2. Depth of excavation
' shall be 2 feet on the uphill side and level. Place High Capacity Infiltrator Gravelless Chambers in the
trench bottom connected by gravity drop boxes. The pump will discharge to the first drop box. Back
fill with native soil and seed for cover.
, Limitations - Our investigation, layout, design, and recommendations are based on data submitted. If
conditions considerably different from those described in this report are encountered, we must be
, notified. If proposed construction is changed, we must be notified to evaluate the effect of the changes
on the wastewater system. Any changes to the design must be approved by the designer and will be
assessed additional design costs. If changes are made to the design without the knowledge and approval
' of the designer the design shall be void. All construction is to be in accordance with the ISTS
regulations. Pipe type and size, installation requirements, septic tank construction, and other
, specifications not depicted in our report are to conform to ISTS regulations. The installer of the system
is to be licensed by the Minnesota Pollution Control Agency.
